HS2 Ltd is seeking to procure a Post-excavation Services contract to deliver the final stages of historic environment investigation for Phase One and Phase 2a. The HS2 Project presents an unprecedented opportunity to explore the country’s past, through the UK’s largest ever linear infrastructure project. The appointed Consultant will provide historic environment and project management expertise to deliver HS2’s end-to-end post-excavation programme, including the analysis, dissemination, publication and archiving of HS2’s historic environment assets from along the line of route. In procuring this contract HS2 Ltd is delivering commitments made by the Secretary of State for Transport with regard to historic environment, through a programme of post-excavation that provides public benefit and realises HS2’s archaeological legacy. The key contract objectives are to enhance knowledge by: • contributing to key questions about prehistory and history; • testing interpretative concepts and methodological techniques; and • challenging the way that the historic environment industry investigate and interpret the past.

Lot 1 - ISO Certification and Carbon Management Assessment Services - As part of this Lot, HS2 Ltd intends to appoint a Supplier to provide certification services of its management systems to the following standards: - ISO 9001:2015 Quality Management - ISO 14001:2015 Environmental Management - ISO 45001:2018 Occupational Health and Safety Management System - The latest standard for Carbon Management in Infrastructure, as determined by the British Standards Institution (BSI) (e.g., PAS2080:2016). The Supplier will provide evidence for HS2 Ltd's continual compliance to the certified management systems and identify areas for continual improvement. This will support the continued effectiveness and efficiencies of HS2 Ltd's internal controls. Lot 2: Environmental Data Verification Services - As part of this Lot, HS2 Ltd intends to appoint a Supplier to provide environmental data verification services to support development and publication of its annual Environmental Sustainability Progress Report (ESPR) statement. The Supplier will help HS2 Ltd ensure that best practices are adhered to in relation to environmental data assurance, data reporting systems and any topic specific requirements e.g., carbon management.

High Speed Two (HS2) Limited (‘HS2 Ltd’) continues to manage the largest land referencing and acquisition programme in the UK in more than 70 years, managing tens of thousands of land and property records, and thousands of land parcels, and engaging with tens of thousands of affected parties and stakeholder groups. This programme is a key enabler to the successful construction of the HS2 project. Land referencing is a process by which legal interests in land, whether they are ownership, tenancy, licence, or rights of access, are researched and validated to ensure full and proper service of legal forms of notice under a range of orders and statutes. HS2 Ltd are looking to procure a central spatially-enabled Land Referencing Common Platform managed solution to enable consistency and integrity of land referencing data and services delivered by multiple land referencing service suppliers to HS2 Ltd to support the objectives of the HS2 multi-phase programme. The solution will be procured as a complete managed service. The central Land Referencing Common Platform will deliver the following: • A single spatially enabled integrated data and document management service, accessible by all HS2 appointed suppliers of land referencing services; • Data consistent with HS2 specifications; • Referential integrity between Land Referencing Suppliers' datasets and; • Improved compatibility with HS2 systems including ArcGIS and enterprise Bridge.

As part of the High Speed Rail (London – West Midlands) Act 2017 (HS2 Act), HS2 Ltd has a legal requirement to mitigate its environmental effects. In addition, HS2 Ltd has a requirement through agreements with the Department for Transport to provide environmental benefits. These requirements and provision of benefits include the provision of green assets. HS2 Ltd has acquired much of its land temporarily to construct the railway. Some of this land has been or will be developed into environmental mitigation sites (Green Assets), which range from sites compensating for the loss of grassland, scrub and woodland habitats to new receptor sites for ancient woodland soils, amphibians and reptiles as well as other ecological and landscape mitigation sites. Collectively, this is referred to as our Green Corridor, which, once delivered, will span 3,500ha. HS2 Ltd has adopted a hierarchical strategy transfer Green Assets not required to safely operate the railway, firstly to original landowners, then with other third parties such as NGOs and charities, and then commercial use before any residual assets become part of the operational asset portfolio. The final volumes of Maintenance and Management of residual Green Assets will therefore be dependent upon the levels of these asset transfers. These green assets, include, but are not limited to the following: • Woodlands; • Grasslands; • Hedgerows; • Ponds, ditches and other non-engineering related drainage features; and • Habitat, including bat houses, reptile banks and hibernacula. Each of these green assets have environmental aims and objectives which can only be achieved through effective maintenance and management (M&M). HS2 Ltd require Contractor(s) to undertake the M&M of these assets. It is important that M&M of green assets continues to happen to ensure that: • Our mitigation sites meet their design objectives; • We achieve our "No Net Loss" requirements and deliver the Green Corridor ambitions; • We ensure compliance with the Environmental Minimum Requirements (EMRs) and other licence conditions imparted on HS2 Ltd by statutory bodies such as Natural England; and • We avoid unnecessary reputational damage from failure of habitats and associated programme issues (cost and schedule) of rectifying.
