Forensic Science Northern Ireland (FSNI) is seeking to establish a Contract for the supply, and delivery of DNA Extraction and Profiling Kits that are approved by the Forensic Information Database Service (FINDS) Strategy Board for upload to the UK National DNA Database. The Contract will remain in place for an initial period of 7 years, with two options to extend (for any period up to and including 3 years then 2 years). If tendering for Lot 1 (Casework Extraction Kits), two kits must be provided (kits A and B). If tendering for Lots 2 and 3 (profiling kits), one kit can be proposed up to a maximum of 3 kits per Lot.
The DNA unit within FSNI manages the throughput of all evidential samples taken from persons arrested by the police in connection with recordable offences, samples recovered from crime scenes and samples recovered from exhibits. FSNI wishes to appoint a Contractor for the Provision, Installation, Maintenance and Support of a Fully Continuous Probability Software System for the interpretation and statistical analysis of forensic DNA profiles. The services required include the provisioning and licensing for a fully continuous probability software COTS (Commercial off the Shelf) package, on-site installation (if required), training, maintenance and support. The key objectives and outcomes to be achieved are: • A system that generates a likelihood ratio by considering observations under two propositions; and • While considering biological parameters such as peak height ratios, mixture ratios and stutter percentages.

Forensic Science Northern Ireland (FSNI) are seeking to establish a contract for the supply of six (6) forensic laser systems (each operating over 3 specific wavelengths) for use within FSNI’s Evidence Recovery Unit (ERU) along with associated consumables. FSNI’s requirements for laser systems vary greatly, therefore for the purposes of this contract, the requirements have been split into Lots as follows: Lot 1 – Supply and Maintenance of Blue Laser Systems Lot 2 – Supply and Maintenance of Green Laser Systems Lot 3 – Supply and Maintenance of Yellow Laser Systems Each lot will also include the associated consumables such as safety goggles, camera filters etc. It is anticipated that FSNI will initially purchase 2 x blue laser systems, 2 x green laser systems and 2 x yellow laser systems during the first year of this contract. The contract will remain in place for an initial period of two (2) years, followed by two optional extension periods of three (3) years and five (5) years respectively (up to a maximum of 10 years overall).
Forensic Science Northern Ireland (FSNI) is seeking to establish a contract for the supply and delivery of laboratory consumables. FSNI is an Executive Agency within the Department of Justice, providing a wide range of scientific services and expertise to assist in the investigation of crime and the presentation of scientific evidence in court. The Agency is an operationally independent organisation that provides a full range of forensic science services through its operational casework sections to its main customers, the Police Service of Northern Ireland, the Police Ombudsman for Northern Ireland, the NI State Pathologist as well as a number of other customers in NI and further afield. FSNI’s requirements vary greatly, therefore for the purposes of this contract, the requirements have been split into Lots as follows: Lot 1 – Lab ware Equipment and Consumables, Lot 2 – ETO / Gas Treated Products, Lot 3 – Chemicals and Solvents, Lot 4 – Lab Cleaning and Decontamination Materials, Lot 5 – Packaging, Lot 6 – Pipettes and Tips and Lot 7 – Crime Scene Material and Consumables. It is anticipated this contract will commence upon award and will remain in place for a total period of 3 years with the option to extend for a period up to and including twenty-four (24) months.
FSNI wish to establish a contract for the supply, delivery and maintenance of 3 portable Multi Wavelength Light Sources (MWLS). The contract will commence upon commissioning of the equipment to the satisfaction of FSNI. Contractors must provide a minimum of a 12 month warranty. The contract will also allow for optional extended warranty for 9 further years if required.
FSNI wish to establish a contract for the supply, installation and maintenance of a new Benchtop X-ray Diffraction System for the identification of explosive samples, their precursors and unknowns, as well as for use in drug analysis.
