Gentoo Group are currently seeking to procure a Lift Refurbishment Contractor to fully revitalise lifts within various blocks all located within the boundaries of Sunderland, Houghton, Hetton and Washington.
The programme will provisionally commence in May 2024 and run for a period of 2 years with a possible extension clause of 1 year - subject to performance and at the discretion of Gentoo Group.
It is anticipated that 2-3 buildings per year will require full refurbishments, which will include, but will not be limited to:
- Renewal of all mechanical equipment including Lift Motors and Controllers;
- Renewal of Suspension Ropes and Belts
- Full refurbishment of the existing carriages internally; and
- Renewal of all associated Door Equipment.

This will be an open 1-stage Tender in which Gentoo will be seeking the following from Bidders:
1. A cost for the first years work, inclusive of outlining the proposed materials to be used;
2. A qualitative submission outlining your delivery proposals; and
3. A Social Value submission which will identify all of the added value you will bring to this programme.

The Specifications provided are classed as "Performance Specifications" which will require the Tenderer to select the materials best suited to complete the works.

Gentoo has a number of offices, depots and blocks within the boundaries of Sunderland, Houghton, Hetton and Washington - Tyne and Wear. Many of these premises have heating ventilation and cooling (HVAC) systems installed within them.
he Group is currently seeking to procure a Contractor to deliver preventative maintenance services to all of those systems. This will be undertaken by carrying out regular inspections of all equipment in a planned manner, identifying current or potential future issues and then carrying out any necessary repairs to ensure the systems continue to operate effectively.
In addition to the above, the Provider will also be required to attend and rectify the systems as and when they fail to operate effectively or break down completely. This work is responsive, and will be required to be completed within pre-set timeframes. Effectively, this tender is to procure Providers to control all maintenance and repair works required to these systems.
It is the intention of Gentoo to appoint one Provider to deliver these works.
Gentoo Group are currently seeking expressions of interest from Contractors who can deliver window and door replacement works to dwellings and blocks.
This Tender is to be broken into 3 separate Lots as follows:
Lot 1 - Replacement of Dwelling Entrance Doors (Composite);
Lot 2 - Replacement of Entry/Exit Doors to Mid and Low-Rise Blocks (Aluminium); and
Lot 3 - Replacement of Windows to Dwellings and Low-Rise Blocks.
The duration of Lot 1 is four years.
The duration of Lot 2 is three years initially, with an optional extension clause of 12-months.
The duration of Lot 3 is three years initially, with an optional extension clause of 12 -months.
Lot 1 will comprise the replacement of front and rear doors to domestic dwellings.
Lot 2 will comprise the replacement of aluminium doors to low-rise blocks, including the replacement of door-entry systems via a nominated Contractor.
Lot 3 will comprise the replacement of double glazed UPVC units to domestic dwellings and low-rise blocks.
All works are located within the boundaries of Sunderland, Houghton, Hetton and Washington.
Tenderers may bid for one or all Lots and subject to the quality of their bid and their ability to deliver the whole programme may also be awarded all Lots.
It is anticipated this Tender will be issued week commencing 8 April 2024 with the Contract commencement expected in July 2024 - subject to material lead-in times.
Gentoo Group Ltd (The Group) is subject to rigorous governance via the Social Housing Regulator. In addition, the Group has a duty to comply with numerous regulatory standards in relation to governance and standards of practice in regard to all of its operations.
The Group have a number of mechanisms and processes in place to ensure all necessary governance is adhered to and standards are exceeded. This includes, but is not limited to:
- The Risk and Audit Committee (RAC);
- Involvement and sign off via the Group Board for varying activities; and
- Various assessments conducted by third-party Organisations with recommendations for improvement where necessary.
The purpose of this procurement is to seek appointment of Internal Audit Advisory Services for the Group to ensure that all operations conducted by the Group are compliant with all relevant legislation and guidance.
The successful Supplier will be responsible for carrying out Audit Services within Gentoo, working with the various Teams throughout the Organisation.
Internal audit services will be undertaken in accordance with the Institute of Internal Auditors (IIA) International Professional Practices Framework (IPPF ).
The internal audit service will consider the adequacy of controls necessary to secure assurance and effectiveness in all areas. It will seek to confirm that management have taken the necessary steps to achieve these objectives and manage the associated risks.
Internal audit work should cover all operational and management controls and should not be restricted to the audit of systems and controls necessary to form an opinion on the financial statements.

