Kingston upon Hull City Council (the Authority)l has advertised this opportunity on behalf of Humber Bridge Board. The Board used the open procedure in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the purpose of procuring the services described in the tender documentation. The Humber bridge has a number of fibre optic cables in various locations with various access points. It also has a number of control and monitoring systems which have been in place for many years. It is recognised that systems like CCTV, telecoms, plant monitoring, structural health monitoring, security and fire detection could all benefit from a modern and resilient network. HBB have undertaken detailed surveys of the existing assets and produced a specification for upgrading and enhancing an existing fibre network to create a managed ring network.
The Humber Bridge is a Grade 1 Listed suspension bridge and is the main strategic road link across the Humber Estuary, carrying c. 30,000 vehicles on a daily basis. The Humber Bridge Board (HBB) currently operates a hybrid Tolling system (part free flow and part toll lanes) and has decided to convert to a full Free Flow tolling system. HBB would like to invite tender submissions from experienced and professional organisations to provide specialist technical ‘Toll System’ expertise and advice to produce the relevant specifications for a new Free Flow Tolling System to be included within a design and build contract that HBB will produce in conjunction with other specialists as necessary.
