East Riding with Yorkshire Council (ERYC); scoping and maximising the opportunities to expand the us
The Council has ambitions to deliver a technology enabled lives programme at scale to drive its prevention agenda and support people who may draw on care and support to maximise their level of independence and autonomy and reduce the need for paid for care services. The support ERYC require to start this process is the development of a business case that includes:
STAGE ONE
• Establishment of the goals for the work/establishing the problem statement
• An overview of the landscape for delivery of technology enabled lives
STAGE TWO
• The financial cases for or scaling up technology enabled care in terms of reducing existing support requirement.
• A recommended way forward or list of options for consideration
The contractor is also required to develop products/opportunities that can be shared with other councils, as a result of this work.
Outcomes:
• ERYC have a clear view of the current issues that they intend the development of assisted living technology will have impact upon
• EYRC have a robust business case, developed to meet their specific needs and wishes, that can be used to present to corporate leaders and elected members.
• The business case can be used to direct the implementation of the next stage of assistive technology in ERYC
Outputs
• A Stage one report
• A business case, on the template provided by ERYC (with appropriate appendices)
• An end of project report that encapsulates Stage One and Two learning and outcomes
Products (these could be publications, webinars, slides, templates) that can be used by other councils to further develop their understanding and planning in the area of assisted living technology. The specifics of these will be decided in conversations with PCH and the contractor, at commencement and during the work.
Mandatory:
• previous, relevant experience and current knowledge of the assistive technology landscape.
• Knowledge of adult social care and the priorities and responsibilities of councils.
• Experience of working with a council to improve/develop their Assistive Technology offer

Support to deliver a focused, operational review-Long-Term Care & Support Service in Medway Council
PCH wish to procure an operational review of the Long-term care and Support Service on behalf of Medway council to enable
• A clear understanding of why the large backlog of reviews persists (further described below)
• Evidence-based options to restore compliance and performance and variability of experience
• A realistic plan to reduce the backlog at pace
• Improved workforce deployment and operational grip
• Reduced statutory and regulatory risk
This work aims to provide an understanding of the issues causing the backlog, a number of options for improving the situation and reduce the risk of Statutory non-compliance and poor experiences of residents of Medway.
We require an experienced contractor that can work alongside Medway’s Leadership and PCH to develop and deliver a focused, time-limited operational review of the Long-Term Care & Support Service
Outputs.
There will be a mid-point report, which will alert Medway to any early findings.
In addition, there will be a final report (in a format to be agreed with Medway and PCH) that will cover:
• An evidence based and detailed assessment of the root causes of backlogs
• An assessment of workforce deployment and whether it could be improved
• An assessment of whether management oversight is sufficient and how it can be improved
• A rigorous testing of current plans to address the backlogs and their likelihood to succeed (including the impact and risk of transferring staff to the Targeted Review Team)
• An assessment of statutory and regulatory risk (including DOLS)
• A set of recommendations that bring together findings and maps out a proposed plan.
You will need to demonstrate with evidence that you meet the below mandatory criteria.
• Senior level experience of adult social care
• Previous relevant experience and understanding of statutory guidance and regulations in adult social care that are relevant to this task
• Previous relevant experience of data analysis, process flow and causal analysis within a similar environment and task

• Devise the methodology for this task
• Present the outline methodology including what you believe to be the key issues and risks
• Describe how you would present a final report that was of immediate use to Medway (what aspects would be essential and how might you do this?)

Regional Children’s Improvement Advisers (CIA) with notice
The LGA delivers a programme of children’s services leadership support to councils and corporate and political leaders. To support delivery of the LGA’s programme of children’s services leadership support to councils and corporate or political leaders through provision of associate support to councils, specifically (but not exclusively) in children’s social care and SEND.
The Regional Children’s Improvement Adviser will be required to:
Work closely with the LGA children’s improvement advisors who focus on SEND and corporate leadership to ensure a coherent offer of support.
Build a wider understanding of the LGAs improvement support to ensure a coherent and co-ordinated offer to councils.
Develop strong relationships with councils and corporate and political leaders in a region to build a clear understanding of need in children’s services, to support leadership, identify innovative solutions, broker improvement strategies, and ensure they are delivered.
Build a direct relationship with the regional improvement and innovation alliances (RIIAs) in terms of strategic planning, intervention and resources, and to provide support and challenge to the delivery of regional plans.
Provide constructive challenge to local and regional approaches and priorities.
Identify and support councils at risk of failure.
Work with the LGA’s children’s improvement team to commission additional capacity and expertise to improve services for children.
Ensure best practice and learning is shared.
Contract dates:
The date for commencement of the Services is: 1 June 2026
The date for completion of the Services is: 31 March 2027, with the option to review and extend for an additional 1 year
Fee:
The Fee for the performance of the Services (together with any services necessary or reasonably incidental to such Services) is £700 excluding VAT. Reasonable travel and accommodation expenses will also be paid.
