Havering Education Services (HES) established a Brokerage Service in 2013 as a dedicated collaborative procurement support mechanism for schools and settings, which enables them to access a wide range of suppliers of goods and services that have been selected through a compliant procurement route and who demonstrably deliver value for money and high-quality products and services to schools and settings. This requirement is for a new multi supplier framework agreement for the provision of educational supplies.

This requirement is for a new single supplier framework agreement for security services which is expected to be used primarily by education establishments in Havering. A Brokerage Users list (subject to change) will be made available at ITT stage. The user list will be able to draw upon the services agreed and stipulated. It is envisaged that other neighbouring Education Establishments outside of Havering may also use the framework.The Framework Agreement period will be for 3 years with the option for an additional 1 year extension.The Framework Agreement will comprise of the following service:Security Response (patrol and emergency response) with the provision to cover out of hours response, regular patrols and key holding.The number of participants to the framework agreement is to be one. Further details about the framework call-off process will be included as part of the Invitation to Tender (ITT) documents

This requirement is for a new single supplier framework agreement for Washroom Services which is expected to be used primarily by education establishments in Havering. A Brokerage Users list (subject to change) will be made available at ITT stage. The user list will be able to draw upon the services agreed and stipulated. It is envisaged that other neighbouring Education Establishments outside of Havering may also use the framework.The Framework Agreement period will be for 3 years with the option for an additional 1 year extension.The framework agreement will comprise of the following essential services: Sanitary waste units – collection and disposalMedical waste units – collection and disposalClinical Waste and sharps units – collection and disposalAir Care ServicesHand Care ServicesVending Machines for emergency productsNappy disposal and associated productsRental of Roller Towels

This requirement is for a new multi supplier framework agreement for cleaning services which is expected to be used primarily by education establishments in Havering. A Brokerage Users list (subject to change) will be made available at ITT stage. The user list will be able to draw upon the services agreed and stipulated. It is envisaged that other neighbouring Education Establishments outside of Havering may also use the framework.Services include General Cleaning, Window Cleaning and Deep Cleaning of which schedules will be provided for both Primary and Secondary schools at ITT stage.The Framework Agreement period will be for 3 years with the option for an additional 1-year extension.

This requirement is for a new single supplier framework agreement for waste management services which is expected to be used primarily by education establishments listed in Attachment 1 Brokerage Subscribers 2024 (subject to change). Over the life of the framework agreement, it is envisaged that additional schools in Havering and other neighbouring Local Authorities may subscribe to the Brokerage Service and therefore access the Waste Management Services and other frameworks on offer. This requirement is for the renewal of a single-supplier framework agreement for General Waste, Food Collections and Recycling Services for education providers.

This requirement is for the renewal of a multi-supplier framework agreement comprising of up to four suppliers of small building works up to a value of £99,999. It will include reactive building maintenance work, planned maintenance and minor alterations and improvements works. General minor works of an installation, maintenance and refurbishment nature including small capital works schemes.The Successful Suppliers shall offer the following:• Painting and Decorating• Plumbing• Electrical work• Small-medium building works• Glazing• Joinery• Heating Engineering (optional requirement)Suppliers must be able to provide all of the services listed in the bullet points above with the exception of heating engineering which is an optional requirement.This framework will not cover building works exceeding an individual value of £99,999.

This requirement is for a new framework agreement for Multifunctional Devices (MFDs) and Managed Print Service Provision. It is expected to be used primarily by education establishments listed in Attachment 1 Brokerage Subscribers 2024 (subject to change). It is envisaged that other neighbouring Education Establishments outside of Havering, some of whom are currently buying into the Havering Education Brokerage Service as well as other schools that may buy in at a later or future time, may also use the framework.

This requirement is for a new framework agreement for Occupational Health (OH) Services and Employee Assistance Programme (EAP) which is expected to be used primarily by education establishments in Havering which are listed in Attachment 1 Current Brokerage School List (subject to change) to be able to draw upon the services agreed and stipulated. It is envisaged that other neighbouring Education Establishments outside of Havering, some of whom are currently buying into the Havering Education Brokerage Service as shown in Attachment 1 Current Brokerage School List, as well as other schools that may buy in at a later or future time, may also use the framework.

The Service enables schools to access a wide range of competitive single and multi-supplier procurement frameworks for goods and services that have been selected through a compliant procurement route, and who demonstrably deliver value for money and high-quality products and services to schools and settings. The Brokerage Service has over the years developed into a highly valued, award winning and truly schools led local and regional collaborative model. Starting in 2022, under a partnership model, Hornchurch Academy Trust, a Multi Academy Trust based in Havering became the ‘Contracting Authority’ under which umbrella the HES brokerage frameworks are managed, and procurement activities conducted. This requirement is for a new single supplier framework agreement for Washroom Services which is expected to be used primarily by education establishments listed in Attachment 3 (subject to change). Over the life of the framework agreement, it is envisaged that additional schools in Havering and other neighbouring Local Authorities may subscribe to the Brokerage Service and therefore access the Washroom Services and other frameworks on offer. The Framework will act as a single closed framework, with a single Supplier appointed, for a duration of 3 years, with the option to extend by 1 further year. The estimated full Framework Agreement value of £1,500,000 is the estimated potential value based on known participating establishments. The value of participation by the wider public sector cannot be calculated accurately or guaranteed — but has however been incorporated within a range of £1,500,000 to £3,000,000 for the duration of the Framework Agreement, EX VAT. The Framework is a single supplier framework. The Supplier appointed to the framework agreement will be required to pay a rebate for each call-off contract they are awarded under the Framework. The rebate will be 2.5% (excluding VAT) of the total value of the call-off contract that is awarded. The Framework may be open for use by the following classifications of user throughout all administrative regions of England: Local Authority Councils, Educational Establishments (including Academies) Educational Establishments: Early Years Settings, Nursery School, Primary School, Middle or High School, Secondary School, Academy, Special School, Pupil Referral Unit (PRU), Further Education Colleges, Universities.
