The contract will be divided into ten, single supplier lots: Lot 1 - Fixed electrical installations, emergency lighting, lightning protection Lot 2 - Gas servicing and BMS systems Lot 3 - Fire alarms, CCTV systems, panic alarms and access control systems Lot 4 - Water systems management including water risk assessments Lot 5 - Air conditioning and air handling units Lot 6 - Fire doors Lot 7 - Automatic doors Lot 8 - Firefighting equipment and dry risers Lot 9 - Lifts and hoists Lot 10 - Mechanical, plumbing and generators It is the Authority’s intention to appoint a single contractor to each lot. The purpose of this contract is to provide Council tenants with the option to purchase insurance for their home contents at competitive rates with the flexibility of paying the insurance premiums on a weekly basis together with their rent. Harrow Council has a small housing stock portfolio relative to many other London boroughs. The Council currently owns approximately 5,060 housing units comprising houses, bungalows, flats, and sheltered accommodation. The Home Improvement Agency (HIA) in Harrow delivers advice, support, information, advocacy and practical help in relation to designing and delivering adaptations and small jobs around the home for around 800 vulnerable, older or disabled people every year. Services are both cost-saving and preventive, aimed at prolonging older and disabled people's mobility, well-being, safety, warmth and independence at home and preventing untimely or unnecessary admission to hospital or care. Lot 1 Will provide Standard and Non-Standards Aids & Adaptations both to Council properties (funded by the HRA) and to other homes through DFG. Specialist contractors will ensure we can deliver a consistently high-quality service to some of Harrow's most vulnerable residents. Lot 2 The Handyperson service provides support that can help residents retain their health and independence for longer. This can range from putting up shelves or curtain rails, to assembling flat pack furniture etc. as well as providing support to people in the first few days after they return home from hospital or care to ensure they live in a safe environment.

Harrow Council is seeking to procure an organisation to provide statutory services for childrens advocacy and the Independent Visitors Service. Childrens Advocacy Service. The Council has a Statutory duty under the Adoption and Children Act 2002, The Children Leaving Care Act 2002 and The Children Act 1989 to provide advocacy support to children and young people aged 7-25 years who are: Looked After Children, Care Leavers, Children in Need including young people with a disability, Refugee and Asylum Seekers, Young Carers, Having a Child Protection Conference, Seeking Support to make a Complaint about Children and Families Services. Independent Visitor Service under the Children Act 1989. Local Authorities are required to appoint an independent person for children and young people whenever an authority considers an appointment to be in the best interests of a child in need. The service currently commissioned offers every child aged 7 years and above on an opt out basis an advocate to support any child who has an initial child protection conference or is subject to a child protection conference. Harrow Council has secured funding through the UK Shared Prosperity Fund (UKSPF) to deliver an energy advice and support for the cost-of-living project in Harrow. To promote energy efficiency and retrofit opportunities to households and organisations. Ensure uptake of energy savings measures to support households to improve energy efficiency and reduce the cost of living. The project seeks to deliver the following UKSPF intervention: Community measures to reduce the cost of living, including through measures to improve energy efficiency, and combat fuel poverty and climate change. a) Hot and Cold Water Services The works consist of replacing the existing Low Temperature Hot Water (LTHW) heating, Cold Water Down Service, Hot & Cold Water Services with new copper pipework soldered and fully insulated throughout using Kingspan ODP Foil Backed insulation as per the tender drawings. To be boxed-in at high & low level and decorated with valves labelled behind metallic access panels. b) Bedrooms Emergency Lighting and & Extract Ventilation Emergency lighting to be installed to all bedrooms. Extract Ventilation will be installed to all wet rooms. c) Internal Fitout Complete refurbishment and refit of all wet rooms / bathrooms including new floor finishes, ceilings, redecoration of walls, sanitaryware as well as making good all areas affected by the pipework replacement works. The project is to renew the roof of 25-37 Pinner Green which has reached the end of its service life. A roof replacement is required to ensure the property meets Decent Home standards.

