LiveWest are seeking expressions of interest from suitably skilled and experienced Suppliers to deliver Energy Efficiency Retrofit works across four geographical areas across the Southwest of England (Bristol, Bath and West of England; North Devon and South Somerset; South Devon and Cornwall) to bring all properties EPC C or below up to EPC C standard; currently around 8,000 properties. The contracts will be for a total of 15 years, with an initial period of 5 years, followed by two potential 5 year extensions. The Contracts seek to offer the benefits of best practice in contract delivery and collaborative working practices for LiveWest. LiveWest is following a three stage Competitive Dialogue procurement process in accordance with the Public Contract Regulations 2015. Under the first stage of the process, prospective bidders are required to complete a Selection Questionnaire and its associated appendices. Following evaluation of submitted SQ's, LiveWest anticipate shortlisting six bidder for each lot to be Invited to Submit Detailed Solutions under the second stage of the process. Following evaluation of received ISDS submissions, LiveWest anticipates shortlisting three bidders to be invited to participate in Competitive Dialogue and submit Final Tenders. Following evaluation of Final Tenders, LiveWest intends to award each lot to a single contractor. Participants can bid for all lots, but can only be awarded a maximum of two lots. Should a bidder be successful at Final Tender stage for more than two lots, they will be asked to select which of the lots won they would like to be awarded.
