The purpose of this tender is to seek proposals from potential suppliers of specialist support in a particular area of expertise required.
Employability Support Services - Five Stage Pipeline Approach
Falkirk Council has adopted the national five stage employability pipeline for the organisation, commissioning, management and delivery of employability services to support and assist individuals in their journey towards and into employment. Services will be tailored to ensure a person centred approach with a coherent range of specialist support that responds flexibly and effectively to meet the needs of individuals and their employers.
Falkirk Council will be seeking to procure services from providers who are experienced in delivering to individuals who are disadvantaged and excluded from participating in the labour market, who face a range of barriers to employment and require additional support in order to obtain, sustain and progress in employment. Falkirk Council will be seeking a range of services which support a person centred, needs based approach which treats individuals with dignity and respect at all times. Short Term Residential Respite Care Unit for Children with Complex Disabilities
A short term residential care unit based in the Falkirk Council area providing residential short breaks for children and young people with complex health needs as a result of disability. All Bidders must meet the minimum criteria set out in Section III.1.4) Objective rules and criteria for participation.
Organisations that meet these minimum criteria set out in Section III.1.4) can participate by following the instructions set out within Section II.2.4 Description of the Procurement.
Falkirk Council reserves the right to open up this Framework Agreement to new entrants that meet the minimum criteria. The framework will only open up if Falkirk Council identifies a need to expand services to meet demand or to respond to the choice of service users.

Provision of a Community Mental Health and Wellbeing Support for Children and Young People
The Council seeks to commission flexible, responsive and consistently high quality services. Providers shall have the capability to work with children & young people with mental health and wellbeing needs between the ages of 5 and 24 years (26 if care experienced). Service Users may have a range of support needs including specific support requirements attributed to physical disability, learning disability, mental health difficulties, sensory impairment, communication difficulties and behaviours that may challenge. Providers shall have the ability to work with Service Users who may be reluctant to engage.
The duration of the Framework is anticipated to be 2 years with the option of up to two 12 month extensions.
Falkirk Council invites tenders to quote for the provision of business gateway services in Clackmannanshire in accordance with this and associated documentation. Falkirk Council is the contracting authority on behalf of Clackmannanshire Council.
The service is expected to provide high quality advice and support to new start and existing businesses; support the creation of new and sustainable businesses & improve productivity and support the survival and growth of existing businesses.
There are two key service areas which together form Business Gateway. The three areas are:

> Business Gateway services are firmly embedded as the local point of contact for accessing public sector business support where possible; and

Framework agreement for the provision of Low Carbon Advisory services to businesses within the Falkirk Council area. Advising businesses about their net zero carbon goals and offering professional expert advice on energy efficiencies, decarbonisation, climate change, resource efficiency, renewable energy and the circular economy.
The procurement shall support a significant transformation of Sport & Leisure services digital technologies which is an essential requirement to meet strategic objectives and the community's needs. This will support balancing needs and expectations of customers while continuing to find cost-effective and streamlined means to support income generation.
The service is essential infrastructure required to improve customer experience and in turn increase revenue generation through a more targeted and insight-driven approach that the system will facilitate.
Dynamic Procurement System for Local Bus and Education Bus Services
Falkirk Council are seeking to invite Passenger Vehicle Operators to participate in a Dynamic Purchasing System (DPS) which will be used to procure transport related "service contracts" operated by Public Service Vehicles (PSV) including subsidised local bus services, home to school transport, and other education transport. It is anticipated that the DPS will run for a period of 10 years and that mini-competitions will be run under it.
Organisations applying for this DPS should note that in some circumstances there will not be a minimum of 10 days given to respond to mini-competitions.

Framework Agreement for the Provision of Garden Aid
Falkirk Council invites tenders to quote for the provision of a garden aid scheme.
The service is expected to cover approximately 4,000 gardens and these are divided into 3 geographical areas covering our 3 housing area offices.
The Council is seeking services which will manage, treat and dispose of residual municipal and bulky waste in a safe, responsible and compliant manner, which excludes landfilling from 1 January 2026.

The framework shall deliver a reliable and customer-focused service to the Council's Building Maintenance & Cleansing Services, supplementing the Council’s own in-house service provision.

The scope includes the provision, erecting, handover, maintaining and dismantling of on-hire scaffolding, to Falkirk Council Housing properties, in addition to separately undertaking tests and inspections of this scaffolding.
The Framework Agreement will be awarded on a Lot by Lot basis. The Authority at all times reserves the right to award all, some, part or none of the Lots. The framework consists of 2 Lots; it is intended that up to 5 Contractors per Lot are to be appointed.

TMC for the Gas and Mechanical Services Including Controls to all Falkirk Councils Non-housing Properties
This contract comprises the following works/ service provision to all of Falkirk Councils Non Housing buildings including some Housing
properties: -
a)The servicing of all Mechanical Services Equipment including Air Source Heat Pumps.
b)Repairs to Mechanical services equipment including air source heat pumps, on a daywork basis along with a 2 hour emergency call out
service to be to be provided 24 hours a day, seven days a week, 52 weeks of the year including all public holidays and weekends.
Call out service provision:-
1 hour call out service to be provided for unsafe and emergency situations relating to gas to be provided 24 hours a day, seven days a week,
52 weeks of the year including all public holidays and weekends. It will be a contractual requirement of this project that bidders must be
able to commit to a 24 hour a day, 365 days a year emergency call out as follows :-
-a 1 hour emergency call out service for relating to gas emergencies and escapes.
-a 2 hour emergency call out service in relation to all mechanical services, controls, etc.

c)The servicing of all Conventional and BMS (TREND, SIEMANS,& COSTER) Controls Equipment.
d)Repairs to all Conventional and BMS (TREND, SIEMANS & COSTER) Controls equipment on a daywork basis along with a 2 hour
emergency call out service to be to be provided 24 hours a day, seven days a week, 52 weeks of the year including all public holidays and
weekends.
e)The full management and monitoring of Falkirk Councils front end BMS operating systems by remote access and will include the regular
and ad hoc time scheduling of heating systems, etc to suit the operational requirements of each property and in line with established
Council protocol.
f)Testing of all gas pipework (drawings of pipework layouts and pipe sizes will be provided).
g)The provision of a comprehensive condition survey of all Mechanical Services and Conventional Controls equipment. This is required
for every year of the contract. The survey information is to be provided at the same time as the service information.
h)A plumber work repair service on a daywork basis. (Items will include the likes of, but not limited to the following:- tap repairs, seals to
sanitaryware, pipework repairs, pipework removal following legionella surveys etc.
Delayed discharges are rising to unacceptable levels due to care, including care at home, being unavailable. Remaining unnecessarily in hospital after treatment is complete can lead to rapid deterioration in physical and mental well-being, particularly in people with dementia. In addition, the occupancy of acute hospital beds by those who no longer need clinical care means these beds will not be available to those who do need them. The aim of the service is to support significant reductions in the number of people delayed in discharge from hospital until more appropriate care and support is available. Short term assessment care will have a clear focus on rehabilitation, recovery and recuperation in a Care Home environment within the Falkirk Council area.
