The Council requires an operator to provide the management of seven park tennis court facilities from the completion of the refurbishment programme and for the next 5 years and to work in partnership to develop tennis opportunities.

Havant Borough Council (HBC) are seeking a contractor to design and refurbish the play area, MUGA and outdoor gym at Eastoke Corner, Seafront, Havant, PO11 9LU. HBC therefore require a recognised contractor to design and build new play provision within the existing footprint of the current site.

The Council are Windows/Microsoft users, and wish to remain in this environment. We also intend to make better use of our M365 environment including deploying tools such as Intune and Windows Hello. The Council are currently engaged in a long-term project to migrate their legacy systems to Software as a Service (SaaS) providers. The intention is to significantly reduce the amount of server hosting required. Security is a key concern to the Council and the supplier will be expected to ensure that Council systems meet the latest industry security best practices, that there are robust and timely disaster recovery and backup provisions and that security procedures are well documented and regularly tested. Therefore, the scope for the provision of ICT infrastructure and security services for the Council includes, but is not limited to, the following:?

Havant Borough Council ("the Council") seeks to award a contract to a capable supplier ("the Supplier") that shall provide the Design and Construction Management Consultancy Services (RIBA stages 1 to 6) for padel court designs, as part of a wider redevelopment of hard and soft landscaping, including the design of car parking spaces, in connection with the refurbishment of Waterlooville Leisure Centre ("the Services").
Havant Borough Council (the council) is seeking a suitably qualified and experienced construction contractor for the construction delivery or a flood and coastal erosion risk management (FCERM) scheme at Langstone, Havant, UK (the scheme).
The scheme covers approximately 1km of coastline in Havant, extending from SU 71655 04962 in the west to SE 7191 0501 in the east. The alignment protects the largest number of properties and critical infrastructure including the A3023 (the only highway access to Hayling Island) and a number of heritage assets. This includes 53 residential and 4 business properties which will be better protected through implementation of this scheme. A further 6 residential properties not currently at risk, but which will become at risk by 2040 due to climate change will also be better protected within the 50-year lifetime of this scheme.
The frontage is is popular with locals and visitors due to its unique setting between two harbours, and is an important area for cultural heritage, with six listed buildings and two Conservation Areas. There is a network of footpaths, which also features the historic Wadeway, Solent Way and Hayling Billy Line (which also doubles as a cycle route). There are also two pubs in Langstone (the Royal Oak and the Ship Inn) and the harbours are popular for watersports.
The scheme involves the construction of 1km of new, continuous defences which consist of earth raising, flood embankments, reinforced concrete flood walls, sheet-piled walls, flood glass, flood gates and demountable defences.

Delivery of the works will be managed using an NEC4 Engineering and Construction Contract (ECC), utilising Option C - activity schedule with target cost. The contract will be managed by an accredited NEC4 Project Manager and administered using CEMAR software, hosted by the council.
The contract is due to commence on 1st May 2026 and will run for a period of 2.5 years, with completion no later than 1st December 2030.
Following contract commencement, the council will engage the contractor to work collaboratively with the aim of reducing the costs, increasing buildability, mitigating risks, and making the programme more resilient where possible. This stage of Early Contractor Involvement (ECI) is incentivised in clause X22 of the Contract Data.
The NEC4 ECC option C is a target cost contract with a pain/gain share mechanism, whereby any savings (gain) or additional costs (pain) are shared between the council and the contractor. The pain/gain share mechanism is set out in the contract data and is summarised below:
Where the final cost is:
- Less than 80% of the target cost, the Contractor's share is 20%
- Between 80% and 120% of the target cost, the Contractor's share is 50%
- More than 120% of the target cost, the Contractor's share is 100%
The value of the contract is estimated to be in the region of £12million to £14million excluding VAT.
Havant Borough Council (the council) is inviting bidders to submit tenders for the provision of pre-letting (void) refurbishments at 14 flats in a block in Market Parade, Havant.
The general refurbishments required include:
- Upgrading the electrical installations
- Upgrading the fire doors

Havant Borough Council (the council), is inviting tenders from suitably qualified suppliers for the provision of open access social welfare services for people across Havant Borough (the Service).
The purpose of the Service is to:
- Provide free, confidential, impartial advice to people in need, over the age of 16 who live or work in Havant Borough.
- Improve outcomes for individuals and help prevent future crisis, whilst helping reduce demand for health care, social care, housing, and other statutory services.
- Seek to understand the underlying causes of people's problems with the aim of helping the individual better deal with the symptoms of their challengers by offering a holistic advice and support service.
The Service must be available through a range of options, with and without appointment, on a walk-in basis at accessible locations in the Borough, by telephone, email or other technologies that provide confidential communication.
The Service must provide advice that is accurate, up-to-date, lawful, and fit for purpose. It shall be tailored to meet the needs of the customer. Therefore the Service must provide advisors training is areas of high volume / high value demand, and who are also able to help customers find answers that fall outside of these areas.
The highest areas of demand are welfare benefits, debt, housing, consumer issues and other issues including family rights, employer rights etc.
In addition, the Service must provide specific debt and other advice to council housing customers. This will include attendance at the council's premises for 1.5 days per week to work directly with the councils housing team.
The council's budget for this service is £141,000 per year, excluding VAT. This will be paid in 2 instalments in March and October each year.
The contract is due to commence on 01 April 2026 for an initial period of 3 years, ending on 31 March 2029. The contract includes the option to extend for additional periods to be agreed, to a maximum contract term of 5 years.
This takes the total approximate value of the contract is £705,000 (excluding VAT). The council aims to work with the supplier to identify and bid for new pots of funding. Where this is successful, this may lead to an increase in the total value of the contract.
Payment for the contract will be made in 2 instalments at 6 month intervals starting on contract commencement.
