HIE are seeking to appoint suitably qualified and experienced external independent sectoral, technical and strategic advisory support to contribute to the implementation of the HIE Space Programme. The role of the advisory support is important to HIE’s governance around the HIE Space Programme, as it will provide continuity of advice and support to HIE as the Space Programme evolves. It is recognised that the pool of potential companies may be limited, not least by the need to ensure they do not have conflicts of interest which would impinge on their ability to independently advise HIE. For example, companies providing support to HIE should not have a commercial relationship with any proposed launch sites or operators.
These services will be required between 23 May 2023 and 22 May 2025 for a period of 2 years, with HIE having the option to extend twice for a period not exceeding 1 year following the Initial Term (2+1+1 years i.e. maximum total extension period of 2 years, until 22 May 2026 or 2027).
It is a duration contract and payments will be made in arrears, based on the services carried out. Therefore, the total amount paid under this contract might be less than the maximum budget (maximum budget is not guaranteed to be used up). This Contact Notice is for Lot 3 which relates to the delivery of research services for HIE and SOSE. For both agencies research requirements will be extremely varied, aimed primarily, but not exclusively, at influencing or informing strategy and policy development within the agencies and across the wider public sector.

The XpoNorth Digital contract is delivered under the Northern Innovation Hub (NIH): the NIH is part of the Inverness and Highland City-Region Deal - a joint initiative supported by GBP315m investment from the UK and Scottish governments, The Highland Council, HIE and the University of the Highlands and Islands.
The XpoNorth Digital programme has the specific intention of supporting businesses to develop digital practices and to maximise exploitation of the crowd economy.
The services will be required from 1 August 2022 for an initial period of 2 years (until 31 July 2024), with HIE having the option to extend two times for a period or periods together not exceeding 1 year following the Initial Term (2+1+1 years - latest potential expiry date: 31 July 2026).
The initial 2-year budget currently available to deliver this service was between GBP 438,000 and GBP 732,000 (excluding VAT). The budget includes funding from HIE to allow the services to be delivered across the whole Highlands and Islands region, although the volume of clients outside of the Highland Council area is currently limited due to funding.
