This project seeks to refurbish and revitalise the existing children's play area on Elsenham Playing Field by the introduction of new pieces of play equipment, together with the laying of additional safety surfacing and pathways. To help achieve this, it is proposed that certain items of existing play equipment will be removed, as appropriate. The Council's objective is to create playable spaces that offer young people access to as wide a range of play opportunities as possible. The Council actively encourages the use of Play England's 'Design for Play' The overall aim of the project is to revitalise the Children's Play Area on Elsenham Playing Field by the introduction of new items of play activity that will complement and be added to the existing items of play, to provide an enhanced play experience for the children. The play area is required to meet the needs of children from toddler age to under 12 years. The existing play area is used by young children. New Play Elements The Council is keen to see the following types of new elements within the play area (subject to available space and Health and Safety guidelines): (i) Wheelchair-Inclusive Roundabout (ii) Basket Swing (iii) Scramble/climbing net/s (on the mound) (iv) Multi-Play (e.g. play-tower) (v) Imaginative Play (e.g. vehicle / ship / train / etc.) (vi) Wet pour safety surfaces with elements of colours (vii) Increased seating for adults The Council would like to see a site that is innovative and which encourages and enables physically active play, and which is attractive to children from toddler age through to under 12s. Play activities should be open-access, with children free to move independently between them. There is also a need for the overall design to be a welcoming and restful place for parents with younger children to meet and socialise. All play equipment should meet relevant safety manufacturing and installation standards and be easy and affordable to maintain. 2.6 Safer Surfacing The safety surfaces under the new and existing items of play equipment should all be connected through paths laid with a suitable sub-base in black Wet Pour, with elements of colour incorporated into the design, to be agreed. The paths should extend as far as both sides of the existing rocking horse, the base of the steps to the mound and all existing and new benches. 2.7 Installation The contractor shall supply and secure the play area, in accordance with H&S guidelines, for the duration of the work. All rubbish and excess spoil is to be removed from site by the contractor at the end of the construction works, to include reinstatement as agreed with the Buyer, to grass areas and existing surfaces. This project is concerned with the building of a new Community Centre within Elsenham on land that has been given to the Parish Council under a Section 106 agreement with a housing developer. The land is shown in the Appendix. The project is to be funded by a combination of S106 contributions from a series of developments within the village, together with other grant funding and potential borrowing from the Debt Management Office (formerly the Public Works Loan Board).

This project is concerned with the building of a new Community Centre within Elsenham on land that has been given to the Parish Council under a Section 106 agreement with a housing developer. The project is to be funded by a combination of S106 contributions from a series of developments within the village, together with other grant funding and potential borrowing from the Debt Management Office (formerly the Public Works Loan Board). The new Community Centre is intended to provide facilities for this fast-growing village and the surrounding area. It will be sited roughly in the centre of the village, and it is envisaged that it will become a true village centre and resource for the entire village. The facilities should include: A main hall capable of supporting events with 200 standing, or 120 seated at tables. The hall does not need to be of sufficient height to accommodate badminton. It should be possible to divide the hall into three meeting rooms through the use of folding partitions; Parish Council office and meeting space, approximately 10.0 metres X 5.0 metres, with separate access; Small room for use to provide internet access, 3.0 metres X 3.0 metres; A community café with its own kitchen and seating area; A community kitchen for users of the Centre; changing facilities to Football Foundation standards incorporating direct access to the building and to the adjoining playing field; Ample storage space, including provision for cleaning and maintenance; Toilets with separate external access available. Tender Submission Tenders must be submitted strictly in accordance with the instructions. A fee quotation should be submitted for the full design, project management and completion of this facility in accordance with the RIBA Stages of Work 2020. It should be presented in the following format: 1. Outline proposals for a potential scheme, including basic sketches of the vision for the development. 2. Potential cost parameters for the scheme. 3. Fee proposals associated with the scheme, which should be broken into the following stages: a) RIBA Stages 0 to 2. b) RIBA Stages 3 & 4. c) RIBA Stages 5 to 7. The successful tenderer will be asked to make a public presentation in order to demonstrate the advantages of the scheme to the public. This phase is regarded as key. Personnel from the tenderer and from the Parish Council should be available to engage with the public and answer questions as required.
