The Core Specification is for the delivery of an out of hours housing related support service that is tenure neutral and delivered to older/vulnerable/disabled people in receipt of telecare emergency alarm services within the Harlow Council boundaries, including those living in sheltered accommodation.
Harlow Council is inviting expressions of interest from suitably qualified and experienced organisations able to act as an agent to manage commercial advertisements on roundabouts on the highway in Harlow (This is not an invitation to tender).
There are some 36 roundabouts in Harlow, at least 29 of which the Council believes would be suitable for the display of advertisements.
The Council would expect the agent to manage all aspects of the project, including attracting business, obtain planning permission, arranging for advertisements to be made and erected, ensuring that they remain suitably clean and in good repair, collecting income from advertisers, and removing advertisements at the expiry of rental period.
Advertisements would carry an element of Council corporate identity; their size and style would be agreed by the Council in advance; and Council stipulations as to the nature of businesses to be advertised and the permitted content of any advertisement would be observed. However, the Council stipulations would be made to maintain consistency and identity and to protect the Council and community from reputational damage and the Council would not expect to depart significantly from industry practice in this regard.
The Council would expect to receive a regular income in return for this opportunity. Alternatively, the Council would consider other innovative arrangements such as income from advertising being retained by the agent, in return for managing the vegetation on roundabouts to a standard calculated to attract advertisers, at no cost to the Council.

The Council wishes to procure and offer Specialist Legal Advice and Support to Harlow residents which includes signposting and provision of information. For example, the service will be required to provide practical and legal advice and assistance in the following areas of law, Housing, Welfare Benefits and Money Management/Debt Advice.
The Council requires that the service delivers a comprehensive legal service, including representation where this is permitted - mindful that some representation can only be undertaken by qualified lawyers or individuals acting under their supervision.

Harlow Council is seeking to commission a contractor to design, build, install a series of 16 Information "Heritage Boards" in various locations across Harlow.14 heritage boards were installed throughout Harlow in around 2011. They were placed at significant locations including green spaces, residential estates and shopping areas. The purpose of the boards was to highlight Harlow's local history and heritage, providing the public and visitors with historical information on specific parts of the town. Each board contained different information pertaining to the history of that area, all included an image, short amount of text, web links and the Harlow Council logo.Since 2011 several of these boards fell into disrepair and were either removed or went missing.
