GLA 82178 - Design, Print, Distribution and Project Management for 2024 Mayor of London & London Assembly Election Ballot Papers
Transport for London (TfL) are conducting this procurement on behalf of the Greater London Authority (GLA). The GLA, on behalf of the Greater London Returning Officer (GLRO), wish to procure a Service Provider for the Design, Print, Distribuiton and Project Management of approx 18 million ballot papers ahead of polling day so that every eligible registered has the opportunity to vote, including attainers. Attainers are 16 and 17-year-olds who will turn 18 during this period.
In order to ensure successful and timely delivery of the ballot papers, the service provider will also be responsible for the overall project management of these activities.
The Standard Selection Questionnaire (SSQ) and all ITT tender documents will be made available on Tuesday 3rd January.
SSQ deadline is 31st January 2023 at 12:00. Shortlisted suppliers following SSQ stage will be invited to ITT stage.

GLA 82559 Zero Carbon Accelerator (ZCA) Single Supplier Framework Agreement
The Greater London Authority (GLA) wishes to procure a four-year single-supplier Framework Agreement for the delivery of a new Zero Carbon Accelerator (ZCA) programme. The GLA envisages that the Framework Agreement will be awarded to a single Service Provider or consortium of Service Providers to deliver a capacity and capability building service to accelerate London's decarbonisation activities. This new support service, currently with the working title of 'Zero Carbon Accelerator (ZCA)', will be central to the GLA's aim to collaborate with organisations to help them achieve net zero carbon emissions by 2030.
This is a new exciting opportunity for bidding consultancy organisations. The GLA intend to award an initial two-year Call-Off Contract worth £9m over the two years, whilst estimating the cumulative value of these consultancy services through the Framework Agreement may increase up to £150m through direct awards by the GLA and all other organisations, Authorities (Framework Users/User Bodies).
We encourage bids by consortiums or lead-suppliers that include multiple suppliers to directly participate. This includes the involvement of small/medium enterprises and organisations in the third sector or public sector; the GLA encourages a proportion of contract value to go to SMEs.
The appointed single Service Provider or consortium of Service Providers will have demonstrable ability to provide high standard technical low carbon consultancy services covering a range of disciplines, including: programme co-ordination; marketing / engagement approach; strategic net zero planners; delivery project management; general technical support; technical experts in a range of areas including solar, local energy planning, domestic and non-domestic property analysis, low carbon heating, and building systems; public procurement; training / skills development; financial (general, not advice); funding / grant applications; knowledge management methods; grant management.

Procurement Objectives:
The key objective of this procurement is to deliver the Mayor's School Filter Project. The key outcome of this project will be to install air quality filters in all classrooms across at least 200 selected schools in London (or in as many classrooms as practicable) to deliver reductions in PM2.5 concentrations in classrooms and realise subsequent health benefits for pupils and staff. These schools will be selected based on local concentrations and deprivation indices and will be spread evenly across the whole of London.
The project will also need to deliver awareness raising and education with schools, as well as maintenance of the filters including filter replacements. It will also need a strong monitoring, evaluation and reporting component which will help to inform any further rollouts of filters once this project has concluded, and to ensure they are being effectively utilised.

GLA 82615 RE:FIT 5 - National Carbon and Energy Performance Contracting Framework
This procurement is being conducted under the open procedure pursuant to regulation 27 of the Public Contracts Regulations as amended (PCR 2015).
The Greater London Authority (GLA) is seeking to appoint service providers for the provision of RE:FIT 5 Framework.
This framework covers the delivery of energy efficiency services, including:
o Project Development,
o Design, Construction,
o Operations,
o Maintenance
o Financing of related projects.
These services will be delivered across England, Scotland, Wales and Northern Ireland.
The Framework will facilitate energy efficiency improvement, renewable energy generation, greenhouse gas emissions reduction and wider performance improvements including changes focused on water consumption.
This Framework will be a key component of the GLA's support to Public Sector, Charities, Voluntary, Community and Social Enterprises (VCSEs), and other organisations supported to undertake capital works to deliver decarbonisation measures.
Service providers will be required to develop costed proposals to decarbonise, generate energy, and/or improve energy efficiency in the contracting authority's buildings and land assets.
They will also be responsible for implementing these proposals, ensuring performance guarantees and guarantee a set level of savings and/or performance over a period of the arrangement.
GLA reserve the right to modify the framework scope to include similar services related to decarbonising, energy efficiency improvement, renewable energy generation, greenhouse gas emissions reduction and wider performance improvements including changes focused on water consumption in line with relevant policies.

Bronze Memorial Sculpture to Transatlantic Slave Trade - Planning support, Fabrication and Installation
The Greater London Authority (GLA) is seeking a fabricator to produce a new bronze artwork called, "The Wake" created by artist Khaleb Brooks, a new memorial to honour enslaved Africans who were trafficked as part of the transatlantic slave trade, and their descendants, due to be unveiled in August 2026. The fabricator will work in consultation with with the artist and the commissioner, the Greater London Authority.
Before fabrication of the statue can commence, planning permission will need to be secured for the installation. The planning application will be drawn up and submitted by an architect with the fabricator supporting this process. The fabricator will therefore be awarded the first stage (Phase 1 - Planning Support) initially and then if (as is expected) the application is successful the second stage - ie (Phase 2 - Fabrication and Phase 3 - Installation) - will then be instructed through the same contract.
Transport for London ("TfL") on behalf of the Greater London Authority ("GLA") is seeking to appoint a supplier to deliver an electronic vote counting system and associated services to be awarded via a Competitive Flexible Procedure under the Procurement Act 2023.
TfL is seeking proposals for the supply of an electronic vote counting system ("E-Counting System") and associated services (together "E-Counting Solution Services") for its delivery of the GLA's Mayor of London and London Assembly Elections in 2028 (with an option for the GLA's Mayor of London and London Assembly Elections due to take place in 2032).
The E-Counting System technology solution for scanning, counting and calculating results from physical ballot papers will be deployed to a central Count Centre in London and the results for the Mayor of London and the London Assembly Elections contests consolidated, calculated and declared at the Count Centre or a second site, City Hall in London.
The GLA expects the successful bidder (Supplier) to provide, tailor and thoroughly test a technology system, in close co-operation with the GLA.
The GLA's requirement includes the supply of all scanners, networking and associated technology systems, display equipment, technology / digital systems for capturing information from all London Local Authorities, ballot papers and ballot boxes, as well as distribution to the nominated destinations in each London Local Authority. The Supplier will need to design and provide full training on using the E-Counting System.
The GLA will reserve the right to consider the successful technology solution for the 2032 Elections also.
