FLS has a requirement to place a contract with external Service Providers for the provision of Timber Haulage.
FLS requires the haulage of small round wood timber from its North, Central, East and West regions to various mills across the UK in order to fulfil delivered-in requirement of some of the lots of the Small Round Wood Long-term contracts (SRW LTCs) where the customers have opted for delivered-in service. These customers are not at liberty to opt out over the term of the SRW LTC.
This contract shall cover delivered-in requirements to various customer mills across Scotland. The costs associated with the delivered-in element of this contract shall be passed on to the respective SRW LTCs customers that opted in for the service at cost without mark-up. As a result, there may be need to share pricing information including open book breakdown to the respective SRW LTC customers and the suppliers will be made aware of this within the tender documents.
In addition to fulfilling the delivered-in requirement of the SRW LTC, the contract will also provide for in-wood haulage for Central region, and occasional ad-hoc timber haulage within the regions.
In order to align with our Timber Sales Contract, this contract will run for an initial period of 4 years and 11 months, commencing 01 May 2024 with option to extend for a further 5 years.
Deer & Other Wildlife Management Dynamic Purchasing System
FLS is establishing a Dynamic Purchasing System (DPS) for the provision of Deer & Other Wildlife Management across SNFL.
A Dynamic Purchasing System (DPS) is an electronic system established by a contracting authority to purchase commonly used goods, works or services in accordance with the Public Contracts (Scotland) Regulations 2015. Admittance to a DPS gives participants the opportunity to subsequently bid for relevant future opportunities which are procured through the DPS.
The purpose of the DPS is to provide a compliant route to market for FLS to replace Deer & Other Wildlife Management contracts which have been terminated due to contract failure or to replace contracts upon their expiration. This DPS will not be used as a route to market for any other reason.
The scope of the DPS is primarily for deer culling. The culling of feral pig, feral goat and feral sheep is required on an opportunistic basis only. FLS reserves the right to deliver or procure a targeted feral pig, feral goat and/or feral sheep cull.
FLS-0071-FW Responsive Chainsaw Operations, Arboriculture Work & Dangerous Tree Surveys
Forestry & Land Scotland (FLS) has a requirement to let a Framework Agreement to external service providers for the provision of Responsive Chainsaw Operations, Arboriculture Work & Dangerous Tree Surveys.
This framework shall cover chainsaw, arboriculture services and tree surveying including, tree felling, road line felling, clearing wind blow, tree surgery and many other related services. It will also include the facility for clearing up the site following chainsaw operations such as small machinery extraction, via tractor mounted winch, mini forwarder.
This Framework is split into two different requirements: Lots 1-18 Responsive Chainsaw Operations and Lots 19-38 Arboriculture Work & Dangerous Tree Surveys.
The Framework term is four (4) years with no option to extend.
FLS-118-C Mechanised Harvesting Operations and Associated Services – North & West Regions
FLS has a requirement to place a contract with an external service provider for the provision of Mechanised Harvesting Operations and Associated Services – North & West Regions. The contract will be for a period of 48 months with the option to extend for an additional 12 months + 12 months + 12 months.
This contract shall include the following services:

