The contracting authority, the Gibraltar Electricity Authority, via HM Government of Gibraltar (HMGoG), invites responses from suitably qualified and experienced economic operators interested in design, supply, installation, and maintenance of a smart public street lighting system. This expression of interest is being published as a means of preliminary market consultation leading up to the release of the tender under the provision of regulation 40 of the Procurement (Public Sector Contracts) Regulations 2016. The contracting authority is interested in understanding, and responses should demonstrate: 1) Whether the specifications contained hereunder in the Draft Tender Specification (available via https://hmgogsupplier.gibraltar.gov.gi) and the contract/remuneration model outlined therein are viable; 2) What possible technical solutions available in the market and how these could maximise HMGoG's Smart City objectives; 3) The vagaries, conditions and subjectivities of replacing the existing light fittings and replacing this with energy efficient LED alternatives; 4) What other infrastructure work would be required to implement the Smart Street Lighting System; 5) Through the submission of outline methodologies and project programmes the resources (including workforce) required to install and manage the Street Lighting System and infrastructure; 6) Whether installation of the new light fittings and infrastructure could be carried out by the contracting authority and the impact of this to the outline methodologies and project programmes; and 7) What further information is required from the contracting authority. The contracting authority further reserves the right, following the publication of this expression of interest, under the provisions of regulation 48 of the aforementioned Procurement Regulations, to reduce the tender timescales application to the resultant tender. Respondents shall not be entitled to claim from the contracting authority or HMGoG any costs or expenses that may be incurred in preparing their responses. Gibraltar's construction and demolition waste has been stockpiled and partially exported over the years. Gibraltar exported a total of 53,857.86 tonnes of Construction and Demolition waste under EWC codes 17 01 07, 17 05 03, 17 05 04, 17 06 03, 17 06 05 & 17 09 04 in the period 2020 - 2023. HM Government of Gibraltar (HMGoG) intends to obtain responses from service providers with the necessary skill, expertise and experience (or service providers who are able to demonstrate that they would be able to acquire the services of a competent and capable third party) for the following works under this project: "The export of Construction and Demolition waste." It is intended that the Service Provider (i.e. the party awarded the resultant tender) will collect the construction and demolition waste from locations within Gibraltar as directed by HMGoG and exported on a wholly inclusive contractual price per tonne basis. Responses should include an indicative value. The wastes collected and exported may not be limited to wastes generated by HMGoG in its own capacity. This contract would not be exclusive to the service provider (i.e. it does not preclude private sector bodies from contracting this service from another entity or for HMGoG to engage with one or more entities for the provision of these or similar services. The Service Provider will be expected to have all the necessary documentation and or licences as instructed by the Environmental Agency by no later than 3 months after the award of the tender. Special circumstances may lead to an extension after written permission is sought from HMGoG. In order to correctly assess the capabilities available in the market and the veracity of responses (i.e. issued from a competent entity capable of executing the export of the construction and demolition waste), respondents must demonstrate they have experience in dealing with construction and demolition waste. To minimise the administrative burden behind these responses are required from parties with no less than of 5 years experience. The responses provided should identify any risks and vagaries the provision of these services may pose however likely or unlikely and any risk mitigation which would/should be put in place to ensure the effective, efficient and economic manner of delivering the services. HM Government of Gibraltar intends to obtain expressions of interests from service providers for the following works under this Project: The Design, Build, Finance and Operation (DBFO) of an UWWTP, including an outfall where relevant, in Gibraltar. On satisfactory completion of the Design, Build and Finance phase, an Operation and Maintenance (O&M) period of 20 years will commence. Interested parties will be able to apply through HM Government of Gibraltar Supplier Network Portal https://hmgogsupplier.gibraltar.gov.gi Once registered on the aforementioned portal interested parties will be able to download the information available and submit their interest by the 31st October 2022 12 noon deadline. The following general criteria will be taken into account in assessing the EOIs submitted. Additional criteria may be included in later stages of the process. 1. Technical, operational, managerial, commercial and financial expertise and ability to ensure the successful delivery of the project; 2. The nature, type, style and appearance of the facility that the proponent will be offering; 3. Proposed operating fees; 4. Construction and operational environmental management plan and policy for the facility; 5. Company and directors track record; 6. Completion time for the construction and commissioning of the Works.
