As part of a strategic decision to improve application quality, HM Land Registry (HMLR) are looking to introduce new standards for when an application can be accepted. Applications to HMLR often contain simple administrative errors meaning we need to request additional information, we are aiming to design these out through validation. The result should be an improved experience for our customers, including a faster, more responsive service from HMLR. HMLR aim to implement validation on submission of an application, applying multiple checks to both digital data and data contained in documents, only accepting the order when it is valid and correct. The data contained in our documents can be a mixture of typed and handwritten text. A typical document may be typed but contain a wet signature, for example a mortgage or transfer deed. Documents can be a mix of templated HMLR documents, for example a transfer (TR1) and documents which do not follow a templated HMLR format such as a mortgage deed (Charge). To enable HMLR to understand the viability of this project we are conducting a round of preliminary market engagement and wish to hear from suppliers that can extract specific data from images of documents to a high degree of accuracy. HMLR has an exciting and ambitious vision to transform our data into interoperable, machine interpretable, geospatially enabled information to better serve our customers with digital services, expertise and accessible property information to unlock a better, faster, and less stressful property market. HMLR has improved the maturity of our data capabilities and we have a small team of data experts, but as we move forward with our transformational aims and as data usage grows, we need wider strategic guidance with particular focus on geospatial expertise, alongside the development of additional specialist capabilities—such as Data Governance, Data Ethics, Advanced Analytics, Data Science/AI and Data Engineering. Transformation activity is currently underway in the following areas: Geospatial & Data Transformation Digital Delivery Local Land Charges Integrated Analytics Capability These Change Programmes are delivering radical, permanent changes to the way we structure, store, extract and use data. How we transform and improve access to it will have profound enabling effects for internal, operational challenges; informed policymaking across Government; and unlocking wider economic growth and resilience. As we create more high-quality geospatial data, there will be greater benefits to overlap across the 4 programmes. HMLR is now seeking two new contracts to support with specialist data expertise and knowledge that will accelerate our Transformational Activity. To enable HMLR to understand the viability of this approach, we are conducting a round of preliminary market engagement and wish to hear from suppliers with specialist data knowledge and capability as follows: (1) A Strategic partnership for achieving shared goals, improving decisions, and maximising business opportunities. This partner will work collaboratively with us to support test & learn, design & vision, focusing specifically on data and geospatial challenges. The strategic relationship will support HMLR in delivering our data-centric objectives (2) A Delivery partnership to undertake statements of work to develop specific elements of a) our end state data architecture; b) our transition state preparation under the direction of our strategic end state team. HM Land Registry (HMLR) requires a contract for an Online Learning Services platform to support the continuous professional development of its Transformation and Technology directorate. HMLR requires the Supplier to provide access to an online learning platform, which must offer a diverse range of content formats to support different learning styles and needs. These formats should include but not limited to digital books, video tutorials, live online training sessions, interactive environments, structured learning paths, and real-world case studies. The platform must support learning across a wide range of subject areas this includes, but is not limited to, artificial intelligence, data literacy and data-driven decision making, cloud computing, IT operations, leadership development, and other emerging fields aligned with strategic business priorities. HM Land Registry (HMLR) as the Authority intends to put in place a contract for External Assessment and Certification Services for Occupational Health & Safety Management System (ISO45001), Environmental Management System (ISO14001) and Service Management System (ISO20000) and Information Security Management System (ISO27001). Suppliers will be required to provide accredited certification schemes by the United Kingdom Accreditation Service (UKAS) or any other accreditation body under the Multilateral Recognition Arrangement (MLA) by The International Accreditation Forum (IAF).
