Located in the village of Winscombe, the War Memorial Recreation Ground provides residents and visitors with sports playing fields, adult exercise equipment, children's play areas and a skate park. The skate park consists of a number of ramps which have been maintained, replaced and added to over a number of years. The central piece of equipment (spine ramp between the quarter pipes and flat banks) is little used and the surfaces deteriorating with age. It is this piece of equipment that now needs replacing with something more forgiving to younger/novice users. The users of the park have assisted with a design for the replacement ramp and the parish council is now seeking tenders from suitably qualified contractors to supply and install the ramp and remove the old play ramp along with all waste from this. Equipment supplied and installed must be in accordance with current British and European EN standards for skate parks and the contract must be completed before 31st March 2023 to comply with grant funding conditions. Refurbishment of the Green Field Pavilion, off The Green, Hartford, CW8 1QA. It is a difficult site with narrow vehicle access. A site visit is recommended. Overview Hartford Parish Council is a public body and as such is required to comply with the Public Contracts Regulations 2015 ("the Regulations") when it intends to procure or award a public supply contract, public service contract or public works contract, as defined by The Regulations, which is valued at £25,000 or more. The Regulations require councils to use the Contracts Finder website to advertise contract opportunities, set out the procedures to be followed in awarding new contracts and to publicise the award of new contracts. The Council's Standing Orders and Financial Regulations also requires open advertising of the opportunity via appropriate media. Existing Pavilion The existing building was built in 1984 and consists of 3 changing rooms (home and away teams and the referee), 2 large shower rooms, toilets and a very small kitchen. It is a single breeze block construction, single glazed and has no insulation. The building is showing its age and is in a poor condition. Additional metal grills have been fitted to the doors and windows, for security purposes, giving an abandoned and neglected appearance. An asbestos survey was carried out in January 2022 and didn't find any in the building although the original roof tiles are 'Eternit' asbestos cement tiles - original drawings are available on request. The project is to resurface the overflow area to match the tarmaced area. The main work will consist of the following: Excavate the existing surface, including the grass guard, and dispose of the waste off-site. Provide and lay appropriate edges and kerbs to the boundary of the car park area, including a demarcation line to the remainder of the car parking area beyond the tennis courts. Install new gullies and drainage and their connection to the existing drainage. Provide and lay all sub-base, base, binder and surface courses to match the existing tarmaced area. Carry out bay marking consistent with that of the existing tarmaced area. Christian Malford Parish Council is seeking a suitably qualified and experienced Contractor to design and deliver new playground equipment, surfacing and associated works at the Recreation Ground. The project is largely being driven by a local community group, with the backing of the Parish Council who has committed a percentage of the overall cost. The layout should be accessible throughout with some ideas taken from the list of proposed equipment, however also using your own creative licence. Consideration should also be taken in terms of the trees and shrubs in close proximity which has contributed to moss and debris on the current surfacing, and potential root damage to surfacing. Maintenance is important in that the investment being made is considered to be one that will last many decades, with a moderate maintenance budget where possible. As the older children currently use the other play equipment, wheeled sports facility and multi-use games area, the main playground is focused on younger families with children up to around 8 years of age, however, should cater for those up to 12. The Specification provided for the new facility is performance based and the successful Contractor will be appointed based on a fully costed design including all fees for the provision of a new Wheeled Sports Park that demonstrates innovation, incorporates anti-vandalism, and makes the best possible use of the space available. Witchford Parish Council is proposing to replace its playground equipment at the village hall Bedwell Hey Lane Witchford with the installation of new equipment including appropriate surfacing. All works materials and parts should comply with both the British and European Standards for playground equipment and surfacing BS EN 1176. The Parish Council wishes to employ a Principal Contractor to carry out the supply and installation of inclusive new play equipment and safety surfacing, to include the removal of the existing play equipment. The play area is intended to be used by children and young people with ages ranging from toddler to 14 years, and to be inclusive and available for use by children and young people of all abilities. Experienced play area installers are invited to tender for the contract. It is anticipated that construction work will be carried out in Winter/Spring 2025 with the playground ready for use 1st June 2025 at the latest. Tenderers are required to submit a fixed price lump sum tender on the Form of Tender. The Council's preference is to receive tenders by email . All tenders should be received by 17:00 hours on 25th November 2024. The email address for tenders is clerk@witchfordparishcouncil.gov.uk. Companies must be registered with the API (Association of Play Industries) to tender for this contract. Please supply copies of current certificate for accreditations for the above membership plus details of any other relevant accreditations. The Council will accept designs which provide low level items with appropriate safety surfacing in the grass 2m extension area remaining as grass, without needing to extend the wet pour surface out from the existing line.

The contractor will be responsible for maintaining all designated areas to a high standard to ensure they are safe, clean, and esthetically pleasing. Twyford Parish Council is committed to the environment. The Council will expect the Contractor to work in a collaborative partnership and ensure environmentally friendly practices are adopted in the application of their contract. Grounds Maintenance Scope of Work The contractor shall provide grounds maintenance services at the following locations: King George V Recreation Ground (KGVR), RG10 9JA London Road allotments, RG10 9AX Hurst Road allotments, RG10 9NT Twyford Parish Burial Ground, RG10 9NT Stanlake Meadow, RG10 0BL Bell Corner, RG10 9NY Polehampton Corner, RG10 9AE Jubilee Corner, RG10 9JQ Services Required The following services are required as part of the grounds maintenance contract: 1. Grass cutting 19 cuts which equates to 1 cut in March and then fortnightly through to the end of November. 1.2 KGVR playground grass - Cut and drop. Strim boundary and around equipment etc 1.3 Grass Cutting at Parish Burial Ground - Cut and remove cuttings including the copse area. Strim boundary and around graves etc Option for weekly cuts at Stanlake Meadow & KGVR in September and October of the pitch area (used when weather is mild and grass is growing quickly). Edges along paths, fences, and flower beds should be trimmed and left tidy after each mowing. Care to be taken around the grass areas left long for environmental reasons. 2. Hedges and strimming Hedges should be trimmed in compliance with local wildlife protection guidelines. Health and Safety The contractor must adhere to all relevant health and safety regulations, including those for equipment operation and waste disposal. Maintain risk assessments, insurances and safe working procedures for all tasks. Ensure all workers are appropriately trained and equipped with Personal Protective Equipment (PPE). 9. Environmental Considerations Minimize the use of pesticides and fertilizers and adopt eco-friendly practices wherever possible. 10. Reporting and Communication Ongoing reporting on work completed, issues encountered, and any recommendations for improvement. Immediate communication of any urgent matters that require the Council's attention. 11. Payment and Performance Review Payments will be made monthly upon submission of an invoice. The Council will conduct periodic reviews of performance standards and reserves the right to address any deficiencies with the contractor. This specification provides a basic outline, which may need adjustments based on local requirements, seasonal variations, and specific expectations of the parish council.
