Harris Federation has established a permanent and contingent (PerCo) recruitment Open Framework, procured under the Open procedure, to secure the provision of general and specialist recruitment services by preferred suppliers that support the staffing requirements of all existing, and future, academies within the Federation. This framework consists of 12 Lots. The call off options for the Client will be direct award, and mini competition. It is the Client’s intention that call offs will take place via a specified platform. Suppliers that are appointed to the framework will be required to pay a Framework Levy for all call-off contracts they are successfully awarded under the framework, at a rate of 0.75% (excluding VAT) of the total value of the call off contract in question. The Framework shall be open for use by the following classifications of Contracting Authority throughout all administrative regions of the UK: UK public sector bodies, identified in detail in the URLs below (and any future successors to these organisations), which include schools, academies, multi academy trusts, RBCs, DfE school buying hubs, colleges, universities.

The Harris Federation is an education charity led and run by teachers. They opened their first school in 1991 and now run 54 primary and secondary academies in London and Essex. The contract will be for the provision of outsourced cleaning services across 13 schools and Head Office, across 7 Lots (see section 3.3) including daily cleaning and out of term deep cleaning, for spaces including but not limited to teaching, office, circulation, and rest room spaces. Note: The cleaning of the spaces within the schools will need to take into account the Lettings Schedules set out for each school. The successful Supplier will be required to work around the Lettings times and schedules to ensure the space is clean for the following day. The Trust’s Safeguarding Policy sets out that during the recruitment process, all prospective cleaning staff must show their full employment history before a role in the school can be given. The Harris Federation (HF) is a Federation of 51 Academies, which are currently located in the London area with the Federation Head Office in East Croydon. The Federation Website is https://www.harrisfederation.org.uk The ICT Support and delivery of upgrades/projects at the Federation is currently all delivered 'in house' with occasional ad-hoc contractor support. The Federation benefits from a degree of standardisation in its ICT solution, but at the same time is also cognisant that ICT solutions and technology are developing rapidly. There is currently a need to refresh a significant amount of aged equipment across the Federation as part of an ongoing refresh programme over a number of years. Therefore, to enable the Federation's IT team to focus on the management of ICT and not need to be concerned with the increasing challenges regarding ICT supply, procurement, implementation and resourcing the decision has been taken to identify an ICT Implementation Partner. At a high level, the Partner will be responsible for supply of equipment and implementation through ongoing multiple projects so that over the lifetime of the contract all Federation schools will have been refreshed. The Federation IT team will continue to maintain and support the ICT.
