This is to inform the market of a contract awarded by NHS Hertfordshire and West Essex Integrated Care Board for community services to its incumbent provider Hertfordshire Community NHS Trust (HCT). On 17th March 2023, the Authority published a Voluntary Ex-Ante Transparency Notice (VEAT) (Reference 2023/S 000-008400) to inform the market of its intention to award the contract. A corrigendum to that Notice was subsequently published on 22nd March 2023 (Reference 2023/S 000-008400). The Authority applied a voluntary 10-day standstill period prior to conclusion of the contract. The contract started on 1st April 2023 for a period of 12 months, ending on 31st March 2024 with the option to extend for a further 12 months to 31st March 2025. The contract has now concluded, the total value for 23-24 is £93,039,826 (exclusive of VAT). The maximum potential value of the contract, including the optional 12 month extension, is £200,000,000 (exclusive of VAT and accounting for any 24-25 inflationary uplift).

This is a Voluntary Ex-Ante Transparency Notice (VEAT) and is intended to provide notice of the intention of the Authority to award a contract for the Affinity Vanguard Programme to its incumbent HCRG. The proposed new contract is intended to start on 1st April 2024 and end on 31st March 2028. The expected value of this contract is £2,291,940. The value expressed in this notice is the expected value of the 4-year period. Please note that these are expected values and may be amended post contract finalisation with the provider. HCRG has been providing this service since Septmber 2021 and is due to expire on 31st March 2024. The total cumulative value of the contract since it started from 2021 to 2024 is £1,730,865, forecast to 31st March 2024, (excluding VAT and excluding the value of this new contract).

This is a Voluntary Ex-Ante Transparency Notice (VEAT) and is intended to provide notice of the intention of the Authority to award a contract for Early Intervention Vehicles to its incumbent Herts Urgent Care (HUC). The proposed new contract is intended to start on 1st October 2024 ending on 30th September 2025 with the option to extend for a further year. The expected value of this contract is £669,934. The value expressed in this notice is the expected value of the 2-year period. Please note that these are expected values and may be amended post contract finalisation with the provider. Herts Urgent Care has been providing this service since 1st October 2021 and is due to expire on 30th September 2024. The total cumulative value of the contract since it started is £1,957,492 (excluding VAT and excluding the value of this new contract).

This is a Voluntary Ex-Ante Transparency Notice (VEAT) and is designed to provide notice of the intention of the Authority to award a new contract for Direct Access X-Ray Services to its incumbent provider Alliance Medical Limited. This service is provided in the East and North Hertfordshire place area within the Hertfordshire and West Essex ICB (HWE ICB) footprint. The proposed new contract will start on 1st April 2024 and will end on 31st March 2025 with the option to extend for a further 12 months to 31st March 2026. The annual value of the contract is £282,463. The value reflected in this notice is the maximum value should the extension period be utilised. Please note that these are expected values and may be amended post contract finalisation with the provider. The contract has been in place since 11th June 2018 and has a total cumulative value of £1,098,430 (excluding VAT and exclusive of the value of the new proposed contract). This short-term contract will allow the HWE ICB to undertake a robust review of the services with a view of alignment across the ICB to inform future service provision.

This is a Voluntary Ex-Ante Transparency Notice and is intended to provide notice of the intention of the Authority to award a contract for the provision of a minor injuries service at Cheshunt to its incumbent provider, Herts Urgent Care. The proposed new contract will start on 1st April 2024 and will end on 31st March 2025 with the option to extend for a further 12 months to 31st March 2026. The value of the new proposed contract is £1,133,434 (excluding VAT) for the year. The value reflected in this waiver is the maximum value if the optional extension is implemented. Please note that these are expected values and may be amended post contract finalisation with the provider. This service was originally awarded via a competitive tender and has been in place since 1st April 2019. The cumulative value of the contract to date is £4,582,250 (excluding VAT and excluding the value of the proposed new contract. The proposed short-term contract will provide sufficient time for the ICB to undertake a robust review of the provision in line with the wider systems Same Day Access requirements.

This is a Voluntary Ex-Ante Transparency Notice and as such provides notification of the intention of the Authority to enter into a contract for Ophthalmology Services with its incumbent provider, Community Health and Eyecare Limited. The new contract is intended to start on 1st April 2024 and will be for a period of 1-year, ending on 31st March 2025. This contract was originally awarded via a competitive procurement process for a period of 3-years with the option to extend for a further 2-years, and is now due to expire on 31st March 2024. The total cumulative value of this contract to end March 24 will be £13,552,663 (excl. VAT). Please note that these are expected values and may be amended post contract finalisation with the provider. The value of the new contract will be £2,940,568 (excluding VAT). This additional 12 months will be used to allow the Herts and West Essex Integrated Care Board to redesign the Ophthalmology Service model to understand how services can best meet the needs of patients into the future. Within that time, a decision will also be made on the most appropriate route to market.

