Project Description:
To deliver a supported work service that offers meaningful graphic design and print-based experiences for people in Flintshire living with a mental health diagnosis. The service will provide personalised opportunities to gain real-world workplace experience, build confidence and independence, and progress towards further education, qualifications, vocational pathways, or paid employment.
The Council would like to invite Providers with experience of delivery in quality support services to further discuss the service. Partners for this contract will demonstrate a clear vision for the services, with a focus on individual outcomes using person centred plans and progression models. Partners would share the vision to maintain social care values, increase integration and interaction between services and local communities by utilising commercial partnerships, social commitments and volunteer participatory agreements.
This is an exciting opportunity for a provider with expertise and a proven track record in providing similar services, to take ownership and transform a well-established and valued service, with skilled and experienced staff. The commissioned provider will continue to deliver high quality support and development for people, offering value for money and delivering outcomes to meet the needs of the local population. The provider would need to provide a balance of offering real work opportunities and supporting people with Mental Health problems.
The service provides meaningful activities for people with complex support needs, with opportunities for people to access training and development, to build social and vocational skills.
The authority must work in line with the principles of the Social Services and Well-being (Wales) Act to promote social value- based models of care and support and would expect the service to continue operating as a social enterprise. This includes creating opportunities for paid employment for people who use the service, supporting individuals to develop their potential, and promoting independence, choice and control.

Provision of Contact Centre Technologies for Flintshire County Council
Flintshire County Council is looking to engage with the market for a bilingual (Welsh and English)* Contact Centre solution to the improve customer experience when contacting the Council, increase agent productivity, reduce operational costs, and enable smarter decision-making through enhanced data and insights.
The Council’s corporate Contact Centre is under increasing pressure due to rising customer demand, higher service expectations, seasonal peaks, recruitment and retention and the need to manage multiple communication channels, including voice, email, video and administrative processing.
To improve service quality, resilience, and workflow efficiency, the Council is exploring how technology, particularly the introduction of Artificial Intelligence can support and transform Contact Centre operations.
Whilst the Council is initially focusing on modernising its corporate Contact Centre, which receives the highest level of demand (e.g. circa 182,000 calls annually), the same technology is also used across other Council services. As such, the Council is seeking to work with a supplier that can demonstrate flexibility in its licensing options, recognising that different services may have varying business needs and requirements.
The Council has a contract with a third-party supplier until 31 March 2027.
The intention is to upgrade the existing technology and underlying infrastructure to support this transformation. In doing so, the Council is keen to explore and consider both on-premise and hosted telephony solutions, while maximising its existing investment in Microsoft technologies.
*Note - the Council is required to comply with the Welsh Language Standards and is therefore seeking a solution that will support it in meeting the requirements of those Standards. As a result, the Council wishes to engage with suppliers who have solutions readily available to deliver services equally in both Welsh and English.
