This will be a 5-year programme of supply and installation with the aim to enhance passenger and staff safety and security. GWR are seeking suppliers of labour competent to renew or upgrade the 16X CCTV system consisting of: • 20 X 165 two Car units, • 16 X 165 three car units and • 21 X 166 three car units. These vehicles currently have a Petards CCTV system installed. Diagrams showing the current layout of the 16X fleet and CCTV systems are available on request. GWR want to discuss opportunities, ideas and innovation with suppliers who can offer catering products and logistics to be delivered across the fleet. The suppliers can offer both catering products and logistics as one offer or just one of the options, we are keen to understand, talk through options and meet suppliers. GWR hope to go out to tender with this contract opportunity late 2025. Scope: As a high level brief GWR want a supplier to provide catering products and logistic services across the GWR network. This includes: Route details: GWR manage a number of station routes with catered first-class lounges in Paddington, Cardiff, Penzance, and Truro as part of the logistics supply. We run 254 catered trains a day Monday - Friday, 280 catered trains on Saturday and 210 on a Sunday. Fleet: Our current fleet GWR offers catering which comprises of: 92 Bi-mode Hitachi Intercity Express Trains comprising of five and nine car trains. Five car trains can run as independent five cars or couple up to be 10 car trains these are often uncoupled/coupled mid journey to make a 10 back into a five and vice versa. This adds flexibility to the fleet and allows us to run more services. When in 10 car formation there is no way through the train to both ends so they run independently with each end having a kitchen, first class and at seat trolley service meaning two independent deliveries and top off to different locations on one train. We also run nine car trains which are full units with one kitchen offering first class and standard class. We currently operate a Left on Board Found on Board system (LOB FOB) this means we leave non-perishable stock on train overnight when it goes back to the Hitachi train care depot. We currently fully destock four trains a day seven days a week which means all GWR owned equipment and stock is removed by the logistics provider, washed, counted, and repacked to the levels GWR set and then delivered back to the same train the next day or when it returns into operation. Catering offering: GWR offer many variations of catering which the logistics provider must source products/deliver for: Standard class: Retail at seat trolley-Offering snacks, sandwiches, drinks, confectionary and alcohol. First class: Complimentary items offering drinks, snacks, sandwiches, and made-up weekend boxes, we have period rotations of cakes and sandwich fillings to keep the range changeable Sleeper: Retail range as above with a few specific products for this service. Complimentary in cabin breakfast items Pullman: Fine dining services, six full three course dining services per day Monday to Friday only. First class lounges: Complimentary drinks and snacks consisting of a mix of current on train lines and a few bespoke lounge items. First Greater Western Railway, trading as Great Western Railway (GWR), is issuing a Preliminary Market Engagement (PME) Notice to obtain market feedback in relation to an intended services for the provision of Freight Operating Company (FOC) Drivers, Person in Charge (PIC) and Shunters to support GWR in delivering passenger mitigations during planned perturbation. HS2 Possessions GWRs strategy during the construction of Old Oak Common (OOC) is to provide an alternative London terminus for its customers for any All-Line Block (ALB) greater than 12 hours and provide the same level of customer experience as that of London Paddington (PAD). For any possession that is greater than 12 hrs., GWR will implement one of its three diversionary routes, to ensure a London terminus is retained for GWR customers. With limited to no access to London North Pole (LNP) GWRs principal engineering depot via the Great Western Main Line (GWML) during OOC possessions poses a significant risk to GWR. GWR has created a Depot Strategy that allows a limited number of services on/off LNP via the West London Line (WLL) entrance/exit. Additionally, and a series of mitigations across the GWR network. During Christmas 2024 High Speed Two (HS2) possession the amount of displaced rolling stock equated to 5kms. GWR requires a FOC to provide route conducting services and where applicable driving and PIC services to deliver for its customers and to retain a high-speed service. Control Period Possessions Like HS2, there are other planned Network Rail (NR) possessions between Reading (RDG) and PAD, preventing access to PAD and LNP. There are also other possessions on the GWR network which cuts off GWR engineering depots to the rest of the network, requiring mitigations to ensure we can maintain our fleet to deliver for our customers. Scope To have a pool of trained Drivers and PICs to deliver GWR passenger diversions and GWR Depot Strategy when required. There will be a requirement to maintain competency, for Drivers and PICs on all routes, traction and locations. A variation will then be issued for each possession where there is a requirement for Depot Strategy (only applicable locations) and/or passenger diversions and for what duration. Provision of a dedicated FOC Operations Specialist to work with GWR Operations Standards department. Test Trains A FOC operator to provide test trains when required for GWR, for Depot Strategy locations, diversionary routes and other requirements as necessary to ensure GWRs plans are tested, operationally valid to deliver mitigations when required. Resource required - FOC Traincrew Driver and Guard (where necessary) and PICs. Off network Method of Work will be produced by the FOC and agreed by GWR ahead of any test trains being scheduled.

This procurement process is being advertised and run by First Greater Western Limited on its own behalf and on behalf of the successor operator of the rail passenger transport services in respect of Great Western Railway. That successor operator will be a public sector company, is expected to be a wholly owned subsidiary of DfT OLR Holdings Limited and will be ultimately owned by the Secretary of State for Transport. The date for transfer of the current operations to the successor operator is not yet confirmed. As part of developing our plans to meet this requirement we are looking at issuing an RFQ early 2026. Laira T&RSD Fixed Access Platforms General Specification includes, but not limited to the following activities: • The design, supply and installation of access platforms at Laira T&RSD. Fixed access platforms are to be installed at the East and West ends of roads 7, 8, 9 and 10, and in the centre of roads 7 and 9 (not roads 8 and 10). • Platforms at the East and West end to be 6-7m in length, centre platforms to be 16m in length (if not viable an alternative is required). • This will improve access and egress of trains for maintenance and cleaning colleagues while not impeding other maintenance and service delivery activity in the HST Shed. • Fixed access platforms to be installed to provide door level access to the crew door and first saloon door. Design features as follows: • Sufficient width for cleaning equipment to be placed on the gantry by cleaning staff accessing or egressing from the saloon door (approx. 1.0 to 1.2m - dimensions to be confirmed with supplier and dependent on walkway width). • Inward opening gates at either end to prevent falls from height down the access gantry steps. This creates a safe work platform for cleaning colleagues. Gates must be self-closing. • Sufficient length to enable access to the crew door and the first saloon door of all classes of trains currently gauge cleared and in use at the depot (except Class 150/2). • Train-side access gates along the platform length that open inwards to prevent falls from height when a train is not berthed in the siding. The train-side access gates would be set back from the gantry edge to allow room for train doors to open. Gates must be self-closing. • The height of platforms in the HST shed must be set to allow colleagues sufficient headroom to work on the underframe of the berthed train. Supporting legs must be offset away from the train side to allow colleagues to walk alongside the berthed train without being impeded. • Vertical and horizontal stepping distances from train to gantry to be considered for all train types and optimised for safe access and egress. • Must allow access to underframe components including opening underframe panels. • Must be positioned such that access to the train refuel connection is not impeded. • Adequate corrosion protection for the environment. • Gantries in the HST shed are to be positioned at the west, centre, and east end to accommodate as many permutations of stabled trains as possible. Initial investigations have established 6-7m platforms are required at the east and west ends, and 16m in the centre. The centre platform should be positioned so that the centre of the platform aligns with the centre of a 10-car IET. Space is limited in the centre of the shed and if a 16m platform is not viable then alternative(s) should be recommended.