The London Borough of Harrow and the London Borough of Barnet, are seeking to put in place a joint Framework Agreement in order to appoint one or more service provider(s) to deliver services on their behalf. The Framework Agreement is to cover the provision of Print and Postage Services for Electoral Services (Elections and Electoral Registration). The requirement has been divided into three lots; Lot1: Elections Print and Post, Lot 2: Statutory Registration, Annual Canvass, Household Notification Letters (HNL) and Lot 3: Innovation, New Ways of Working and Ad Hoc Activity. The aim of the Kitchens & Bathrooms Refurbishments is to bring homes with kitchens or bathrooms that are over 20 or 25 years old respectively up to and surpassing the Decent Homes Standard which us currently 25 & 30-year cycles respectively. As the Council has prioritised Compliance works, we are now in a downcycle of Decent Homes investment for key elements of disrepair. In order to rectify this, much more investment is required for Decent Homes elements including Kitchens and Bathrooms. The kitchen upgrade will be using Symphony kitchens, who we have been in a successful partnership for over 10 years through the LHC Framework. They provide one of the highest specifications which include options such as larder units to residents. They also take part in resident consultation open days where resident can come and pre-select their kitchen choices & colours and book their surveys. Consultancy agreement for the provision of services to deliver resident insights for West London Waste Authority. Contract(s) will be put in place for the delivery of insights for the six constituent boroughs of London Boroughs of Brent, Ealing, Harrow, Hounslow, Hillingdon, and Richmond upon Thames through West London Waste. This tender does not include, but will be made available for future use and referenced by London Boroughs of Barnet, Wandsworth and Hammersmith & Fulham as named participants. The Contractor shall be responsible for undertaking an evidence-based recommendations and carry out a baseline assessments in 2023/24 for each of the participating boroughs ensuring sampling is accurately representative of the varying socio-economic/demographic makeups and housing types. The initial assessment to be carried out and completed by 31st March 2024.

The London Borough of Harrow (LBH) has secured funding through the UK Shared Prosperity Fund (UKSPF) Open Call to deliver a Supply Ready project in Harrow. LBH is inviting tenders from suitably qualified and experienced organisations for: I. The delivery of a business programme to train, develop and support Harrow businesses to be able to compete for tenders with LBH, thereby enabling them to also compete for other public sector contracts. The programme required through this tender needs to offer a package of flexible, interactive and responsive support aimed at improving the knowledge, skills and application of local businesses to bid for and win contracts; explaining how to identify potential tender opportunities, what to include in tender submissions and how to write a bid for the best chance of success. The deliverer is also required to capture pipeline and supply chain opportunities to highlight to businesses. II. To gather and collate details of businesses, their offer of works, goods or services, and input them into a platform. The aim of this is to increase local spend by raising awareness of local businesses with LBH and other public sector bodies, for opportunities under £100k, that do not require a full tender process. It is also to allow business to business opportunities and new supply chain opportunities. The Council have embarked on a 3-year Housing Capital Programme. As such the Council are looking to procure contractors to deliver upgrades to carry out estate Improvements and/or roofing renewals to 5 key estates in the borough. The aim of the Estate Improvements and Roofing Upgrades to Amy Johnson Court is to have full redecorations to all external and communal parts, resurfacing of communal walkways, renewal of external paving and re-bedding of paving slabs, renewal of main entrance doors and door entry system, new ceilings to communal staircases, new roofing to main building and extensions, new facia boards, soffits, down pipes and guttering. The roofing elements have also surpassed their life cycle. Amy Johnson Court is a purpose-built residential housing block made of 2 Sub-blocks that consist of 15 properties. The roofing elements have also surpassed their life cycle and the communal walkways and block paving are due some much needed resurfacing As the sub-blocks consist of mixed tenancy properties, some of the properties on this programme are subject to Section 20 of Landlord & Tenant Act 1985 (as amended) processes.
