Energy Systems Catapult (ESC) are leading the Unlocking Clean Energy in Greater Manchester (UCEGM) project. Workstream 2 of the project aims to iteratively develop and test new business models that can make renewable energy projects more attractive to LAs in the Greater Manchester area. The intention of this work is to improve the investment case for future renewables projects for LAs in the Greater Manchester area. ESC are looking to seeking to subcontract with an organisation that can use energy system modelling to analyse a selection of business models designed in WS2, in terms of their financial viability for the asset investor (the Local Authority) and in terms of impacts on other relevant metrics. Project background The Energy Systems Catapult (ESC), together with partners in India, including the Indian Institute of Science (IISc), has created the Innovating for Transport and Energy Systems (ITES) initiative. ITES is a bilateral collaboration to address key challenges around the decarbonisation of transport by carrying out joint research into specific sustainable transport issues and enabling the piloting, support and scale up of new sustainable solutions. The goal is to provide a tool that informs innovators and outlines logical, structured steps they could take to explore and be successful with export to India. It includes sections such as: • Section 1: assessing export readiness • Section 2: identifying target market(s) • Section 3: understanding target markets The following sections are India specific: • Section 4: preparing for opportunities • Section 5: long-term planning • Section 6: market engagement • Section 7: delivering opportunities in target markets It currently takes the form of a PPT / presentation make that can be worked through by an innovator independently or in a guided fashion. Within the existing planned work by Energy Systems Catapult, we are reviewing the current carbon accounting regulatory landscape in the UK and regulatory functions required to support a Net Zero economy. Without international considerations this approach will inevitably result in significant gaps in our knowledge. With a focus on heavy industry and manufacturing, this project aims build a comprehensive understanding of the international carbon accounting regulatory landscape, and how it relates to the UK. As part of this project, we require the following research questions to be addressed: 1. What coordination is happening at the international level with regards to exchanging interoperable emissions data through industry supply chains? What examples are there of international coordination (e.g. sector led, driven by large corporations, or cross-regional collaboration) in approaches to emissions disclosure? 2. What notable regulatory activities are taking place at the national level outside the UK? Of particular interest are G7 countries and countries with close trading relationships with the UK. Of these, which countries have set more prescriptive rules around emissions disclosures and claims; how are these enforced, and has there been any pushback? 3. What are the key considerations for UK exports and requirements on UK industry to disclose emissions? For example, the risk of additional administrative burden on UK industry if requirements vary (i.e. between an EU and UK CBAM). We are seeking the services of an organisation to deliver this aspect of the programme. We expect the project to be delivered as a desk-based study. In 2018, the Catapult published Current Pattern of Effective Carbon Prices, which summarised the then pattern of economic signals in the UK for reducing emissions in different sectors. The aim of that analysis was to quantify and compare the effective carbon prices that arise from existing tax, subsidy, and other policy instruments across the economy. The intention was that it formed the baseline from which to assess in more detail the different sector drivers and future options for policy reform. Carbon policy has changed significantly in the intervening years since 2018. The shift to a Net Zero target by 2050, along with wider macro-economic impacts, such as the pandemic, inflation, and war in Ukraine, have resulted in increased energy prices. This project seeks to develop a new dataset, that is up to date with current UK carbon policies, while also future proofing it for policy change over time, allowing for new policies to be added and existing policies updated. The dataset will be used as a tool for illustrating the impact of policies on the incentive to decarbonise different sectors and activities across the economy. This Framework will aim to support ESC's mission to unleash innovation and open new markets to capture the clean growth opportunity. ESC was set up to accelerate the transformation of the UK's energy system and ensure businesses and consumers capture the opportunities of clean growth. ESC is an independent, not-for-profit centre of excellence that bridges the gap between industry, government, academia and research - with around 200 staff covering a variety of technical, commercial and policy expertise. ESC takes a whole system view - from power, heat and transport to industry, infrastructure digitalisation and consumers - helping us identify and address innovation priorities and market barriers to decarbonise the energy system and deliver value to energy consumers. ESC supports various organisations to develop, market test and scale the products, services and value chains required to get to Net Zero. In the application pack you will find the details of how to apply to be an appointed supplier with the minimum criteria you must meet in order to be appointed. All suppliers who meet the selection criteria will be appointed to the DPS and there is no limit on the number of suppliers who can be appointed. Suppliers can apply to join the DPS at any point during its lifetime. It is currently envisaged to run for at least 4 years and may well be extended providing it is still fit for purpose. ESC operates from offices in Birmingham. Project Meetings may be required. Appointed Suppliers may be required to attend kick off meetings at ESC Office in Birmingham or any suitable location in the UK and/or via a Conference call using one of the conferencing services such as MS Teams, Skype or Global Meet whichever ESC is using at that time.
