HIE are seeking a suitably qualified and experienced supplier to provide planned preventative maintenance and repairs services for buildings at Inverness Campus, Enterprise Park Forres and certain services at our Lochgilphead office. It is expected that these services will be required from 1st April 2024 for an initial period of 2 years, with HIE having the option to extend for a period or periods together not exceeding 2 years following the Initial Term (extensions expected to be taken up on a yearly basis i.e. a 2+1+1 year contract).

The building is circa 1,500 m2 GIFA and the contractor will be required to appoint its own design team to complete any necessary post-contract design. The contractor will be responsible for the management of its designers and all sub-contractors to ensure that the project is delivered on time and preferably below the indicated budget.

Key services are: Project Management and act as Employers Agent; Cost Management; support HIE in its Net Zero aspirations; provide NEC supervisor services; Monitoring and Reporting of projects; procurement of contracts. Activities can vary from a few hours desk based research to many months on larger more complex projects.

The Strategic Development Advice contractor will be required to provide the following services: Provision of Strategic Advice to HIE; advise on the delivery of the project; advise on Funding Assistance to assist HIE to secure external funding; development and execution of HIE’s Town Planning Strategy; Advise and agree any development protocols. This list is not exhaustive but provides the basis of services required. Full details are provided in the Tender documentation.

Highlands and Islands Enterprise (HIE) require a supplier to provide Facilities Management services at the European Marine Science Park (EMSP), Dunstaffnage, Argyll (initially at Malin House, then at Camas House as well from October 2025). The services will be required from 13 January 2025, for an initial period of 3 years, unless terminated in accordance with the provisions of the Contract, with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term.

Activities may include Ad-hoc building consultancy including surveys and condition schedules, Dilapidations, Management of Health and Safety, Energy Efficiency, Reinstatement Cost Assessments (RCA), Condition Surveys, Planned Preventative Maintenance, Managing construction works, Architectural Design services and Procurement of tenders

HIE requires a suitable qualified and experienced supplier to provide hard and soft landscaping and winter maintenance services at: Horizon Scotland (Business Centre), The Apex (HIE's Moray office), Strathcona House, Unit 9 (shortly to open as the Manufacturing Innovation Centre), the common areas of the Enterprise Park Forres. Services will include grass and shrub cutting, weed removal, car park maintenance and winter gritting/snow clearance. It is expected that these services will be required from 22 April 2025 for an initial period of 3 years with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term. The initial 3-year budget available to deliver the services is between GBP195,000 and GBP222,500 (excluding VAT).

Highlands and Islands Enterprise (HIE) is seeking to appoint a suitably qualified supplier to further develop, maintain and host its suite of websites on the Umbraco content management system. This Framework is being procured for Highlands and Islands Enterprise (HIE) and on behalf of Wave Energy Scotland (WES), Orkney Research and Innovation Campus (ORIC) and any other Contracting Authority wholly or partly under the control of, or funded by HIE, WES or ORIC, at any point during the term of this Framework, subject to case-by-case approval by HIE. It is expected that these services will be required from 1 August 2025 for an initial period of 3 years (unless terminated in accordance with the provisions of the Framework agreement) with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term.

HIE is seeking to appoint a service operator for the Manufacturing Innovation Centre Moray (MICM). It is expected that these services will be required from September 2025 for an initial period of 3 years, unless terminated in accordance with the provisions of the Contract. HIE will have an option to extend the contract period by up to 2 years. The 3-year budget currently available to deliver this service is between GBP 620,000 and GBP 654,000 (excluding VAT). Refer to the 'Timescales and Value' section in the Scope of Requirements and Guidance document for full details on pricing inclusions/exclusions and price increase mechanism. The total contract value in section II.1.5 and II.2.6. refers to the total contract value including the optional extension period/s and allowances.

The multi-disciplinary Design Team will be expected to prepare detailed plans for the proposed development and should be capable of providing, as a minimum, Civil & Structural engineering services Architectural services, Mechanical & Electrical engineering services, Landscape consultancy services, Acoustic consultancy services and Sustainability/Whole Life Carbon Assessment services.

Activities will include property management, valuation and marketing.

