Hertfordshire County Council is currently out to procurement for Provision of a Community Based Therapeutic Support Offer for Children and Young People. Please Note: This procurement will be conducted in line with the Health Care Services Provider Selection Regime (PSR) Regulation 2023 The aim of the Service is to deliver a countywide (Hertfordshire) community therapeutic offer supporting the needs of our Children and Young People (CYP), drawing on the many ways and modalities available within counselling. Those supporting CYP will be appropriately trained and qualified with the skills to offer a range of support from community counselling to creative therapies and other such clinically appropriate therapies. The provision will offer the opportunity for CYP to access support that is delivered flexibly according to their need(s) and/or emerging need(s), and which are appropriate to age and understanding. The Service has been broken in to the following Lots; Lot number Lot Title Lot 1 Community Counselling Lot 2 Community Therapies This procurement is an open process. Organisations wishing to take part in this project are invited to 'express an interest' and also 'opt in' which will give access to the full procurement documents in the e-tendering system. Hertfordshire County Council (hereinafter referred to as the Council), are out to procurement for a Framework Agreement for the Provision of Adult and Tailored Learning Services. As part of Hertfordshire County Council, Step2Skills is the Adult and Tailored Learning service and provides opportunities for adults in Hertfordshire to get involved in learning within the community. They aim to collaborate with people who face barriers to education and employment such as low skills, learning or physical disabilities, and mental health conditions. Step2Skills is looking to establish a Framework Agreement with a number of Subcontractors to provide a range of adult and tailored learning opportunities to target groups within the population of Hertfordshire. This procurement is for the Framework Agreement only, year 1 Call Off will be issued early in 2025 to Subcontractors that are awarded onto the Framework Agreement. Tenderers must be included in the UK Register of Learning Providers (UKLRP) and have a valid UK Provider Reference Number (UKPRN). Hertfordshire County Council (the 'Council') acting as lead commissioner on behalf of District funding partners wishes to procure a countywide Framework Agreement for the provision of an N H S Talking Therapies Counselling Services for Service Users living in Hertfordshire with common mental health problems, specifically depression, delivering Services for those aged sixteen (16) and over. This Framework will support Service Users who are registered with their G P practice based on Hertfordshire's two previous Clinical Commissioning Group footprints. The East and North Hertfordshire area and South and West Hertfordshire cover the registered GP populations of the two previous C C G areas. The Services Provider will deliver- - Deliver N H S Talking Therapies Counselling Services to individuals experiencing mental distress in relation to common mental health problems such as anxiety and depression which may also be linked to a physical health condition. Counselling sessions must be delivered face to face, over the telephone or other digital modes, and in group settings. Settings are deemed a 'Group' if two (2) or more Service Users attend. - The Provider will adopt a blended approach to the delivery of counselling sessions, offering both face to face and virtual support, based on the needs of the Service User. - Improve the mental health and wellbeing of Service Users aged sixteen (16) and above by providing them with an opportunity to explore, discover and clarify ways of living more resourcefully and with a greater sense of wellbeing using 'Talking Therapies', with at least 50% of those completing treatment moving to recovery, 48% reliable recovery and 67% with a reliable improvement. - Offer a range of N I C E approved evidence based psychological therapies in line with relevant clinical guidance; associated with improved Service User outcomes and recovery rates. - Contribute to all other targets set by N H S England during the duration of the Framework. Service description- Only N H S Talking Therapies Counselling will be delivered under the Framework Agreement. The N H S Talking Therapies modality to be delivered as part of this Framework Agreement will be Counselling for Depression (C F D). The Provider must provide high quality, evidence-based Counselling Services to address and resolve a Service User's specific mental health problems, make decisions, and develop personal insight, knowledge, and the use of problem descriptors in line with the N H S Talking Therapies Manual.
