Havant Borough Council (the council) is undertaking preliminary market engagement (PME) in respect of the provision of property and tenancy management services. The types of services required are:
- Pre-letting repair (void) works
- Tenancy management and client support services
- Statutory, routine and emergency repair and maintenance works (post-letting)
These services are required in respect of a number of properties that have been purchased and that will be purchased by the council to provide temporary accommodation for homeless families. The council aims to have purchased 15 properties within the borough by the end of 2025, with 10 of these properties expected to be 'new builds'. These properties are being purchases using funding from the Ministry of Housing, Communities and Local Government (MHCLG) and the Local Authority Housing Fund Round 3 (LAHF 3). Where additional funding becomes available, the council may seek to increase the size of the property portfolio as part of its commitment to support homeless families in the borough.
The council is proposing an initial contract period for delivery of the services, of 2 years, with the option to extend by a further period of 12 months. A longer term or additional extension periods may be required subject to future plans for the services.
Havant Borough Council (the council) has undertaken market engagement for the construction delivery of a Flood and Coastal Erosion Risk Management (FCERM) Scheme at Langstone, Havant, Hampshire, UK (Langstone Coastal Scheme).
Works are required to deliver the Scheme that covers approximately 1km of tidal coastline in Havant, providing increased flood and erosion risk protection to 53 residential and 4 business properties, critical infrastructure including the A3023 (the only highway access to Hayling Island) and a number of heritage assets.
The flood defences have been designed with a 50-year design life and to provide a present day, 1:200 year (o.5% Annual Exceedance Probability (AEP)) standard of protection against tidal still water level.
The frontage is popular with locals and visitors due to its unique setting between two harbours and is an important area for cultural heritage, with six listed buildings and two Conservation Areas. There is a network of footpaths which also features the historic Wadeway, Solent Way and Hayling Billy Line (which also doubles as a cycle route). There are also two pubs in Langstone (the Royal Oak and the Ship Inn) and the harbours are popular for watersports.
The council is proposing an initial contract period for delivery for the works of 2 years and 7 months, A longer term or additional extension periods may be required, subject to future plans for the works.
The total estimated value of the Scheme is between £12million and £14million.
