Hexagon Housing Association Repairs and Voids Contract
Hexagon Housing Association ("Hexagon") has sought expressions of interest from suitably skilled and experienced suppliers for the delivery of responsive repairs and void property works, including emergencies out of office hours and a fully comprehensive customer service centre solution. The contract will also include ad hoc planned works such as kitchen and bathroom replacements and electrical rewiring and installation works. The contract has been awarded to a single Service Provider under a TPC 2005 (as amended) for 10 years, with break clauses included for non-performance and the like.
To procure the new contract, Hexagon followed a three-stage Competitive Dialogue procedure under the Public Contracts Regulations 2015. Under the first stage of the process, prospective bidders were required to complete a Selection Questionnaire and its associated appendices. Following evaluation of submitted SQs, Hexagon shortlisted three bidders to be Invited to Submit Dialogue Solutions under the second stage of the process. Following evaluation of received ISDS submissions, Hexagon shortlisted 3 Tenderers to be invited to participate in Competitive Dialogue.

Progress Housing sought Tenders from suitably skilled and experienced suppliers for the delivery of responsive repairs, void property works and planned works across its various geographical locations. The contract will be awarded to a single Service Provider under a 10-year JCT Measured Term Contract (with a schedule of amendments) with the option to extend by up to a further five years. The estimated annual value of the Contract is c. £3.5m, but additional optional works in scope may increase the annual value by c. £1.2m to a total of c. £4.7m per annum.

Town and Country Housing Group - Housing Maintenance Joint Venture
Town and Country Housing ("TCH") sought Tenders from suitably skilled and experienced suppliers to become a Joint Venture Partner and enter into a Maintenance Agreement with the Joint Venture Company for its delivery of repairs, maintenance and planned improvement works to the Town and Country Housing Stock portfolio. The contracts have been entered into with the appointed supplier under an initial period of 12 years and 5 months, with the option to extend until 31st March 2050 (27 years and 5 months in total) at TCH's sole discretion. TCH conducted the procurement pursuant to the Competitive Dialogue procedure.
Longhurst Group is seeking solutions from suitably qualified and experienced Service Providers to enter into a long-term arrangement for the delivery of their Out of Hours call handling services. Longhurst Group intends to enter into contract with the successful Service Provider for a period of 5 years, with an initial term of three years and 2 further one year extensions. The estimated value of the contract is c £130k pa ex VAT.
RHP Lot 1 - Repairs, Voids and Planned Works Contracts. RHP Lot 2 - 3* Gas, Gas and Electric Compliance Contract
RHP sought expressions of interest from suitably skilled and experienced suppliers for the delivery of repairs, voids, planned work (planned works is an optional addition year on year), 3* gas, gas and electric compliance works across its stock. The contract was initially procured as three Lots; Lot 1 - repairs, voids and planned works, Lot 2 - 3* gas, gas and electric compliance and Lot 3 - integrated asset management contract (combination of Lots 1 & 2). Participants could apply for all or any of Lots 1 to 3. Participants were asked to note that if Lot 3 was awarded, Lots 1 and 2 would not be awarded and if Lots 1 & 2 were awarded as separate contracts then Lot 3 would not be awarded.
During the procurement process it was determined that RHP would proceed with Lot 1 and Lot 2 only, and as such Lot 3 was abandoned at the end of the ISDS stage.
During the procurement process for Lot 1, it was decided that RHP would create a WOS for the delivery of work under this Lot.
Lot 2 progress as a standard outsourced contract.

Watford Community Housing ("WCH") is seeking Tenders from suitably skilled and experienced suppliers for the Design, Supply & Installations of Rooftop Development under this four-year, multi-lot framework.
This framework seeks to offer the benefits of bespoke rooftop developments that create the provision of additional dwellings. The framework will provide additional services to support other rooftop developments.
The framework is to operate across the UK and will be open to all UK public sector bodies to access via a Joining Agreement between WCH, the supplier and Pretium Frameworks Ltd, who WCH has appointed to administer the framework on its behalf.

The framework is to operate across Herts, Beds, Bucks and surrounding areas and is open to all UK public sector bodies to access via an Access Agreement between WCH, the Supplier and Pretium Frameworks Ltd, who WCH appointed to administer the framework on their behalf. Access to the framework will be subject to approval by WCH.

Greener Futures Partnerships (GFP) have procured a National Framework of suitably qualified constructors and consultants for the delivery of retrofit works and services. As well as creating a route to market, GFP aspired to create a truly collaborative framework where all parties contribute and continually develop best practice in the field of decarbonisation. The Framework will be for a total of 7 years (4+3) to enable delivery of the works supported by the Social Housing Decarbonisation Fund and will be open to all Contracting Authorities in England and Wales to access.
GFP intend to procure a separate Decarbonisation Delivery Framework for the delivery of retrofit works and services in Scotland, which will be the subject of a separate Contract Notice and procurement process conducted in accordance with the Public Contracts Regulations (Scotland) 2015. Abri were the Contracting Authority for the purposes of this procurement and the entity who enters into the Framework Agreement with Successful Suppliers.
District Homes CIC sought expressions of interest from suitably experienced and qualified suppliers to enter into a single-supplier, 4-year Framework Agreement for the provision of a full range of business supplies, goods and services. The scope of the framework is to provide a Total Business Supplies Solutions for the Contracting Authority and any other Authorised User that signs a Call-Off Contract under the Framework Agreement.
The offering includes all goods and services required to meet office and business solutions from a "one-stop-shop". The framework will operate across the UK. District Homes has appointed Pretium Frameworks Ltd to manage the framework on its behalf. The estimated value of the framework is up to £5million over the 4-year term.
Riverside procured a new framework for the delivery of disrepair and complex work in England and Wales. The framework will comprises of 12 regional lots, across two value bands. Lots 1a-1l will cover work up to £500k and Lots 2a - 2l will cover works over £500k. The scope of the framework also includes, WIP management and responsive repairs support, minor work and voids support services. The framework will have the flexibility for authorised users to call off individual projects and long term support as required.
Provision of heating repairs / breakdowns / servicing / installations and certification to domestic and communal boilers and plant. Electrical testing and remedial works including smoke and CO alarms and provision of other electrical services to buildings. Potential for inclusion of alternative heating services such as PV, ground source, air source and the like.
Materials Supply and Management Framework (Generation 3)
The Hyde Group acting as the Contracting Authority worked with Pretium Frameworks to procure a third generation framework for the provision of materials supply and managed services.
The framework is a multi supplier framework.
The framework is open to all Authorised Users as identified in the Framework Agreement
Brighter Places sought expressions of interest from suitably skilled and experienced Suppliers to deliver Repairs and Voids work across its stock in Bristol and the surrounding areas, consisting of approximately 3,600 properties.
There will be an option to deliver minor planned works and component replacements as and when the existing contracts covering these expire.
Brighter Places also sought to procure Gas and Electrical Compliance Contracts through a separate procurement process, which followed in late June.
The Contract will be for a total of 15 years, with an initial period of 10 years, followed by a potential 5 year extension.
