Great British Nuclear (GBN) is an arm's length body that was set up with the aim of delivering the government's long-term nuclear programme. It is currently running a competitive tender to select up to two technology providers for the Small Modular Reactor (SMR) programme. Alongside this workstream GBN is looking to set up a development company (DevCo) through which each SMR project can be delivered. In anticipation of this GBN will be looking to appoint a lead financing and structuring advisor to support it in developing deliverable financing strategies so that each DevCo can raise private financing while ultimately delivering value for money to consumers and taxpayers. The term of the contract and scope of services will be set out in the ITT that will be issued.

The OE will provide essential independent assurance to the Intelligent Customer and Intelligent Client for the relevant SMR project. This will support the deployment of first-of-a-kind nuclear technology in the UK and facilitate GBN's goal of reaching a Final Investment Decision(s) for up to two SMR projects. In particular, the OE will act as a 'client friend' to the Intelligent Customer and Intelligent Client and provide competent resource to undertake specification, oversight, audit, review and advice for decisions relating to design, scope, budget, risk, delivery and contract compliance.  It will also play the role of subject matter expert to deliver independent technical and delivery Line of Defence 2 assurance on major design and build contracts.  Each tenderer will be expected to be able to evidence how it will provide all of the capabilities outlined in the Technical ability section of the questions relating to the conditions of participation. The total contract value of £600m stated in this notice assumes that GBN will award two OE contracts (one for each planned SMR project), each with a total contract value of up to £300m. The actual value will depend on a number of factors. GBN reserves the right not to proceed with two SMR projects. The duration of the OE contract(s) is not yet confirmed. GBN's current strategic planning is that it requires a delivery partner to provide delivery and technical integration to the SMR project(s), including all sub-projects. The Delivery Partner will provide project delivery capability, co-ordination, interface management, management of project baselines (including change control) throughout the project delivery lifecycle, and foster collaboration, continuous improvement and innovation across the project and supply chain. The DP(s) will manage contracts on behalf of the DevCo Client(s), overseeing delivery, construction, supply chain, and risk, and play a key role in alliance arrangements (i.e. collaboration arrangements to ensure cohesive delivery across multiple complex contracts). The detailed scope of the DP is still being finalised and will be subject to final approvals. It is not anticipated there will be any substantial change to the description set out in this pipeline.
