This is a Contract Award Notice to communicate a contract award made by the Contracting Authority; Hertfordshire and West Essex Integrated Care Board, (hereinafter referred to as “the Authority”) in compliance with their local standing financial instructions (SFIs).
On 29th December 2023, the Authority published a Voluntary Ex-Ante Transparency Notice (VEAT) (Reference: 2023/S 000-038026) to inform the market of its intention to award the contract. The Authority applied a voluntary 10-day standstill period prior to conclusion of the contract. The contract award is made to East of England Ambulance Service NHS Trust (EEAST) for the provision of Admission Avoidance Response Car (HAARC) services across Hertfordshire and West Essex.
The new contract is intended to begin on 1st April 2024 and end on 31st March 2025 with the option to extend for a further 12 months. The value of the new contract is £630,121 (excl. VAT) with a maximum cumulative value of £1,260,242.

This service has an MDT approach with the ICBs Care home Improvement Team working alongside the HAARC Service / Specialist paramedic team to ensure the ICB reduces the number of admissions and attendances from care homes across South and West Hertfordshire. This is a specialised service which is only available from ambulance Trusts. This is a short-term arrangement with our incumbent provider which will allow the ICB time to review the service and understand future commissioning intentions.

This is to inform the market of a contract awarded by NHS Hertfordshire and West Essex Integrated Care Board for community services to its incumbent provider Hertfordshire Community NHS Trust (HCT). On 17th March 2023, the Authority published a Voluntary Ex-Ante Transparency Notice (VEAT) (Reference 2023/S 000-008400) to inform the market of its intention to award the contract. A corrigendum to that Notice was subsequently published on 22nd March 2023 (Reference 2023/S 000-008400). This purpose of this notice is to inform the market of a contract awarded to Cicassia Ltd to provide Fractional exhaled Nitric Oxide (FeNO) machines, consumables and support for the use of Primary Care Networks across NHS Hertfordshire and West Essex Integrated Care Board following the successful conclusion of a procurement process.
Within Hertfordshire and West Essex currently, the diagnosis of asthma is made mostly in primary care
with GP surgeries utilising peak flow diaries and spirometry in most cases. These tools are now deemed
to be insufficient and inaccurate, and they do not include the newest, more specific methods of arriving
at diagnosis such as FeNO measurements.
The data within Hertfordshire and West Essex confirms that there is a significant gap between our
expected and estimated asthma prevalence with more than 30% of the population being underdiagnosed.
As such, the ICB have procured FeNO machines for use across the ICB Primary Care Networks.
As well as the provision of machines, this includes all related consumables. In addition, there will be an online reporting tool / dashboard for the device which is available for clinicians in addition to the provision of training for both clinical and non-clinical staff.

This is a voluntary ex ante transparency notice and is intended to provide notice of NHS Hertfordshire and West Essex Integrated Care Board's (HWE ICB) intention to award a Standard General Medical Services (GMS) Contract, which is a contracting route to enable the commissioning of Primary Medical Services from The Limes Surgery, Hoddesdon, Hertfordshire with a duration that will be in perpetuity.

HWE ICB believes that the short-term nature of the current Standard Alternative Provider Medical Services (APMS) Contract which runs out on 31st January 2024 provides disadvantages to this practice such as long-term sustainability, with the potential for multiple changes of provider over a short period which may also impact on the development of the local Primary Care Networks and the wider primary care and continuity of care to patients.
A Prior Information Notice (PIN) was issued to the market in March 2023 the outputs of which have supported the evidence base commissioning decision for the future of The Limes Surgery.
The GMS contract will commence from 1st February 2024 with an annual net value (Contract Global Sum minus Out Of Hours opt out sum) of £897,118 and will have a duration that is in perpetuity (no defined end date).
The services which for the avoidance of doubt include but are not limited to primary care Essential (mandatory) Services and national (Direct Enhanced Services) and Local Enhanced Services.
Any possible additional costs attributable to transition will be handled as a standard resilience bid/open book process as applicable to all practices.
