Providers of the Locality and Intensive Family Support Services will support the aims and objectives of the Services by:
- Providing holistic, nurturing and relationship-based family support, where every child and young person is supported to achieve their full potential by adopting a strengths-based and rights-enabling approach that focuses on individual and family assets.
- Supporting meaningful partnership working and collaborative problem solving by seeing families as experts in their own lives.
- Listening to what families are saying, what they say they need and how they want to achieve it, and work in partnership with them to identify supports and solutions that can help.
- Working with children, young people, their parents, brothers and sisters, and wider family members as appropriate, to provide practical and emotional support. This will include tailored intervention with holistic, wraparound scaffolding and provision of timely, responsive, and flexible supports to meet the individual needs of the whole family.
- Committing to tackling financial exclusion and viewing families’ pressures and stressors through a poverty and trauma-informed lens, contributing to reducing social inequalities and helping families to connect with supports within their neighbourhoods.
- Building on individual and family community networks, supporting long-term resilience and meaningful change to improve wellbeing and deliver positive, lasting outcomes for families that will allow them to confidently move on from the service.
- Being empathic and enabling, by asking, ‘What will it take to keep this family together?’ and ‘What can I do to support this family today?’
- Providing support to every child, young person, and family to help them contribute positively to their communities throughout their lives.

This framework contract is expected to run for four (4) years, commencing 28/06/2024 and ending on 27/06/2028. The council will have an option to extend the contract for a period of two (2) years and then also a further one (1) year, up to 27/06/2031. Extensions will be exercised by the Council serving notice to extend on the Bidder in accordance with the Council’s Terms and Conditions. The Contract Value is estimated for the maximum contract period, including extensions, of up to 7 years.

Procurement for the design, supply and install of a Materials Recovery Facility (MRF) as part of the planned re-development of Glasgow City Council's Easter Queenslie property at 90 Easter Queenslie Road Glasgow G33 4UL.
This procurement is to appoint a contractor for the design and construction of a single storey warehouse unit 12m to underside of haunch, approximately 102,752 ft2 gross internal area incorporating internal two storey office accommodation together with external works to include hard standings, car parking, landscaping, drainage, main service connections and offsite Section 278 Works. As the works are adjacent to a railway line, the contractor will be required to comply with the requirements of a BAPA agreement and provide 24/7 access to a Network Rail substation at the rear of the site.

The Supply, Installation, Management and Maintenance of Secure Cycle Storage Units.
The council invites bids for the expansion of Glasgow City Council's Secure On Street Cycle Storage Scheme. This will include the supply, installation, management, and maintenance of new secure cycle shelters.
The supplier shall be responsible for the management, scheduled and ad hoc maintenance of the existing 205 residential shelters located throughout the City when the current contract expires.
There may also be an opportunity for the supplier to take on the management, scheduled and ad hoc maintenance of the 20 existing short stay shelters located in the city centre when this contract expires in 2027.
The council requires Bidders to submit bids for the Provision of Taxi and Private Vehicle Hire Services for the purposes of transporting employees, clients/ customers of the council and staff.
Furthermore, due to the nature of this framework, the council is looking to contract with organisations who can offer a fleet of vehicles to include wheelchair access and can facilitate dedicated drivers in order to ensure that vulnerable passengers have safe travel arrangements in place.

Re-development of the existing office building situated at Bankside House, 76-80 Southwark Street, London, SE1 0PN
The contract location is Bankside House, 76-80 Southwark Street, London, SE1 0PN. The property spans two sites which were formerly separate entities and were redeveloped to form a single office building in 1971. The original Victorian warehouse structure remains to the eastern portion of the site while that at the western end was constructed in 1971. The property was substantially remodelled and clad in 2001.
The contract works comprise the design, construction, remodelling and refurbishment of the existing office and ancillary plant accommodation at basement, and ground to fourth floor levels. The existing fifth floor level is to be demolished and new fifth and sixth floors will be constructed with new plant and roof terrace above. The building will be substantially rebuilt or reclad to the west, south and part north elevations. New terraces will be formed at fifth and sixth floors to the rear. Internally, the cores are to be rebuilt to provide high quality office plates over basement to sixth floors. The entrance will remain on the corner of Great Guildford and Southwark Streets. New cycle store and plant areas will be provided at basement level, along with a new feature stair linking the office accommodation at ground and basement.
The works to be carried out on the property include but are not limited to the following:
- The main entrance will remain in its current location but be substantially remodelled and refurbished;
- The central core consisting of the main stair and two passenger lifts will be relocated to the northern boundary. This will require new structure to be built at the location of the current single storey area to the north;
- The existing eastern core will be replaced with a new fire fighting core;
- A stair will provide access from basement to ground floor serving the cycle and plant areas;
- A new feature stair will be provided between ground and basement level;
- The existing rendered polystyrene cladding will be removed and replaced with a new blue façade including new bay windows along Great Guildford and Southwark Streets;
- The existing balconies on the northern façade will be removed and new private terraces will be formed at fifth and sixth floors;
- The existing fifth floor level is to demolished and a new fifth and sixth floors will be constructed with new plant and roof terrace above; and,
- Internal fabric and services will be replaced.

CivTech 10.5 - How might we use technology to better understand the supply and demand of digital economy skills at the regional level - both today and in the future.
Action needs to be taken to address the digital and technical skills gap in Scotland. On the precipice of a transformative decade for industries, there remains uncertainty about exactly what type of digital skills will be required including the dramatic difference AI could make. This Challenge will better understand the changing needs of employers and recruiters in the market as well as the available talent emerging through education and training provision. In particular, there is little granular data available at Glasgow City Region level on both the supply and demand of professional digital skills. By using technology to understand the data and identify the gaps it will inform policy and the necessary interventions required across the Glasgow City Region.

Bus Shelter Cleaning, Maintenance, Repair and Advertising
Glasgow City Council intends to award a service concession contract to a suitably qualified tenderer to deliver a bus shelter cleaning, maintenance, repair and advertising contract.
The council does not have a budget for the provision of these services, which will therefore be funded from the revenue generated from the Advertising Campaigns operated by the successful concessionaire.
Framework Tender for Fostering Families and Adult Caring Households (Continuing Care and Aftercare) Services
A Framework is being established with Providers registered as Fostering Services and Adult Placement Services to secure future Fostering Families and Adult Caring Household provision for children and young people who require to be looked after and accommodated away from home. From this point on any reference to Bidder will mean the Provider Organisation who is bidding to provide Fostering Families and Adult Caring Household services, referred to hereafter for ease as Fostering Families.
Glasgow City Council (the Council) is seeking to establish a multi-supplier Framework. Successful Bidders and Fostering Families will play a key role in supporting the Council to meet its statutory duties in providing care and support to children and young people who need to be Looked After or Looked After and Accommodated in a family setting. Successful Bidders will work in collaboration and close partnership with Social Work staff and key partner agencies, including NHS Greater Glasgow and Clyde (NHSGGC) and Education services to deliver the outcomes for the children and young people as specified by the Council in the child or young person’s My Plan. Contract Duration: 3 Years, plus the option to extend for a further 1 year.
Providers will be expected to recruit Fostering Families from within the Glasgow City boundary. Where this is not possible, and to ensure the most compatible match for the child or young person, recruitment of Fostering Families within a 20 mile radius of the Glasgow City boundary and beyond will be considered.
This requirement is for the purchase, installation and maintenance of 21 large planters, 21 container grown trees, suitable herbaceous perennials/ornamental grasses (approximately 15-20 per planter) and a suitable soil medium in Glasgow City Centre.
