EEM Ltd is a procurement consortium which establishes and manages a range of Frameworks and DPS agreements. Our members include organisations providing services to the whole public sector including Housing Associations, Local Authorities, NHS Trusts, Education Providers and Emergency Services. The DPS will cover low and high rise demolition and associated works to domestic and commercial properties, allowing for a variety of demolition methods based on the most suitable for the property and Contracting Authority requirements. The DPS will replace our existing Demolition Framework that expires in August 2020. The DPS will cover single and multiple demolition contracts, low and high rise buildings and domestic and commercial properties ensuing all buildings are demolished down to ground level. Structures must be demolished in accordance with BS 6187. Approved DPS suppliers will be responsible for all associated works required as part of demolition contracts including but not limited to: • All necessary plans, surveys, risk assessments, method statements and reports to support the safe and successful demolition of properties. • Preparation of Construction Phase Plan and Health and Safety files and Site Waste Management Plan • Site security, hoarding,compound and welfare set-up. • Working with the Contracting Authorities to obtain any necessary licenses including F10 notification to the HSE required to carry out the works, from the relevant authority. • Carry out Principal Contractor role in accordance with The Construction (Design and Management) Regulations 2015 (CDM 2015). Ensuring the demolition and dismantling of structures are planned and carried out in such a way as to prevent danger or, where this is not practicable, to reduce danger to as low a level as reasonably practicable. • Dust, noise, and vibrating plant monitoring. • Containment and removal of all Asbestos Containing Materials, where requested to arrange this in line with the Control of Asbestos Regulations 2012 and the Refurbishment & Demolition Survey included within Contracting Authority tender documentation. • Site preparation and clearance work to include soft strip out works to remove all non-structural elements inside and outside of a building to facilitate demolition works. • Sorting and salvage of demolished materials once property has been demolished unless otherwise agreed with the Contracting Authority. • Removal and disposal of all demolition material off site. • Waste storage, transportation and disposal in accordance with relevant legislation and regulations and in accordance with site waste management plans ensuring use of a licensed waste carrier and disposal station. Additional information: Efficiency East Midlands Ltd (EEM) are extending this DPS in accordance with Public Contract Regulations 2015 regulation 34 (28) and transitional and saving regulations. The end date of this DPS will now be 23rd February 2029. The extension will support to facilitate above and below threshold awards that the EEM membership wish to utilise the DPS for whilst also giving SME's and other organisations opportunity to join the DPs and participate in mini competition opportunities. The extension will also allow an appropriate amount of time to consult with our membership and the market to design and procure an appropriate replacement to this DPS under the Procurement Act. Any contract awarded under the DPS will continue until it comes to an end and will be managed by the PCR (even if the DPS has terminated prior to that point). Contractors who are not on our DPS but are interested in applying can submit an application to join by completing the DPS application questionnaire on the Delta portal using access code: V9V36KSPS9. All demolition works awarded via the DPS will be in accordance with the latest legislation, standards, and guidance. Contractors approved onto the system must be a member of the National Federation of Demolition Contractors (NFDC) and operatives, site supervisors and site managers must all hold a valid CCDO card relevant to their role. Demolition machine and plant operators must hold a CPCS card to operate, fleet, excavators, and high reach applications. This DPS is being procured by Efficiency East Midlands Ltd (EEM) on behalf of their members and the other organisations described below as being authorised users. The following contracting authorities will be entitled to agree and award contracts under this dps agreement: 1) any Member of EEM which for the avoidance of doubt currently includes 3 partner consortia - Westworks, Advantage South West and South East Consortium. The DPS is being set up to complement our existing Property Improvement Works Framework (EEM0056). Our existing framework covers improvement works contracts with a contract value of £150,000 and over. The DPS will support members looking to source suitable contractors to carry out property improvement and maintenance works including internal, external, and whole house improvement and maintenance works to a single or multiple occupied and void properties up to a maximum contract value of £500,000. Mini tenders via our Property Maintenance DPS will be for planned maintenance works however, reactive maintenance and repairs will be permitted providing it forms part of a planned maintenance contract and does not form the core works to be awarded. The framework will support Members meet current legislation and guidance for the erection of Scaffolding and associated works to residential and communal buildings. This Framework will provide EEM Members with a compliant route to procure domestic and commercial drainage. The Framework will include but not be limited to the following drainage services: • Drain Unblocking and Jetting • Drain Unblocking Emergency • Planned Drain Maintenance Services • CCTV Drain Surveys and Reports • Improving and upgrading Drainage Systems • Drain Repairs including Patch Repairs, Gully Replacement and Repairs. • Pipe re-rounding • Root Cutting • Drain Re-lining • Soil Stack and Waste Pipe Unblocking, Cleaning, and Maintenance • Drain and Manhole Inspection Chambers and Testing. • Renew and Rebed Manhole Covers and Slabs • Tanker Services • Cesspit and Septic Tank Emptying, Cleaning, Unblocking and Repairing • Interceptor Inspections and Waste Removal • Land Drainage & Soakaways Small Scale • Pump Services • Grease Trap Management Including Emptying and Cleaning • Drain Mapping Service • Gutter cleaning and clearance • Any other works associated with Domestic and Commercial Drainage services. EEM are looking to establish a dynamic purchasing system (DPS) to engage a range of providers that are able to deliver a diverse range of Labour Services and Associated Works; the categories of services are as follows; Electricians Joiners/Carpenters Plasterers Plumbers Heating Engineers Painters/Decorators Multi Skilled Operatives Submissions to join the DPS can be made at any time and will remain open for application for 5 years and will operate through the Geometra Portal. This DPS has been created for EEM Members to directly employ additional trade labour to assist their in house teams or any Contractor with their resources on an adhoc and short-term scale. This DPS is not suitable for recruitment agencies. The procurement process will be run in accordance with the following programme: First Mini Tenders released from: 06.04.2020. DPS end date: 28.03.2025. The organisations that are successful in being awarded a place on the DPS will be given a "pre-approved"status and will be invited to submit a formal bid when EEM Members have a requirement to contract the work stream associated with this DPS.
