NHS Gloucestershire Clinical Commissioning Group (CCG) seeks expressions of interest from suitably qualified organisations that have the necessary capability and capacity to provide Eye Care Liaison Officer Services in Gloucestershire. The service will provide proactive and reactive emotional and practical support for patients with an eye condition and their carers. This will include outpatient support, inpatient support to the care of the elderly (COTE) wards and community support within the Forest of Dean. Access to appropriate support and information at the point of diagnosis is denied to many visually impaired people largely through difficulties in accessing information, mobility and knowledge of their rights. The ECLO service aims to ensure these barriers are overcome. The ECLO service is a key component to ensuring that each person receives appropriate emotional and practical support, information and services, at the earliest opportunity. Offering this service is an integral part of the patient journey from ophthalmology to social care and community support. Each element of the service will be fully integrated with the patient pathway and will work closely with both hospital and community staff to undertake the following: Providing Emotional support Information-giving / signposting Advocacy Identification of need Development of Referrals pathways, professional relationships/networks Information and Education on Certification and registration Monitoring and follow up of patient progress Input into MDT Daily living skills and sighted guiding Record keeping Evaluation and impact measurement NHS Gloucestershire CCG is seeking to enter into a contract with the preferred bidder for an initial period of 3-years with an option to extend for a further 2-year period. NHS Gloucestershire CCG expects that the service provided will represent value for money. The cost envelope range for the delivery of these services is £90,000 to £100,000 per annum (£270,000 to £300,000 for the initial 3-year contract period). NHS Gloucestershire Clinical Commissioning Group (CCG) seeks expressions of interest from suitably qualified organisations that have the necessary capability and capacity to provide a Primary Care Flexible Staffing Pool in Gloucestershire. The 'supporting general practice' letter of 9 November 2020 referenced support for flexible pools to aid the process of recruiting and deploying GPs initially as part of the response to COVID-19 mass vaccinations. To support this aim, funding from NHSE&I was made available to each integrated care system (ICS). The Primary Care Flexible Staffing Pool will: Include a Digital platform that assists, encourages and enables professionals to work flexibly, efficiently and collaboratively and can be rolled out immediately, including the ability to extend usage to other AHP's in future. Directly address pertinent workforce challenges e.g. GP retention and attracting out-of-area Locum GPs. Provide support and mentoring through the establishment of a GP Chambers. The GP chambers would provide peer and educational support for locums, as outlined in the guidance attached to the funding. The awarded provider will be expected to provide a service to all of Gloucestershire's 71 practices, across 15 PCN's. Should the number of Gloucestershire practices increase during this period, the awarded provider will be expected to include them in usage of their service at no additional costs. The Primary Care Flexible Staffing Pool solution for Gloucestershire must: Demonstrate tangible benefits to GP Locums*, practices, and patients within Gloucestershire Address existing workforce challenges faced by practices within in the county e.g. GP availability for vacant sessions, GP Locum support, Practice administration and costs; Provide a 'ready-made/to go' digital solution that assists, encourages and enables GP Locums* to work with flexibility, efficiency and ease; Deliver an overarching solution that encourages local GP Locums* to stay in county to work and encourages out of county GP Locums* to work within Gloucestershire; Support practices and Primary Care Networks in optimising vacant GP* session fill for the overall benefit of local patients and their families; Support practices in geographies that find it difficult to recruit GP Locums* to optimise booking into vacant sessions Provide a solution that is flexible to adapt to future requirements and a changing primary care landscape. The total costs of the service must come to no more than £125,000 excl of VAT over the contract duration. NHS Gloucestershire Integrated Care Board (GICB) seeks expressions of interest from suitably qualified organisations that have the necessary capability and capacity to provide short-term additional Autism Assessment capacity for Children and Young People to support the autism pathway in Gloucestershire. There is a national drive from NHS England to improve the timeliness of an autism diagnosis for children and young people and ensure that areas are focussing on pre and post diagnosis support. These areas will be the focus of any future Joint Ofsted/CQC SEND Inspection. The outcomes for children and young people from a robust autism pathway include: reduced likelihood of mental health crisis reduced admissions to Tier 4 reduced use of residential care reduced school exclusions, and Improved transition to becoming a healthy adult. There has been an increase in the number of children and young people waiting for an Autism assessment. The NHS providers do not currently have the capacity to see all these children and young people in a timely manner and there are now a significant number of children and young people in Gloucestershire on the waiting lists for an autism assessment and diagnosis. The service required from the successful bidder is to provide additional capacity within Gloucestershire to reduce these waiting lists and ensure children and young people received quality autism assessments in a timely manner. Please note: this contract is specific to the delivery of autism assessments and does not include ADHD assessments. Aims and Objectives of the Service The successful provider will work in partnership with the NHS in Gloucestershire to deliver autism assessments for the children identified by clinicians within Gloucestershire Health and Care Services NHS Foundation Trust. The service will support the NHS teams in Gloucestershire to reduce the current waiting lists and ensure children and young people receive quality autism assessments in a reasonable timescale. NHS Gloucestershire ICB is seeking to enter into a contract with the preferred bidder for an initial period of 18-months, with an option to extend for a further 12-month period, to commence on 1 March 2024. NHS Gloucestershire ICB expects that the service provided will represent value for money. The successful bidder will receive a contract value of £239,687 for the initial 18-month contract period. Bidders unable to provide the service within the cost envelope detailed above will be excluded from this procurement.