This is a Voluntary Ex-Ante Transparency Notice and as such provides notification of the intention of the Authority to enter into a contract for the Hertfordshire Admission Avoidance Car (HAARC) with its incumbent provider, East of England Ambulance Service (EEAST). The new contract is intended to begin on 1st April 2024 and end on 31st March 2025 with the option to extend for a further 12 months. The value of the new contract is £630,121 (excl. VAT) with a maximum cumulative value of £1,260,242. Please note that these are expected values and may be amended post contract finalisation with the provider. The service has been in place since 1st April 2019 and has a total cumulative value of £2,889,498 (excluding the value of this new contract). This service has an MDT approach with the ICBs Care home Improvement Team working alongside the HAARC Service / Specialist paramedic team to ensure the ICB reduces the number of admissions and attendances from care homes across South and West Hertfordshire. This is a specialised service which is only available from ambulance Trusts. This is a short-term arrangement with our incumbent provider which will allow the ICB time to review the service and understand future commissioning intentions.

BPAS is an incumbent provider in Hertfordshire and West Essex ICB and delivers a termination of pregnancy service to Hertfordshire patients. The contract award will ensure continuity of termination of pregnancy services that is timely and safe to patients in the Hertfordshire region. As per the PSR direct award process C requirements, the existing provider is satisfying the existing contract and HWE ICB are satisfied that the incumbent Provider is likely to satisfy the new contract. The proposed contracting arrangements are not changing from the existing contract.

This purpose of this notice is to inform the market of a contract awarded to Cicassia Ltd to provide Fractional exhaled Nitric Oxide (FeNO) machines, consumables and support for the use of Primary Care Networks across NHS Hertfordshire and West Essex Integrated Care Board following the successful conclusion of a procurement process. Within Hertfordshire and West Essex currently, the diagnosis of asthma is made mostly in primary care with GP surgeries utilising peak flow diaries and spirometry in most cases. These tools are now deemed to be insufficient and inaccurate, and they do not include the newest, more specific methods of arriving at diagnosis such as FeNO measurements. The data within Hertfordshire and West Essex confirms that there is a significant gap between our expected and estimated asthma prevalence with more than 30% of the population being underdiagnosed. As such, the ICB have procured FeNO machines for use across the ICB Primary Care Networks. As well as the provision of machines, this includes all related consumables. In addition, there will be an online reporting tool / dashboard for the device which is available for clinicians in addition to the provision of training for both clinical and non-clinical staff.

This is a voluntary ex ante transparency notice and is intended to provide notice of NHS Hertfordshire and West Essex Integrated Care Board's (HWE ICB) intention to award a Standard General Medical Services (GMS) Contract, which is a contracting route to enable the commissioning of Primary Medical Services from The Limes Surgery, Hoddesdon, Hertfordshire with a duration that will be in perpetuity. It is HWE ICB's intention, in line with Section 86 of the NHS Act 2006 and subject to Regulation 6 of the GMS Regulations to award this GMS contract to Hoddesdon & Broxbourne Primary Care Network (H&B PCN), who are a legal entity capable of holding a primary care contract and are a PCN network in which The Limes Surgery is located. HWE ICB believes that the short-term nature of the current Standard Alternative Provider Medical Services (APMS) Contract which runs out on 31st January 2024 provides disadvantages to this practice such as long-term sustainability, with the potential for multiple changes of provider over a short period which may also impact on the development of the local Primary Care Networks and the wider primary care and continuity of care to patients. A Prior Information Notice (PIN) was issued to the market in March 2023 the outputs of which have supported the evidence base commissioning decision for the future of The Limes Surgery. The GMS contract will commence from 1st February 2024 with an annual net value (Contract Global Sum minus Out Of Hours opt out sum) of £897,118 and will have a duration that is in perpetuity (no defined end date). The services which for the avoidance of doubt include but are not limited to primary care Essential (mandatory) Services and national (Direct Enhanced Services) and Local Enhanced Services. Any possible additional costs attributable to transition will be handled as a standard resilience bid/open book process as applicable to all practices.

