As the local highways authority for Essex, Essex County Council (ECC) is responsible for managing and maintaining one of the largest and most diverse local highway networks in the country. In doing so, ECC fulfils its statutory duties under the Highways Act 1980 to ensure the network is safe, resilient and fit for purpose for residents, businesses and road users, and that traffic moves freely across the network under all conditions. This includes significant programmes of routine and reactive highways activity, such as asset maintenance and renewal, drainage management, winter services and the design and delivery of new transport infrastructure. ECC has previously undertaken market engagement in respect of its future Highways and Transportation Services. The procurement was paused to allow greater clarity to emerge around Local Government Reorganisation (LGR) and its potential implications for future service delivery and governance arrangements. With greater clarity now in place, ECC is re commencing engagement with the market as it prepares to re-procure its Highways and Transportation Services, within the current Administrative Area of Essex. Ahead of commencing the procurement, ECC is undertaking this Preliminary Market Engagement (PME) exercise to provide an update on ECC's emerging approach to the future delivery of Highways and Transportation Services, particularly in the context of anticipated Local Government Reorganisation (LGR) and the transition to any future Unitary Authorities. The planned commencement date for the new Essex Highways and Transportation Services is 01 April 2028 with an initial seven-year term and potential options to extend for up to seven additional years. The current estimated maximum value of the contracts over a maximum fourteen-year term is £3 billion (excluding VAT). The contracting authority is Essex County Council and any Successor Body meaning one or more entities which assumes any of the ECC's functions (as applicable) as a result of Local Government Reorganisation (LGR). The purpose of this Preliminary Market Engagement notice is to notify the market of further upcoming market engagement opportunities ahead of tender publication. Essex County Council (ECC) is exploring the development of a One‑Stop Shop (OSS) for domestic retrofit to make it easier for residents, homeowners, and landlords to improve the energy performance of their homes. This will support the ambitions of the UK Governments Warm Homes Plan, which sets out we will help people find ways to save money on energy bills and transform our ageing building stock into comfortable, low-carbon homes that are fit for the future. ECC aims to develop a OSS that provides a comprehensive, end to end customer journey, including project management, that strengthens and grows the local retrofit economy by supporting trusted local installers, assessors, SMEs, and trades. Additionally, the OSS will provide access to funding and financial support, all with tailored advice to residents to enable easier decision making, seamlessly integrating with our existing delivery mechanisms (Warm Homes Local Grant etc.). The OSS will also recognise the importance of area based approaches to deliver retrofit at scale, community‑led retrofit and working with trusted local networks to increase participation, particularly among hard‑to‑reach groups and how this fits in with the Local Power Plan. Essex County Council invite suppliers to apply to join the Dynamic Purchasing System (DPS) for the provision of Passenger Transport Services for Essex County Council and Thurrock Council. This Dynamic Purchasing System has been split into the Categories listed below : Category 1 - SEND Education Transport: Transport of Passengers with SEND requirements to education, care provision or other locations as required. Category - Mainstream Education Transport: Transport to Mainstream primary, secondary, or further education locations. Category 3 - Adult Social Care Transport: Transport of adults with eligible needs to day care/day centre/education provision or other locations as required. Category 4 - Local Bus & Demand Responsive Transport: Provision of Local Bus and DRT services within Essex. Category 5 - Ad-Hoc Requirements: Provision of impromptu or unprecedented transport for Adult Social Care, SEND, Mainstream or Children’s Social Care Passengers. In addition, the new DPS Agreement will aim to bring continuous improvement measures to ECC's continuing service offer in line with commitments, plans and strategies for the future of Essex, including Everyone's Essex: our plan for levelling up the county. Any measures for Thurrock Council shall be listed within their mini-competition documents. This Dynamic Purchasing System (DPS) will operate for a period of five years with the option to extend for 24 months in single or multiple periods. Service Agreements procured via call-off and awarded under the DPS shall be for the period specified in the Order Requirements. Service Agreements procured via call-off under the DPS agreement may continue beyond the Expiry date of the DPS Agreement. The Estimated Total Value of the Passenger Transport DPS Agreement is £355,000,000 for the initial 5 year period with the Estimated Total Value breakdown for each Council for the initial 5 year period as follows; Essex County Council Estimated Total Value: £320,000,000 Thurrock Council Estimated Total Value: £35,000,000 The Estimated Total Value for the additional extension period of the Passenger Transport DPS up to 24 months is £142,000,000.
