The Board of Trustees (the Trustees) of the Highlands and Islands Enterprise Superannuation Scheme (TBTHSS) are inviting bids for pension support services including Administration; Investment and Actuarial and also Guaranteed Minimum Pension (GMP) equalisation exercise. It is expected that these services will be required from 1 May 2023 for an initial period of 3 years with the Trustees having the option to extend for a period or periods together not exceeding 1 calendar year following the Initial Term. Should the supplier be unsuccessful at the re-tender, the administration services element of the contract will be extended by up to 6 months - the maximum contract length is stated as 54 months to reflect this. HIE has awarded a multi-supplier Framework for Marketing and Public Relations. Key activities include marketing campaigns, PR services, monitoring of efficacy, promotional materials, copy and news release.

HIE has awarded a multi-supplier Framework for Events Management to provide support for planning, managing and successfully running a wide range of digital, physical and hybrid events, or supporting internal event managers. This may include implementation of conferences, exhibitions, dinners and launch events. Most events will be in Scotland, but on occasion may be elsewhere in the UK or abroad.

Activities may include Ad-hoc building consultancy including surveys and condition schedules, Dilapidations, Management of Health and Safety, Energy Efficiency, Reinstatement Cost Assessments (RCA), Condition Surveys, Planned Preventative Maintenance, Managing construction works, Architectural Design services and Procurement of tenders. The Framework has a start date of 7.4.2025 and an end date of 6.4.2028 plus an optional 12 month extension.

Highlands and Islands Enterprise (HIE) is seeking to appoint a suitably qualified supplier to further develop, maintain and host its suite of websites on the Umbraco content management system. This Framework is being procured for Highlands and Islands Enterprise (HIE) and on behalf of Wave Energy Scotland (WES), Orkney Research and Innovation Campus (ORIC) and any other Contracting Authority wholly or partly under the control of, or funded by HIE, WES or ORIC, at any point during the term of this Framework, subject to case-by-case approval by HIE. These services will be required from 1 August 2025 for an initial period of 3 years (unless terminated in accordance with the provisions of the Framework agreement) with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term.

HIE’s current requirements are divided into 6 Lots. Lot 6 met all of the required criteria and is exempt from both The Public Contracts (Scotland) Regulations 2015 and the Procurement Reform (Scotland) Act 2014 and was therefore be procured using a selective (Quick Quote) process. Bidders who were interested in bidding for Lots 1-5 could do so by locating the respective PCS notices, which were all published on the same date with ‘Cleaning Services’ in the contract description. Bidders could submit a response for Lots 1-5 although they would only be awarded a maximum of two Lots. For more details see the “Restriction on Number on Lots Awarded” section in the Scope of Requirements document. Lot 6 lot was treated as separate process, therefore, the restriction on number of lots awarded only applied to Lots 1-5. The services will be required from Monday 3 October 2022 for an initial period of 2 years (expiring on 2 October 2024), unless terminated in accordance with the provisions of the Contract, with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term (latest expiry date: 2 October 2025). The 2-year budget currently available to deliver these services for Lot 5 Orkney was between GBP 12,000 and GBP 26,000 (ex VAT).

HIE, in partnership with Orkney Islands Council (OIC), wishes to commission a suitably experienced architect led Design Team for the development of Phase 2 of the ORIC. They will be expected to prepare detailed plans for the alteration, upgrading and enhancement of the related properties and should be capable of providing, as a minimum, Architectural services, Mechanical & Electrical engineering services, Civil & Structural engineering services, Communications & IT Services and Landscape consultancy services.

A contract has been awarded to provide the IMPACT30 support programme across the Highlands and Islands Enterprise region. Key activities will cover a range of topics considered vital for all young entrepreneurs and enterprises as well as bespoke subjects developed around the individual needs of the entrepreneur. The services will start from August 2022 for an initial period of 3 years, with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term.

THIS IS AN AWARD OF CONTRACT NOTICE - HIE requires a suitable qualified and experienced supplier to provide hard and soft landscaping and winter maintenance services at: Horizon Scotland (Business Centre), The Apex (HIE's Moray office), Strathcona House, Unit 9 (shortly to open as the Manufacturing Innovation Centre), the common areas of the Enterprise Park Forres. Services will include grass and shrub cutting, weed removal, car park maintenance and winter gritting/snow clearance. It is expected that these services will be required from 1st May 2025 for an initial period of 3 years with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term. The initial 3-year budget available to deliver the services is between GBP195,000 and GBP222,500 (excluding VAT).

In support of a Mountain Bike Park project at Cairngorm Mountain, a conveyor belt system for the transport of persons and material is required. The conveyor belt uplift will have flat all-weather gather areas at the top of each uplift. These will provide a start area for the trails and allow for riders to rest as they descend.

The Framework is an alternative means of providing a range of practical hands-on support (not advice, which is available through HIE’s Specialist Advice Framework) to community organisations and social enterprises that lack the capacity or a particular skill-set to timeously progress an opportunity. This is added value support and must complement the existing social enterprise support ecosystem and, therefore, must not duplicate services already available via other HIE Frameworks e.g. Board Healthcheck and Skills Training or other public sector/public sector supported organisations, e.g. Business Gateway, Just Enterprise, etc. It is expected that these services will be required from April 2022 for an initial period of 3 years, with HIE having the option to extend for a period or periods together not exceeding 1 year following the Initial Term. The 3 year budget currently available to deliver this service is between 400 000 GBP and 450 000 GBP (excluding VAT).