This contract award notice follows the publication of a Voluntary Ex-Ante Transparency Notice (VEAT) published on 15th March 2023 which was intended to provide notice of the Contracting Authority's intention to award a contract for 'Hospice at Home' End of Life services to its incumbent provider, Marie Curie, to continue to provide services within the Hertfordshire area. The purpose of this Notice is to inform the market that the Hertfordshire and West Essex Integrated Care Board have awarded a contract to Arden and GEM Commissioning Support Unit to provide the DSCRO Service across the Hertfordshire and West Essex footprint. The previous CCGs who have merged into the Hertfordshire and West Essex Integrated Care Board are Herts Valleys CCG, East and North Herts CCG and West Essex CCG. Currently, all three CCGs utilise Arden and GEM Commissioning Support Unit to provide the DESCRO Service. The purpose of this contract award is to bring all 3 contracts into a single contract to support the new ICB organisation.

Provide Wellbeing Limited (formerly Tollgate Clinic) is an incumbent provider in Hertfordshire and West Essex ICB and delivers a community vasectomy service to Hertfordshire patients. The contract award will ensure that this service can continue to be delivered for patients who require non-scalpel vasectomy in a community setting. <br/><br/>As per the PSR direct award process C requirements, the existing provider is satisfying the existing contract and HWE ICB are satisfied that the incumbent Provider is likely to satisfy the new contract. The proposed contracting arrangements are not changing from the existing contract.

MSI is an incumbent provider in Hertfordshire and West Essex ICB and delivers a community vasectomy service. The contract award will ensure that this service can continue to be delivered for patients who require non-scalpel vasectomy in a community setting. <br/><br/>As per the PSR direct award process C requirements, the existing provider is satisfying the existing contract and HWE ICB are satisfied that the incumbent Provider is likely to satisfy the new contract. The proposed contracting arrangements are not changing from the existing contract.

The objectives of the commissioned service is to deliver a Tier 3 Weight Management Serivce to enable and support patients to safely lose weight and maintain weight loss in the long-term and Reduce the requirement for tertiary care services, including bariatric surgery by deferring or avoiding the need for bariatric surgery. A multi-disciplinary team support patients through this 12 month programme. <br/><br/>Tier 3 Weight Management services provide the link between Tier 1 and 2 population wide services and lifestyle interventions and Tier 4 Specialist Bariatric Surgical Services.<br/><br/>Increased weight and obesity presents a major challenge to the current and future health of the local population. Higher body mass index (BMI) is associated with an increased risk of morbidity and mortality from a range of conditions including hypertension, heart disease, stroke, type 2 diabetes and several cancers.

The purpose of this Voluntary Ex-Ante Transparency Notice is to inform the market of NHS Hertfordshire and West Essex Integrated Care Boards (HWE ICB) intention to award a short-term contract to its incumbent provider, Communitas Clinics Ltd, to continue providing an Enhanced Community Ear, Nose and Throat (ENT) Service across South and West Hertfordshire. Communitas Clinics Ltd were awarded a 3-year contract in October 2018 (with the option to extend for 2-years) to provide the service following an open competitive process. The extension period comes to an end on 3rd February 2024. The intended new contract will start on 4th February 2024 and will end on 31st March 2025. This new short-term contract will enable time for full engagement and consultation on the services across the three 'places' within Hertfordshire and West Essex to fully review existing services with the aim of moving towards a more equitable ENT offer across the ICB.

The Gynaecology Partnership Ltd is an incumbent provider in HWE ICB in South and West Herts (SWH) place since 2018 and delivers a good quality, timely service to SWH patients. The service is integrally linked with all existing Trusts in the SWH area. The contract award will enable continuity of a high quality service provision which is integrated with primary care, the adult community service and local Trusts. The Gynaecology Partnership Ltd works together with local system partners in a collaborative way following the pathways which have been agreed by all local Trust gynaecology clinical leads in SWH place. <br/>This service delivers an Integrated Gynaecology Service for patients with non-emergency gynaecology conditions across all four localities in South and West Herts place. This specialist community model is provided and led from a multi-disciplinary hub, enabling specialist assessment of patients in the community and quicker access to multi-disciplinary team assessment, diagnostics, and treatments, with choice of an elective care provider if an onward referral is needed, which can be direct listed following patient choice. The service focuses on clearly defined clinical pathways, offers GP support, advice and guidance and education.<br/>As per the PSR direct award process C requirements, the existing provider is satisfying the existing contract, delivering a good service, meeting all KPIs, with no quality concerns and good outcomes with very good feedback from GPs and patients and HWE ICB are satisfied that the incumbent Provider is likely to satisfy the new contract. The proposed contracting arrangements are not changing from the existing contract.
