Halton Borough Council are seeking a supplier with the relevant experience and market knowledge to provide a cost effective, flexible, high quality and value for money – ‘Leisure Management Operating System’ proposal capable of fulfilling the specification of requirements outlined within this document that can be delivered during the contract period.
Suppliers should provide a robust and dynamic solution, which ensures an approach of continuous improvement to drive the adoption of innovation and take advantage of the latest technologies throughout the lifetime of the contract.
A key objective of the service is to offer a wide range of sport and physical activities for residents of the borough, via the following locations: -
• Brookvale Recreation Centre
• NEW Halton Leisure Centre
• Frank Myler Pavilion
The Leisure Centres in collaboration with internal departments are re-focusing current requirements to strive for a better offering to customers through focus, ambition and migration of data via ‘Active Halton’.
The solution must offer customers a more unified approach to accessing services with less interaction required outside of the customer account, having embedded links to integrate other systems seamlessly behind the scenes.
The Council is looking to secure a long term operator of Elite House in order to facilitate the Council's refurbishment and upgrade the property to create a business hub in Runcorn. The purpose of this procurement is to seek an operator for Elite House. The Operator's duties shall include (but not be limited to):
- Initial engagement with the Council in order to inform the specification for the architect and thereafter the works which the Council will commission from a works contractor to upgrade and refurbish the property;
- Marketing the property;
- Locating occupiers for the property;
- Entering into tenancy agreements with third party occupiers;
- Creating a co-working incubator space that supports business growth within the property;
- Managing the property following practical completion of the works.
The Council owns the freehold of Elite House, and has secured grant funding which it intends to spend in order to refurbish and upgrade the property. The Council will separately appoint an architect and a works contractor in order to complete the works to the property.
Halton Borough Council is seeking to re-commission a Halton Floating Support Service. The service will provide low level floating support to enable Service Users to develop their capacity and gain skills to maintain and develop maximum levels of independence within their own home and in the community.

Halton Borough Councils Logistics Division is responsible for the management and maintenance of a substantial mixed fleet of commercial vehicles and plant. The fleet operates in support of a wide range of public services, including Refuse Collection, Street Cleaning, Grounds Maintenance, Environmental Services, Housing Services, Social Care, and Education.
The authority is seeking a partnership with a supplier to supply replacement parts and components for a diverse range of commercial vehicles and plant. The chosen supplier will have a proven track record in cost effective procurement of parts for a wide range of vehicles and plant, with the ability to source at short notice from a range of suppliers, locally and nationally, as required.
The supplier will be expected to operate the service from the stores facility at the HBC depot, Lower House Lane, Widnes, providing a member of staff at the site to deal with all parts orders, receipt of goods related to their operations, and issue of parts to HBC staff against specific jobs, and the recording and reconciliation of items issued to the satisfaction of HBC for invoice purposes.
Stocks of commonly used spares will be held by the supplier, under their own care and control, on a consignment stock basis, for issue within one hour of request. In all but exceptional circumstances, ‘vehicle off the road’ parts must be procured and delivered to site, and made available to HBC staff, within 24 hours.
Home Based Respite care provides practical help, personal care and emotional support to people in their own homes, replacing the care normally provided by their informal carer and allowing that carer to have respite from their caring. The Service therefore supports carers and the cared for to help them remain independent for as long as possible.
Edge of Care team will work with complex and vulnerable families who are on the edge of care. They will support families to remain safely in their home environment or be reunited within their family/kinship networks where it was safe to do so.
Local authorities have a statutory duty to encourage, enable and assist young people to participate in education and training, with a particular focus on young people who are not in education, employment or training (NEET) and vulnerable young people.
