Forestry and Land Scotland (the Client) manages a network of roads and associated infrastructure, such as bridges, harvesting facilities, and extractive sites (quarries), to support access to and management of Scotland’s national forests and land. In particular, the road network is essential in supporting sustainable harvesting and the haulage of timber.
The scope of this procurement is to provide access to a Civil Engineering Framework for the Client.
The Civil Engineering Framework will be made up of 55 multi-supplier Lots across five Lot Types. The five Lot Types are as follows:
- Maintenance and Small-Scale Works (21 Lots)
- Large-Scale Works and Grading (14 Lots)
- Crushing (9 Lots)
- Bridge Maintenance and New Bridges (10 Lots)
- Panel Bridges (1 Lot)
Forestry and Land Scotland have appointed a Framework Agreement for the Supply of galvanised storage & lifting crates for the transportation of tree seedlings following the redevelopment project at our Newton Nursery, Elgin.
Newton Nursery was established by the Forestry Commission in 1931, and it has not seen significant investment since the early 1980s, when the facilities were developed to service a growing programme of three (3) to four (4) million trees per year.
The annual requirement has doubled since then, and will need to double again in the coming years. The redevelopment project is seeking to utilise innovative technology alongside developing the physical estate to meet these needs, now and into the future.
Part of the redevelopment is the construction of a new state-of-the-art 12,000m2 Glasshouse, which will be around the size of two (2) football pitches and capable of growing up to nineteen (19) million trees per year. This modern addition will revolutionise our approach by providing a controlled environment to nurture our seedlings. By shielding them from invasive weeds and curious critters, the Authority anticipate a significant boost in our germination success rate, aiming to achieve an impressive 80% germination rate for our seeds.
Now that the redevelopment is complete, Newton could have up to twenty-five (25) million trees growing on site in any one year, a significant increase from the seven (7) million trees FLS are currently able to produce.
Forestry and Land Scotland (FLS) are tasked with the humane culling of deer and transportation of deer carcases across a wide range of landscapes and terrains across Scotland. The process of retrieving the carcass to a larder facility can be time consuming, arduous, and physically challenging all of which can create
inefficiencies within the system. FLS are keen to explore technologies that can automate some, or all of this process, whilst maintaining carcass quality and integrity and food hygiene standards in order to improve efficiencies, decrease the physical demands on Wildlife Rangers and support achieving the Scottish Government’s Climate Change and biodiversity objectives by reducing deer densities.

Protecting Scotland’s forests by achieving sustainable deer densities is vital but requires considerable effort and resource. The inherently secretive nature of deer makes this additionally challenging, further compounded by the deers’ awareness of search ‘giveaways’, such as engine noise.
Forestry and Land Scotland (FLS) wants to explore approaches that improve its ability to locate deer – which vary considerably in size - and so create greater effectiveness in the management of deer densities by Wildlife Rangers.
The ideal solution will provide real-time exact locations, with accurate counts and species identification.

Certification body services for auditing and and surveillance of organisational policies, procedures and practices against the current UK Woodland Assurance Standard (UKWAS). As UKWAS meets both of the forest management certification schemes: the Forest Stewardship Council (FSC) and the Programme for the Endorsement of Forest Certification (PEFC).

The aim of this contract is to provide ground preparation and mechanised establishment and tending services to a high quality, in a safe, sustainable and cost effective manner.
Forestry & Land Scotland (THE PURCHASER) undertakes ground preparation on Scotland’s National Forest and Land (SNFL) to establish new tree crops, maintaining the volume of timber brought to market and enabling woodland creation.
The aim of this contract is to provide ground preparation and mechanised establishment and tending services to a high quality, in a safe, sustainable and cost effective manner.
Rapid planting of a felled site can minimise weed growth (and hence reduce herbicide use) and the loss of nutrients / sediment from sites which may be needed to help improve the forest structure.
Forestry & Land Scotland (FLS) therefore require the planting programme including Restock and Beat-up and maintenance operations required to establish sites, excluding fencing, deer management and ground preparation.
The Purchase of Ex-Military Temporary Bridges has been awarded using the Negotiated Procedure without Prior Publication (NPwPP) as , following market research FLS has identified only one possible supplier available at this time. This NPwPP meets the requirements of The Public Contracts (Scotland) Regulations 2015; Regulation 33(1)(b)(ii) as there is only one supplier who has the particular specialist bridge that FLS requires in stock. Other potential suppliers were investigated but did not have available stock.
FLS has a requirement to place a contract with external Service Providers for the provision of Timber Haulage.
FLS requires the haulage of small round wood timber from its North, Central, East and West regions to various mills across the UK in order to fulfil delivered-in requirement of some of the lots of the Small Round Wood Long-term contracts (SRW LTCs) where the customers have opted for delivered-in service. These customers are not at liberty to opt out over the term of the SRW LTC.
This contract shall cover delivered-in requirements to various customer mills across Scotland. The costs associated with the delivered-in element of this contract shall be passed on to the respective SRW LTCs customers that opted in for the service at cost without mark-up. As a result, there may be need to share pricing information including open book breakdown to the respective SRW LTC customers and the suppliers will be made aware of this within the tender documents.
In addition to fulfilling the delivered-in requirement of the SRW LTC, the contract will also provide for in-wood haulage for Central region, and occasional ad-hoc timber haulage within the regions.
In order to align with our Timber Sales Contract, this contract will run for an initial period of 4 years and 11 months, commencing 01 May 2024 with option to extend for a further 5 years.
FLS-0085-C, Civil Engineering Roads Maintenance and Associated Services - North Region (West), has been awarded using the Negotiated Procedure without Prior Publication (NPwPP) after no suitable bids were received for C0236-1, an Open Procedure. This NPwPP meets the requirements of The Public Contracts (Scotland) Regulations 2015; Regulation 33.1.a as no suitable bids were received for C0236-1.
Forestry and Land Scotland (FLS) are looking to procure a cloud solution and implementation services to replace the organisation’s current legacy Finance, Purchase to Pay, and Business Planning systems.
In addition to the above-noted core solution and related services, FLS may require the provision of certain optional solutions and services and/or additional solutions and services relating to FLS’s HR and Payroll systems, which optional or additional solutions and/or services would be required to provide FLS with seamless data flow between its HR and Payroll systems and its Finance, Purchase to Pay and Business Planning systems.

There are extensive areas of deep peat on Scotland’s Forests & Land, including many which are afforested. The Purchaser has committed to manage all peatlands on Scotland’s forests and land in a sustainable manner, maximising the delivery of ecosystem services for the benefit of Scotland’s people and environment.
The aim of this contract is to provide specialist peatland restoration services to deliver our programme of restoration of degraded peatlands in line with targets agreed with Scottish Government as part of the wider Peatland Action delivery programme.
By 2027 onwards, the Purchaser expect to be restoring at least 3,000 hectares annually, thereby reducing carbon emissions, capturing additional carbon, and restoring valuable priority habitats that support priority species in the process. Alongside this is our duty to help deliver Scottish Government’s policy in relation to the Climate Emergency, and to do our part in delivering ecosystem services spanning environmental, social, and economical benefits.