THIS IS THE CONTRACT NOTICE FOR LOT 1 ARGYLL and BUTE. HIE is looking to procure a supplier to deliver a programme to support underrepresented groups in entrepreneurship. The programme will inspire participants to increase their ambition, confidence and capability to develop an entrepreneurial mindset and enter pathways for starting a business through a programme of entrepreneurial training and mentoring tailored towards underrepresented groups/individuals specific learning needs. HIE’s current requirements are divided into two geographical Lots: - Lot 1: Argyll and Bute, covering HIE areas only - Lot 2: Moray Note, Lot 1 covers Argyll and Bute geographical area i.e. excluding Arran, Cumbrae, and Helensburgh and Lomond. There are two separate contract notices: bidders who are interested in bidding for the other contract can do so by locating the respective PCS notices, which were all published on the same date with ‘Pathways to Start’ in the contract description. The services will be required from 20 October 2025 until 31 March 2026, unless terminated in accordance with the provisions of the Contract. The delivery of the services, submission of all invoices and completion of all reports must be complete by 20 March 2026. The budget available to deliver this service is between GBP187,500 and GBP220,000 (excluding VAT) PER LOT. The budget includes all costs related to delivering the services are not limited to, venue hire, catering, training materials/tools, fees, day rates and include provision for recovery of any other expenses, including but not limited to, travel and subsistence – all costs to be included in the Pricing Schedule. The contract value stated in the Contract Notice is GBP240,000 (ex VAT) per lot. This includes GBP20,000 contingency per lot which may be used e.g. if more than 45 participants could be recruited for the lot.

Form and lead a design team including Architect, Civil/Structural Engineer, Principal Designer, Mechanical and Electrical Engineer, Landscape Architect (all to RIBA Stage 4 and Tender Pack).

HIE requires a suitably qualified and experienced supplier to deliver a Business Skills and Leadership Programme specifically for Argyll and Bute Council area. This programme is fully funded by the Argyll and Bute Rural Growth Deal (RGD) and will be available to participants within this geographic area. Award of this contract depends on securing RGD funding, which is not yet confirmed. Approval is expected by March 2026, with a potential contract start in April 2026. HIE may cancel the process or not award the contract if funding is not approved. HIE's service requirements are divided into 3 strands. 1 Young and Emerging Leaders Programme; 2. Leadership for Growth/Strategic Leadership Programme and 3. Mentoring Programme. Strands 1 and 2 will be delivered to cohort of participants through a series of modules, delivered via workshops. Delivery should be a hybrid model i.e, a blend of on-line and face-to-face delivery. The mentoring programme will be mainly online apart from the first session that must be face-to-face. It is anticipated that the contract will be let from April 2026 for 3 years unless terminated in accordance with the provisions of the Contract, with HIE having the option to extend for two periods of one year each (3+1+1) together not exceeding 5 years following the Initial Term. The 3-year budget currently available to deliver these services is between GBP 260,000 and GBP 280,000 (excluding VAT). The total estimated contract value for the maximum 5-year contract period is between GBP 390,000 and GBP 474,000, VAT excluded. This is the figure used in the Contract Notice.

HIE requires a suitable qualified and experienced supplier to provide cleaning services at a number of buildings at Inverness Campus. The contract will be let from 1 June 2026 for the initial period of 3 years, unless terminated in accordance with the provisions of the Contract Conditions, with HIE having the option to extend for a further period of up to 12 months and another further period of up to 12 months following the Initial Term (i.e. the maximum contract length including the optional extension periods is 5 years). The currently envisaged budget for the the first 2 years is GBP 127,800 - GBP 182,600 (excluding VAT). The prices will remain fixed for Year 1 and 2 of the contract, thereafter a price increase mechanism may apply, as per the tender documents. The value stated in sections II.1.5 and II.2.6. refers to the estimated contract value over the maximum length of the contract (i.e. 5 years).

HIE requires a suitably qualified and experienced supplier to provide provide data protection services, including fulfilling Data Protection Officer duties under the General Data Protection Regulation and supporting the Data Protection Act 2018 including delivery of data protection advice, risk assessment and training. This Framework is being procured for Highlands and Islands Enterprise (HIE) and on behalf of Wave Energy Scotland (WES), Orkney Research Innovation Campus (ORIC), HIE Orkney, HIE Ventures Ltd (HIEVL), Cairngorm Mountain (Scotland) Ltd (CMSL), South of Scotland Enterprise (SOSE) as well as any other Contracting Authority wholly or partly under the control of, and/or partly or wholly owned HIE or SOSE, at any point during the term of this Framework (subject to case-by-case approval by HIE). It is expected that these services will be required from 8 April 2026 for an initial period of 3 years, unless terminated in accordance with the provisions of the Framework agreement, with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term. The 3-year budget currently available to deliver this service is between GBP 171,000 and GBP 216,000 (excluding VAT).

HIE currently has five active group companies which require to be audited and consolidated in HIE’s Consolidation pack. In addition, we require the preparation and submission of the annual corporation tax returns. See Scope of Requirements and Guidance document for full details. It is expected that these services will be required from April 2026 for an initial period of 3 years, with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term. The initial 3 year budget currently available to deliver this service is between GBP 140,000 and GBP 157,500 (excluding VAT). The total value of the Framework, including the extension will be between GBP 190,000 and GBP 210,000.
