Providing lifesaving first aid is a critical part of the role of police officers and police staff. Police force staff are often the first responder to a medical emergency and are required to administer first aid in situations where medical care from a recognised healthcare provider may not be available for some time, or where such healthcare providers may not be able to access the casualty. Police force staff are also frequently required to administer first aid in extreme and challenging environments. It is vitally important that the first aid training provider ensures all police officers and staff are competent and confident in their roles and abilities, when providing medical support and care, and are able to robustly defend both their decisions and any interventions.

Greater Manchester Police are looking for a provider to deliver the healthcare of detainees in custody. The Police Custody Healthcare and Forensic Service operates within all GMP custody suites and provides a clinical assessment of a patient's fitness for detention, interview, charge or supports an exit release risk assessment as required/requested by GMP, for all detainees brought into GMP custody. The Service also provides support to the forensic process carrying out activities such as taking samples for evidential purposes. The Service supports the rights of the patient and the role that the Police have of investigating crime. In this respect, the Police are strictly governed by legislation in particular the Police and Criminal Evidence Act 1984 and its Codes of Practice (PACE). This places a specific legal responsibility on the Custody officer (usually a Police Sergeant) who is responsible for ensuring the legal process is discharged and has a strict duty of care to all detainees. This will mean their close involvement in decisions to refer for medical assessment and a duty to liaise and confer with HCPs, who also have legal and registration requirements around their practice and patient confidentiality, in order to carry out that duty.

GMP is seeking the procurement of services to support the delivery of UK event accreditation. The procurement is split into two lots: Lot 1: Provision of an application management service to provide the hosting, management, maintenance, and further development of a suite of bespoke applications used for the accreditation of attendees at events throughout the UK mainland. The applications are written in HCL Domino, and as such a comprehensive knowledge of these is required. Lot 2: Provision of onsite and remote IT support services to UK based events. The supplier is required to provide and arrange the relevant secure network infrastructure and the necessary hardware, peripherals, and software to allow on site accreditation and barcode scanning at gate entry points. 24/7 support for the infrastructure for the duration of the events is also required.

The service is to be provided to premises belonging to the Authority. However, Greater Manchester Police reserves the right to add or omit to the listed premises, as necessary, and use negotiated rates or prices pro-rata to this tender. The alarms are to be installed as a short term measure for recent victims of crime, premises that have been identified as having a temporary high risk, victims of domestic violence, in witness protection programs, and other circumstances as requested. The alarms are primarily to be wire-free (but in rare cases may need to be hardwired).

The provision of Grounds Maintenance works on a planned maintenance and minor project works basis throughout the Force estate. An Equine Farrier Service to be provided on site at Hough End Centre, Chorlton-cum-Hardy, Manchester. The Farrier would be expected to attend site each Monday and Friday. The Mounted Unit of GMP has an establishment of approximately 20 horses which are shoed every 4-5 weeks.

Greater Manchester Combined Authority (GMCA), as the contracting authority for Greater Manchester Police (GMP) seeks to appoint a supplier to provide and support a highly resilient, mature, UK PACE complaint Police RMS. The successful bidder will be required to work alongside representatives from GMP and relevant 3rd parties, to implement and configure the system to the requirements of GMP, including the provision of appropriate resources to support this.

A Police RMS is defined as an industry-specific system which is accessible forcewide. It should provide for the storage, searching, retrieval, retention, management, archiving, and viewing of information, records, documents or files pertaining to law enforcement operations, whilst giving due consideration to information governance and security requirements. At a high level, the system must: • provide pre-configured functionality supporting the management of Crime, Case, Custody, Safeguarding and Intelligence. • provide pre-configured search functionality against a POLE (Person, Object, Location, Event) database. • provide pre-configured workflow functionality [currently operational for UK National Policing Systems] that meets the standards required by the Police and Criminal Evidence Act 1984. • have interfaces that are currently operational for UK National Policing Systems and/or Services including the Police National Computer (PNC), the Police National Database (PND), the Crown Prosecution Service (CPS) and HM Courts & Tribunals Service (HMCTS). The Invitation to Participate (ITP) contains full details of the Requirements for the Contract, the Competitive Dialogue process to be followed, and the assessment and elimination criteria for the procurement. In order to receive the ITP and other Tender Documents, interested parties must complete and return a Non-Disclosure Agreement as part of their Expression of Interest. This should be returned as soon as possible, to ensure that Bidders have sufficient time to read, understand and complete their ITP submission prior to the deadline for Bids. This procurement will be conducted in accordance with the Competitive Dialogue Procedure, as defined by Regulation 30 of the Public Contracts Regulations 2015 (as amended).
