Efficiency East Midlands Ltd (EEM) is a procurement consortium which establishes and manages a range of frameworks and DPS agreements. Our membership has now grown to over 367 members including organisations providing services to the whole public sector including housing associations, local authorities, NHS Trusts, Education Providers and Emergency Services. A range of fuel types will be covered by the framework including but not limited to; gas, solid fuel, oil and renewable heating systems. Lot 1 of this framework will cover Domestic Heating and Hot Water Systems. Lot 2 of this framework will cover Commercial Heating and Hot Water Systems Lot 3 of this framework will cover Renewable Heating and Hot Water Systems Each of the above lots have been split into geographical sublots: Sublot 1 - Midlands Sublot 2 - National Coverage Contractors MUST be able to provide services in at least three of the sub regions (Counties) listed within the tender documents for Sublot 1 Midlands and at least five of the sub regions (Counties) listed for Sublot 2 National Coverage. Efficiency East Midlands Ltd (EEM) are looking for consultancy support for the renewal of our Insulation and Associated Works Framework that is due to expire in April 2026. We are specifically looking for a consultant to look over the specification and pricing documents we will have drafted for the renewal of the Framework, provide some expert advice on any areas that may need updating/changing to reflect market changes or industry regulation changes along with any general advice or additional considerations to add into the specification and also any comments or amendment suggestions to be made within the pricing document or guidance on the pricing document layout. In addition to this we will require support once the tender is live (estimated September to December 2025) with any technical tender clarification questions in relation to the specification and pricing document and support with the quality element of the evaluation which will be in the form of in person or MS teams presentations by Contractors to the question topics EEM set within the quality documents, presentations are expected to be held in January 2026.
