The Palace of Westminster is an internationally important heritage asset as acknowledged by its Grade I listing designation, and inclusion as a UNESCO World Heritage Site. The Parliamentary Estate has a unique built asset portfolio and has a total gross internal floor areas exceeding 250,000m2. Approximately 70% of the buildings on the Parliamentary Estate are 'Listed' under Heritage status, with two buildings, Norman Shaw North and the Palace of Westminster, of exceptional interest, and which are Grade 1 'Listed'.
Parliament is exercising its duty of care to prevent future deterioration of the mechanical, electrical, public health, fire, and life safety systems, building fabric, roofing, stonework, and other associated works and projects, as custodians of this Grade I Listed asset and to maintain a safe and secure environment in and around the Palace of Westminster, and the wider Parliamentary Estate.
The Corporate Officer of the House of Lords and the Corporate Officer of the House of Commons (acting jointly) invite interested parties to consider participation in the future call for competition. A named user of this Framework shall be the Restoration and Renewal Delivery Authority Limited.
Strategic Estates & Restoration and Renewal Delivery Authority
It is important to distinguish from the above the co-ordinated but separate project delivery of the Restoration & Renewal programme. A separate entity (the Restoration and Renewal Delivery Authority Limited) has been established to deliver the works required across the Parliamentary Estate to ensure the safety of those who work and visit here, and to support the continued business of Parliament. This includes planning for the large and complex restoration of the Palace of Westminster to preserve it for future generations. Furthermore, in the future, it may become necessary for call-off contracts to be novated to the Restoration and Renewal Delivery Authority Ltd.
The Framework will predominantly facilitate the procurement and works requirements of the Corporate Officers' project delivery team (the Strategic Estates team). The Strategic Estates team is bicameral, serving both Houses, and is responsible for the infrastructure comprising the Parliamentary Estate. Their work encompasses a broad set of responsibilities, including the delivery of construction projects, construction safety, the provision of specialist planning and design support, and the care and development of our internationally significant heritage collections, among others.
The purpose of this further Prior Information Notice is to provide updated information for the procurement and implementation of a Parliamentary Construction Partnership (CPF) Framework, that shall serve as an enhancement of, and successor to the existing MEPFS (Mechanical, Electrical, Public health, and Fabric Safety) Framework.

The Corporate Officer of the House of Commons and the Corporate Officer of the House of Lords, acting jointly, invite requests to participate from suitable organisations who wish to tender for a contract for the Repairs to House of Lords Chamber Roof - main works. The scope includes the removal, refurbishment or replacement, and re-installation of cast iron roof components, and in-situ repairs to the supporting structure to the cast iron roof over the House of Lords (HoL) Chamber and adjacent rooms. This will be a Traditional Design (by the existing appointed consultant team) with the successful Contractor taking on design responsibility for the temporary works, scaffold, logistics and mechanical and electrical work. The HoL Chamber roof is the largest single cast iron roof at the Palace of Westminster. In plan the roof is over one thousand square metres, made up of over 5,000 individual external cast iron components. A single cast iron tile can weigh 75kg. A comprehensive overhaul of the HoL Chamber cast iron roof was carried out in 1996 and it was therefore not included in the more recent programme of cast iron roof works. Remedial works were carried out on the roof in 2015 and a survey was undertaken in 2021 which highlighted that the roof was continuing to deteriorate. Whilst temporary measures are in place, the roof now requires complete refurbishment. This project will ensure that the cast iron roof is repaired, mitigating health and safety risks and preventing irreversible heritage damage, and ensure both Houses fulfil their duty of care obligations as custodians of the Grade 1 listed building and part of a UNESCO World Heritage Site.
The procurement is following a Competitive Dialogue procedure to enable dialogue on key topics where Contractor input would be beneficial such as scaffold, temporary works, logistics and programme, as well as approach to meeting the cast iron repair works specification. The overall programme for this contract is anticipated to be approximately 3.5 years, and dates are indicative, however these will be tested and confirmed during the dialogue process, taking into account feedback on the implications of, and approach to constraints that will apply. Additional documentation will be available following security clearances for the dialogue stage.
Estimated contract value range includes Option X1 inflation to the end of the contract, but excludes VAT and risk/compensation events (NEC4 ECC Option B).

• Review and develop (if needed) existing lift modernisation scope documents;
• Produce feasibility studies to RIBA Stage 1 or equivalent, technical standards and engineering specifications;
• Undertake site inspections and witnessing across the Parliamentary Estate as set out within the procurement documents;
• Review lift traffic analysis from previous studies and project consultants and where necessary undertake new traffic analysis and propose optimum lift design strategy for the population and use patterns of the Parliamentary Estate; and
• Carry out whole of life costing with the view of ensuring that value for money is achieved by taking a holistic approach to design the lifts in relation to each other, traffic flow, building occupants, logistics, fire evacuation strategy, access control and security strategy, environment and sustainability, heritage and conservation and user priorities.
