The County Council is exploring opportunities to work with a Registered Housing Provider (RP) to deliver a conversion of a former respite care property into four flats for adults with learning disabilities, with a separate staff sleep-in area. The Tewin Road site is a brick-built 2-storey property circa 1965, with a single story extension at the rear. It is owned by the County Council and, until June 2021, the property was being used as an overnight short breaks service by Adult Disability Services (ADS) for adults with disabilities. In June 2021it was decommissioned, and currently stands vacant. The existing building is in a good state of repair, with an enclosed garden. The Council is considering options to covert the property by contracting with a developing Registered Housing Provider (RP) to deliver the scheme, supported by a detailed design brief produced by the Council. The developer selection process will be run in accordance with the Council's Contract Regulations and will require bidders to provide a scheme design using experience and expertise in this field. It is the intention that the RP will then lease the property in its entirety from the Council for a term to be determined. The developing RP will be responsible for all housing management, in accordance with the County Councils lease specification and landlord/facilities functions. And will be required to work proactively with any care provider providing care to the tenants. The service is currently commissioned by Hertfordshire County Council, London Borough of Barnet, North Central London and Northwest London Integrated Commissioning Boards (ICBs) The service is currently provided by Hertfordshire Partnership University - NHS Foundation trust (HPFT). Following in-depth co-production, individual assessments, and best interest decisions, and in line with national ambitions to offer people personalised support, this project is looking to transform the current hospital service into a Supported Living service. Some people living in the service have chosen to move to different services off site, but the majority of people want to remain on site. The transformation will include a cultural change in support and care, a personalised approach to create community links and opportunities for the people living in the service, and a change of their environment (refurbishment of accommodation). Current Position and Scope -The service is currently registered hospital care provided in 6 bungalows with 29 spaces. Currently 20 people are being supported in this service. -The current plans are proposing use of 4 bungalows for Supported Living, offering tenancies for up to 16 people in total. -The proposals are under constant review and may change. -Extensive engagement with service users, their families and advocates has taken place over the past two years. All people had a needs assessment, and where appropriate a best interest decision. Hertfordshire County Council ('The Council') is seeking to procure a single Provider to service and manage 53 properties owned by The Council and used by Adult Disability Services for supported living for adults with disabilities. The current properties are listed on Appendix A of The Specification. The number of properties is for the initial agreement- but is expected to fluctuate during the course of the contract duration. Properties may be added or removed from the portfolio during the term of the contract. The Housing Provider is required to be a registered Social Landlord regulated by the Regulator of Social Housing and must comply with the requirements of that body in relation to the three economic standards. Housing Providers must have a rating with the Regulator of not less than V2 (Financial standing) and G2 (Governance) and have no outstanding Regulatory Judgements against them. The Contract Period for the Management Agreement (the Contract) is an initial period of Five (5) years with the option to extend by a further Two (2) years. Therefore, the maximum duration of this Contract could be Seven (7) years. The Lease term will reflect this. Hertfordshire County Council (hereinafter referred to as the 'Council') wishes to establish a Framework Agreement for Supported Living at Forest Lane, Radlett on behalf of itself as well as the following participating parties: London Borough of Barnet North Central London Integrated Care Board North West London Integrated Care Board This will be for the delivery of support and care for residents situated at the Forest Lane sight as it transforms from a hospital service (SRS) to supported living. The Framework Agreement will be awarded to a Single Provider and may be accessed by the participating bodies to this procurement. The service is being developed and will be providing services for up to 16 people over up to 4 neighbouring bungalows. During an initial transition period the number of people being supported may vary between 12 and 18 and a future provider will need to offer flexibility around these numbers. The future provider is required to hold a C Q C registration for providing personal care and maintain that registration throughout the Contract Period.
