To accelerate delivery, Homes England is seeking to create a framework to provide integrated power and water utility and services solutions to directly support the Agency's pipeline of residential led development and regeneration projects, led by an Independent Distribution Network Operator (IDNO).
The value stated in this notice is based on the value we would expect to spend with Distribution Network Operators (DNOs) during the framework period.
The type of procedure for procurement has not yet been finalised. It is also not known at this stage whether the framework will be divided into lots.

The site has a range of historic (some locally listed) and new buildings. There is some limited opportunity for infill development to enhance the use and cohesion of the site.
Homes England is looking to dispose of its headlease interests to a development partner who will actively manage the site to support its current tenants and seek to enhance the size and importance of this media cluster. The SEWUE was removed from the Green Belt and allocated in the Warrington Local Plan (2021/2022 – 2038/2039) in December 2023, with a policy requirement to deliver a minimum of 4,200 new homes, of which 2,400 are expected to be delivered within the current Plan period (by March 2039), alongside a range of supporting infrastructure including schools, a leisure centre, local centres, highways and utilities upgrades and reinforcement, and extensive green infrastructure.
Homes England is the majority landowner of the SEWUE, with over 98% of the developable area within the allocation under Agency ownership. The SEWUE is Homes England’s largest landholding in the north of England, with an estimated project Gross Development Value (GDV) of £1bn+.
Since the site was allocated, Homes England has been working alongside a range of consultants to draft and complete a Development Framework, which is a precursor to any planning applications for the allocated land.

Network Rail and Homes England (the Landowners) are acting jointly in seeking development partners, with experience in delivering high quality regeneration, that they can work with over the long term to deliver the York Central vision. In order to progress with the development within required timescales the landowners are seeking to, initially, form a contractual joint venture with the preferred development partner. This could then be adapted to a corporate JV should all parties agree to this.
The ambition is to create a world-class mixed-use development, informed by interested local parties to enhance York as destination for high quality commercial and residential occupiers and visitors. Located directly behind York Railway Station, the Site extends to 45 hectares (111 acres) and includes land predominantly owned by Network Rail and Homes England. An Outline Application for the mixed-use development was granted in 2019 and subsequently a Reserved Matters Application was approved in 2020 for a significant first phase of infrastructure being delivered by the Landowners.
The Landowners wish to see the whole site developed comprehensively in line with the outline planning application to provide up to a maximum of 2,500 homes, 800,000 sq ft of offices, retail and leisure uses. This includes a first phase of 650,000 sq ft of commercial space and 700 residential units. A number of different (public and private sector) occupiers have already shown strong interest in the first phase and there is potential for the appointed development partners to secure pre-lets over a significant amount of the commercial floorspace.
