The Provision of Condition Surveys and Planned Preventative Maintenance (PPM) reports
Huntingdonshire District Council (HDC) wishes to appoint a consultant to provide a multi-discipline surveying service to produce detailed condition reports for its properties and then provide prioritised and costed Planned Preventative Maintenance (PPM) reports to bring the properties up to good statutory and lease compliant standard where applicable.
It is Huntingdonshire Districts Councils (HDC) objective to capture the condition of its buildings with recommendations that can reliably inform future business plans, programmes of works, energy efficient requirements, prioritisation and resource allocation.
In addition to this, HDC require the existing building plans to be reviewed and amended as necessary to ensure they are up to date and reflect the current building layouts.
Any buildings without a drawing will need a one completed in AutoCAD as part of the tender.
The provision of CCTV - Park & Ride Cambridge x 4 sites
This Tender is for the CCTV installation and maintenance at Cambridge Park and Ride sites (x4). The existing equipment are in need of overhaul; this project comprises of new CCTV to be installed and maintained by a reputable and professional supplier.
Huntingdonshire District Council is seeking a provider who will provide structured training and support to unemployed local adults aged 19-65 to improve their employment skills and to carry out Green Space Improvements to support the increase in Biodiversity locally as well as supporting the Council's aspiration to be Net Zero by 2040.\r
Each Biodiversity Improvement activity (2 per year) will also deliver a community engagement programme to include, family learning and community-led volunteer activities
The Provision of a Treasury Management Advisory Service
The Council is letting a contract for the provision of Treasury Management & Investment advice from qualified advisors, with the experience in local government Treasury Management.
Summary of the Requirement
The main requirements of the contract are:-
Advice required on areas including, investment advice, credit risk management, strategic advice, technical advice, prudential indicators, economic updates, performing monitoring and all reporting relevant to the council.
The Provision of a Manufacturing Digitalisation Programme
HDC is seeking an experienced supplier to deliver a Manufacturing Digitalisation Programme for Huntingdonshire businesses over a two-year period during 2023-24 and 2024-25. The appointed supplier(s) will be expected to work collaboratively alongside officers leading this work and will be expected to comply with all requirements of the Shared Prosperity Funding scheme as articulated by the Department for Levelling Up, Housing and Communities.\r

The Council is letting a 5-year contract for the completion of its Portable Appliance testing across its premises. The premises would include the council's main offices, bus station, leisure centres and pavilions across the districts to name a few The Contract will commence April 2024.\r

The provision of Inspections of Hackney Carriage and Private Hire Vehicles / Appointment of vehicle test Examiner
Huntingdonshire District Council is responsible for the licensing of hackney carriages (taxis) and private hire vehicles based within the District. Such vehicles are restricted to a maximum of eight passengers and there are currently approximately 800 licensed by the Council. Prior to being licensed, vehicles are required to undergo an examination to ensure that they are mechanically sound and of an acceptable standard both in appearance and cleanliness. The mechanical test is to a standard above MOT standards irrespective of the age of the vehicle.\r
The Council is inviting companies with vehicle examination centres located within the District of Huntingdonshire that are VOSA approved MOT testing stations to tender for the contract to carry out these examinations.\r
The Council plan to carry out site visits wc 12 February.
The Cambridgeshire Waste Collection Authorities ("the Authorities") collect dry mixed recycling from domestic and commercial premises across Cambridgeshire. This tender is for the transportation/receipt, sorting and onward sale/re-processing of commingled dry recyclable materials.\r

The RECAP Councils have worked collaboratively for many years in the delivery of DMR across Cambridgeshire. That collaboration continues for this procurement. The procurement itself is being conducted as a single procurement, but with the award of contract being in the form of separate Lots, as described in more detail in the ITT. The Lots are presented as alternative Lots (by reference to size), to enable the Councils to seek the broadest possible market response. ?This means that an award will not be made for every Lot. This is described in more detail in 'Lotting Guidance' of the ITT.\r

The RECAP Councils will make the decision collectively as to which Lots to award and to which bidders. Following award, the ensuing contracts will either be concluded with an individual Council or a number of them, depending upon which Lots have been chosen as the best value for money. The number and size of the Lots has been determined to enable the Authorities to receive the maximum number of responses from the market taking account of the size of the different Lots and the needs of the different Authorities. Contractors should note that the Lots are presented in varied Lot Sizes which are to ensure processing capacity is secured for all RECAP Partners. The dry mixed recyclables will come from any one of the district and unitary authorities within the Cambridgeshire and Peterborough area. This may mean that certain Lots will not have an award of contract made in respect of them, because better value alternatives exist in the award of alternative Lots. As a result, we would request that contractors bid for as many lots as they are interested in whilst also sharing the maximum capacity available at your MRF.\r

For the avoidance of doubt, bids are welcome from contractors who can provide one or more processing sites with capacity and can collect from transfer facilities expected to be within a 10 mile radius of each local authority in this procurement. These transfer locations are the subject of a separate procurement. There is a map in Appendix 5 showing the location of the depots. As such the Authorities welcome bids for any one or more or all the Lots available. Contractors are not limited in the number of Lots they are able to bid for, although the Authorities will carry out the assessment of Contractors' financial standing and technical ability by reference to the number of Lots bid for and which meet the Authorities selection criteria to enable a contract to be awarded in accordance with the provisions of this ITT. \r

This tender is to provide suitably located and permitted transfer stations for accepting the delivery, weighing, storage and bulking for onward transport, of this mixed dry recycling. The onward transport is an element of a separate procurement. This transport will be coordinated such that materials are moved from each transfer site at a suitable frequency.\r

They have committed to concluding an Inter Authority Agreement (IAA) to facilitate this arrangement. ?The joint contract management arrangements will be reflected in each of the contracts, but otherwise, the IAA not be affect the contractual position of each successful bidder, whose rights and obligations will be governed solely by the Contract it has with the individual Council or number of Councils, as the case may be.\r

The Authorities look to secure this Bulking Service in a set of individual locations across Cambridgeshire with suitable proximity to existing collections and/or depots with the aim of reducing unnecessary travel.\r