FLS are seeking bids from competent and capable suppliers, to establish a framework agreement for the production of FLS's outdoor corporate signage, structures, and furniture.
The framework agreement will be used to procure any new or replacement timber signs, furniture, and structures required on FLS managed land; on an “as and when needed” basis.
Forestry and Land Scotland (the Authority) look after the national forests and land to enhance biodiversity, support tourism, and increase access to the green spaces that will help improve Scotland’s physical and mental health and well-being. The Authority also continues to provide vital timber supplies to support a sustainable rural economy. The Authority has a requirement to place a Framework Agreement with external Contractors for the provision of Seed Collection and Associated Services (including, Processing and Testing and Seed Supply).
The Authority plants an estimated 25 million trees per annum across the National Forest Estate. Presently 28% of these trees are grown at the Authority’s owned Newton Nursery with the remaining 72% currently contract grown or purchased within the private nursery sector.
The Authority also purchases a proportion of seed externally to support the production of stock from its Newton Nursery operation. However, the Authority also sells a proportion of the seed it collects and that is surplus to requirements in support of the wider UK forestry sector. Purchased seed typically includes; Scots pine, Norway spruce, Douglas fir and Alaskan Lodgepole pine, with seed sold to the sector being mainly improved Sitka spruce. Seed availability and plant demand however is subject to change due to the impact of multiple unpredictable variables; e.g., unpredictable mast years or changes in felling/restocking sites, disease etc. Purchased and sold seed may also require chemical treatment to ensure protection from pests, or indeed for seed primed or coated using new innovation technologies which can help to increase germination rates.
Within this Framework Agreement specification, the Authority has a requirement for the provision of the following services:
- Aerial Seed Collection;
- Ground Seed Collection;
- Rope Access Seed Collection;
- Seed Processing, Testing and Storage; and
- Seed Supply.
Forestry and Land Scotland (FLS) has a requirement to establish a framework agreement with external Contractors for the provision of Mechanised Ground Preparation services across Scotland's National Forests and Land (SNFL).
FLS requires the services on various sites following the completion of harvesting operations and on woodland creation sites where ground needs to be prepared for forest establishment.
FLS has existing contracts in place for the provision of these services. These existing contracts are FLS's primary route for the provision of the services across SNFL.
The framework agreement will provide a compliant route to market for FLS to procure services which are unable to be provided through existing contracts or to replace contracts which have terminated or expired.

Supply of Tree Nursery & Glasshouse Growing Sundry Items
Forestry and Land Scotland (FLS) intend to appoint a Framework Agreement for the Supply of Tree Nursery & Glasshouse Sundry Items following the redevelopment project at our Newton Nursery, Elgin.
Newton Nursery was established by the Forestry Commission in 1931, and it has not seen significant investment since the early 1980s, when the facilities were developed to service a growing programme of three (3) to four (4) million trees per year.
The annual requirement has doubled since then, and will need to double again in the coming years. The redevelopment project is seeking to utilise innovative technology alongside developing the physical estate to meet these needs, now and into the future.
Part of the redevelopment is the construction of a new state-of-the-art 12,000m2 Glasshouse, which will be around the size of two (2) football pitches and capable of growing up to nineteen (19) million trees per year. This modern addition will revolutionise our approach by providing a controlled environment to nurture our seedlings. By shielding them from invasive weeds and curious critters, FLS anticipate a significant boost in our germination success rate, aiming to achieve an impressive 80% germination rate for our seeds. Construction is anticipated to be completed by December 2024.
Once the redevelopment is complete, Newton could have up to twenty-five (25) million trees growing on site in any one year, a significant increase from the seven (7) million trees FLS are currently able to produce.
This tender exercise is for the sundry items that will be required for both the tree nursery and the new glasshouse.

This Framework Agreement is to supply FLS with required Plant Protection Products, Dyed Urea and fertilisers. The amounts used and locations will vary with Regional and Nursery programmes.

The Employer manages a large number of buildings (including offices, stores, workshops, deer larders and visitor provisions) across Scotland and requires contractors to provide buildings maintenance and improvement works across the estate.
The Employer has a requirement to establish a Framework Agreement with external Providers to maintain its buildings to a safe and legally compliant condition as well as providing upgrades and improvements. The Framework Agreements will provide a compliant route to market for the Employer to procure the works from a list of pre-approved contractors and replace the current Framework Agreements.
Quarry Drill and Blast Works and Explosives Supply

Forestry and Land Scotland operates our own extractive sites (quarries).

In particular, the road network is essential in supporting sustainable harvesting and the haulage of timber.
The scope of this procurement is to provide access to a Civil Engineering Framework for the Client.
The Civil Engineering Framework will be made up of 55 multi-supplier Lots across five Lot Types. The five Lot Types are as follows:
- Maintenance and Small-Scale Works (21 Lots)
- Large-Scale Works and Grading (14 Lots)
- Crushing (9 Lots)
- Bridge Maintenance and New Bridges (10 Lots)
