Horley Town Council will be replacing the existing old railings around the perimeter of the Horley Recreation Park, Brighton Road, Horley RH6 8SS. Please note that the fencing around the playground is not part of this project which is advertised separately on Contracts Finder as a Competitive Quotation (below threshold). Estimates are sought for the removal of the old railings and the supply and installation of new railings. Please refer attached map. Specification The basic requirements are: 240m approx. of 1.5m high bow top railings and 3.1m wide matching double leaf gate + slide latch Interested contractors may wish to vary the type and style of materials etc to be applied. The council has set an indicative budget of 35k ex vat. Contractors interested in tendering for this project will need to make a site visit to fully assess the requirements and make precise measurements etc. Quotation Requirements We are looking for experienced contractors to tender for the contract at a competitive price with a maximum of £40,000 excluding VAT for supply, delivery and installation of all works. It is anticipated that installation will be carried out during the period January - March 2024. The exact timescale will be agreed between the Council and the preferred contractor following award of the contract. The Council requests the following documentation to accompany the bid: • Method Statement • Risk assessments • Public liability insurance • Company health and safety policy • Fixed-price quotation for the removal of existing fencing and installation of new fencing. Your method statement must: • Include the type and style of fencing to be used. • Provide full details of relevant experience and qualifications. • Provide details of comparable projects • Include contact details for two reference sites. The Invitation to Tender is being procured under the Town Council's open tender process, in line with the Public Contracts Regulations 2015 and its own Financial Regulations (refer link) Access to the site The Horley Recreation Park is a public open area and site visits can be made at your own choosing. The council offices are open between the working hours of 0900 - 1600 Monday to Friday, Timings Once Tenders have been received, they will be reviewed to ensure they meet the required specification. It is anticipated that a shortlist of suppliers will be drawn up for interview prior to making the award.

The Edmonds Hall is the main community hall owned by Horley Town Council and adjoins the council office building. The Town Council is seeking quotations to replace all the aged and dated windows in the hall which all show signs of damage, leaking, and rotting (as pictures attached). The hall windows consist of: a) 4 x rectangular windows alongside the side of the hall These are to be removed and replaced with toughened glass and white Georgian bars. The rectangular windows do not currently open and should remain so. Replacement windows should be like for like to retain the existing style. Replacements should be as energy efficient as possible. b) 2 x large windows at each end of the hall currently in wooden frames These are to be removed and replaced with 2 x new white UPVC windows with toughened units. The existing window openers will need to be removed prior to installation and refitted after installation. The Town Council is seeking glazing and the most energy efficient type of glass and favours low emissivity (low-E) glass. Low-E glass has a microscopically thin coating of metal oxide on one of the internal glass surfaces. This coating reflects heat back into the building but still lets in the light from outside. The windows should be energy rated and we would be looking for the best rating at the best value. The Town Council has set a guideline estimate of £15,000 ex VAT in total for the above ex vat for feasibility, removal of the existing windows, and installation. Horley Town Council will be replacing the majority of its playground equipment at the Michael Crescent Centenary Park with new equipment to be used by children with ages ranging from 2 to 12 years. Experienced play area installers are invited to tender for the contract. It is anticipated that construction work will be carried out in Spring 2024 with the playground ready for use from July 2024. Please refer to the attached Invitation to Tender document for background information and application details. Please also refer to further clarification in the addendum. All prices are to be net, excluding VAT.