Gentoo is currently inviting tenders from suitably qualified and experienced Providers in relation to entering into an agreement to provide refurbishment works on two depots, located within Hetton Lyons industrial estate, Houghton Le Spring and Glover industrial estate, Washington.
Gentoo Group intends to appoint suitably qualified contractors to carry out repairs and renewals to garage doors within the Repairs and Maintenance division mostly in the Sunderland/Wearside area. The successful Supplier will be expected to conduct the work provided through this Framework to domestic properties, consisting of a mixture of domestic housing stock and any other building owned and/or managed by Gentoo Group.
Gentoo Group wish to appoint one Provider to undertake renewals, repairs and maintenance of Garage doors on an ad-hoc basis within the North East region.
This Framework will support our Direct Labour Organisation in the Sunderland/Wearside area. Gentoo Group also maintains a limited number of properties within the North East.
Tenderers should note that the Contract is a Framework contract and orders under it will be made by Gentoo Group as and when required. Gentoo Group can offer no guarantee that any orders will be placed under the Contract, the work is likely to be on an ad-hoc basis. However, tenderers can note that Gentoo Group has nearly 30,000 properties within its portfolio in the predominantly Sunderland area and has constant requirements for repairs & maintenance operations and renewals for our new buildings.
Gentoo Group are seeking to procure 3 Principal Contractors to deliver its internal refurbishment programme for the next 10 years.
The programme will consist of, but will not be limited to, the following works:
- Kitchen replacements;
- Bathroom replacements;
- Electrical rewires;
- Environmental improvements; and
- Various other internal upgrades
This opportunity is the largest procurement undertaken by Gentoo in terms of value. It will form part of the "Gentogether" partnership, which is intended to increase the partnering ethos between Gentoo and its own supply chain, but also to encourage those appointed to the Partnership to collaborate with one another.
This Procurement will contain 3 Lots, with one award made per Lot (3 separate Awards total). Only one award per Contractor is to be made.
It is anticipated that over the course of the 10 year programme, approximately 15,000 properties will receive internal refurbishment works - this equates to 50% of Gentoo Group's housing stock. Therefore, this programme is of crucial importance to the Group to ensure it delivers its aims.
The Tender is due to be issued on 7 October, with awards to be made early 2025 and a proposed start on site date of April/June 2025.
Gentoo Group owns and manages approximately 28,000 properties across the boundaries of Sunderland, Houghton, Hetton and Washington. A number of these properties are located within low, medium and high-rise blocks.
Gentoo is currently inviting tenders from suitably qualified and experienced Providers in relation to entering into a sole supplier agreement to provide decoration and general maintenance work on a listed terrace of properties, with four blocks situated at The Esplanade, Ashbrooke, Sunderland, SR2 7BQ.
The Esplanade is a Listed terrace of properties, with four blocks owned and managed by Gentoo Group. The blocks are a mixture of leasehold and market rate rentals to private individuals. Some leasehold properties have been sublet on the open market.
The site overall will be shared with the private blocks, neighbouring businesses and private properties at the rear on Duro Terrace.
The works will include for external and internal decoration of all Gentoo Group blocks, communal areas, including shared store cupboards and WC's and the boundary finishes. Externally, general maintenance works and repairs will also be included such as gutter clearance/repairs, render and stonework repairs and metalwork repairs to gates and perimeter fencing. Internally there will be some isolated areas of damp and water ingress repairs to complete prior to the decoration.
As part of the works there will be a package of surveys to be undertaken to scope repairs to the stonework around the property and the joinery and window frames. The contractor will be expected to scope the repairs during the tender period and then provide detailed reports once awarded the contract to allow for the information to be submitted to Listed Building Control for consent.
Gentoo Group (The Group) have a number of office accommodation sites for staff located within the boundaries of Sunderland, Houghton, Hetton and Washington - Tyne and Wear.
The Group is currently undertaking a large accommodation review and has identified three (3) offices that require internal refurbishment to ensure that they are fit-for-purpose.
The office locations are as follows.
-Bunny Hill Office: Bunny Hill Centre Hylton Lane, Sunderland SR5 4BW;
-Former Connexions Building (The Galleries): Former Connexions Building, The Galleries Retail Park, Washington, NE38 7SD; and
-Akeler House Ground Floor: Akeler House, Emperor Way, Doxford International Business Park, Sunderland, SR3 3XR.
Both, Bunny Hill and the Former Connexions Building areas will be vacant whilst works are being carried out. It is to be noted that Bunny Hill is a part of a larger occupied building and therefore, safe access for the general public should be considered as part of this tender.
It is the intention of Gentoo to appoint one (1) Provider to deliver all works within the scope of this Programme.
Should resource of the successful Provider permit, Gentoo have no objection to the refurbishments of all proposed accommodation sites to be undertaken concurrently. Should the proposal of the successful Provider include a programme whereby one refurbishment is undertaken at a time, the following order of sites must be applied.
1. Bunny Hill
2. Former Connexions Building
3. Akeler House
The Contract will run until the works set out are complete. We envision the work to take around six - eight weeks to complete.
The budget for the works is largely undetermined at this stage, but is envisaged to be in the region of £750,000 excluding VAT.
Providers are to note that Gentoo Group reserve the right to remove the refurbishment of Akeler House from the programme at any time or replace the refurbishment of Akeler House with another building or scope of works significantly reduced at Akeler.
Solar House was built in the 1960’s and is a large 20-storey residential high-rise block of flats with communal laundry facilities on the ground floor and 94 separate flats contained within an overall building complex. The project comprises of the main electrical intake, fire safety, access control and closed-circuit television (CCTV) refurbishment at the below address.

The relevant electrical services shall be replaced with new or amended, as indicated on the drawings attached as Appendix 3, as part of the planned refurbishment. Each replacement shall be planned and executed on an individual basis and not in one whole project.
The electrical services installation shall generally comprise the following.
• Identification, retention and strip out of existing services,
• LV Distribution installation,
• Earthing installation,
• Communications installation,
• Access Control installation,
• CCTV installation,
• Fire detection and alarm installation,
• Builders work in connection, and
• Testing & commissioning.
