Hertsmere Borough Council (hereinafter referred to as the Council) is seeking a suitably experienced and qualified contractor to refurbish the existing four tennis courts in King George Recreation Ground, Bushey. King George Recreation Ground is an award winning destination park which is busy at all times of the day with dog walkers, children and families all enjoying the wide range of facilities and features. These include a café, splash park, large play area, bowling green, table tennis tables, outdoor fitness equipment and multi-sports court. Continuing improvements to the park provide opportunities for everyone to benefit from this valuable community resource in the heart of Bushey. The refurbishment of the tennis courts is the latest of these. The current tennis courts opened in Spring 1998 with the most recent court markings overlaid in 2013 and some repairs to cracks and dips in 2014. The tennis courts, being constantly used, even in the winter months, are now beginning to show a lot of wear and tear over their surface and it is clear that the courts now require full refurbishment. A range of options have been discussed with the Lawn Tennis Association who have advised on consultation and specifications for the work and in November 2021, Hertsmere Borough Council Executive Committee approved the project to tender for the refurbishment and enlargement to LTA competition standard of all 4 tennis courts along the construction of a retaining wall and the installation of 2 electronic gates to control access to authorised and booked use only. Hertsmere Borough Council (hereinafter referred to as the Council) is seeking a suitably experienced and qualified contractor to design and install/refurbish the toddler play area at Oakmere Park, Potters Bar. Green Flag Award winning since 2002, Oakmere Park in Potters Bar is the town's most popular park and provides a range of facilities including two children's play area's, petanque court, basketball post, outdoor fitness equipment, interactive play, tree trail, a wildflower meadow and two lakes. The park also hosts local events including Movies in the Park, Easter Egg Hunt and Family Fun Day. Oakmere Park was once the grounds to Oakmere House which is now operated as a restaurant and public house and provides a welcoming retreat with pleasing views across the park. The classic 19th century layout of the park with lakes and specimen trees is still largely intact, although the grand entrance lodges and sweeping carriage way have been removed. There is a deficit in provision of open space and play in Potters Bar and the Oakmere ward - Oakmere Park is an important park serving this ward (classified as an area of deprivation) and the town. This popular play area, (the only play area for this age range in this part of town) was installed in 1999 with many items of equipment now life expired providing a dated play experience. The much needed play area improvements commenced in 2018 with the installation of an innovative and interactive football sports court which encourages physical activity and play in a fun way for multi-players and also a crusader swing which is popular with users of all ages. In 2019 the Junior Play area was improved to create a more interesting and destination play space with an emphasis on the parks heritage whilst assisting improved access, increased usage and promoting physical activity through play. We have now secured £100,000 capital funding to improve the Toddler Play Area and this tender is for the enhancement of the play area in line with the following project brief and conditions of contract. The timing and sequencing of these works is important to minimise disruption or non-availability of park facilities for the public and must be completed by 31 March 2023 at the latest. H F S provides both Goods and Services to Hertfordshire County Council departments, the education sector, blue light services, the health sector, charities and other Authorities across England with a purchasing turnover in excess of £40 million. The HFS Catalogue Service manages the purchasing and distribution of circa 17,000 products. The service has an 80,000 square foot warehouse based in Welwyn Garden City, and stocks over 7,300 individual lines. The Council is committed to becoming carbon neutral for its own operations and zero waste to landfill by 2030. This is an exciting time for Hertsmere. With a heritage of film and television production dating back to the early 20th century and growing opportunities across the film, television and creative sectors, 2022 will see the opening of Sky Studios, the new sound stages at the Council owned Elstree Studios and the launch of the Hertsmere Creative Fund, which will see ?100k pa released to support creativity within the wider community. Looking forward, Sky have recently submitted a planning application for a significant extension to their original site which will also include a community space and the Sky Academy. More widely, of the 16 new studio developments in London and its immediate hinterland being planned or built at the time of writing, six are in Hertfordshire and 2 in Hertsmere. The key site components are sound stages, production workshops, production offices, backlots and support services. The growth of Hertfordshire's creative sector is estimated at ?3.4bn. Location filming was estimated to be worth ?20million to the Hertfordshire economy in 2017 whilst over ?3.7bn of investment in film and television in Hertfordshire was announced in 2021. The value of tourism to the Hertfordshire Economy was estimated at ?2.4bn in 2019 with 29 million visitors per year and spending ?139million per month. There is also significant research on the positive role that heritage and culture can play in improving emotional health, creating community cohesion and local identity, and countering loneliness and isolation. We are keen to seize the opportunity provided by this additional investment for the local community, both in terms of employment and skills development but also through harnessing the health, wellbeing and community cohesion benefits gained from participation in creativity. The area is also underrepresented in terms of investment from the major arts and heritage funders.
