ADASS Southwest covers 15 upper tier or Unitary Councils from Gloucestershire in the north, Bournemouth, Christchurch and Poole to the east and the Isles of Scilly to the south.
In order to assess where strategic investments will be best directed the Adult Improvement Board, and the Directors of Adult Social Services (ADASS SW) are seeking to commission an Evidence Base analysis of factors influencing and impacting on the region and in particular the ability of adult social services to ensure the right care and support is available. This will consider a review that was produced in January 2012 that examined a number of similar areas.
In the light of particular challenges facing local government, the economy (including seasonal pressures), rurality, demographics, housing, tourism and from health, the review will consider:
•how councils are tackling new models of care, increase in complexity and demand, which effect the future funding of adult social care and the impact of the change over the last 5 years
•if the unique and combined factors across the Southwest compared to other parts of England might give insight into changes in approach, by Councils, to social care.
Our aim is to improve our understanding of the economy and market with a more detailed line of sight on managing risk and improving quality.
Overall, the strategic questions this work will need to answer are:
•what are the strategic differences between the Southwest and other regions in England.
•to what extent are the Southwest demographics, economy and local decisions impacting on Adult Social Services’ ability to support those who draw on care and support, including helping ageing citizens to stay independent;
•what are the anticipated future pressures expected from national policy changes to the economy and households and what factors should be considered to meet the emerging pressures; and
•where, as a region, are we better collectively focusing our efforts to meet the changing demand and increasing financial pressures whilst improving the quality of services available.
The final report will be used to enhance understanding of the nature and evolution of social care in the Southwest. To provide new insight into possible solutions to address or overcome barriers to the quantity and quality of services. To support consensus building regionally and nationally for investing in the region’s social care.

Partners in Care and Health learning disability and autistic people team are seeking a provider that can demonstrate experience of working with the adult social care sector or similar sectors on robust data analysis and benchmarking in order to produce a data tool that the learning disability and autistic people team of PCH can use with council adult social care council senior staff to interrogate the value for money of their offer for working age adults using data that is publicly available. This will most likely be an excel tool and will be used internally by the PCH team.
The tool must draw in data on all upper tier councils delivering adult social care services.
The tool must update automatically as later years data is published by central government so that it stays current
This project will need to be delivered within the final quarter of 2025-2026. We are therefore seeking a provider that can mobilise quickly by drawing on their existing knowledge/ networks and are able to build on Partners in Care and Health’s existing work in this area. The proposed project timescales are provided below:

PCH is offering support to all councils rated Requires Improvement by the Care Quality Commission on baseline assessments in 2025/6 which request it.
Swindon Borough Council (SBC)’s Care Quality Commission Report was published in Oct 2025.
CQC highlighted waiting lists and waiting times as a key area of improvement for SBC; bringing down these waiting times is a key focus for the council.
CQC quote: “There were also significant numbers of people waiting for a Deprivation of Liberty Safeguards (DoLS) assessment, which could have an impact on them. We saw some evidence of an impact of long waits for occupational therapy assessments. Risk mitigation measures were in place, and the local authority had taken steps to improve these areas around assessment and review. There had been significant waiting times in assessing a variety of needs, including Care Act, occupational therapy, DoLS and financial assessments, although more recent efforts, over the last few months, had brought these waiting periods down.
“Governance, accountability and risk management processes were in place; however the local authority had experienced significant delays in some of its work which had an impact on people. This included delays in assessments, reviews, waits for equipment and Deprivation of Liberty Safeguards (DoLS).”
Swindon believe that their lack of access to timely data and insight is limiting strategic oversight and effective management. To test this assumption, they undertook an internal deep dive review into one of the areas that requires improvement - Care Act Review completion and timeliness. Finding of this work can be made available to successful bidders.
From the above work, and after discussion with the CHIA, the following areas have been identified.

• Needs assessment and support plan forms and workflows
