The East of England NHS Collaborative Procurement Hub (EOECPH) is issuing this Invitation to Tender ("ITT") to invite Suppliers to bid for Framework Agreement for Provision and Support of an Electronic Patient Record System (EPR). The EoECPH is working collaboratively with the National Ambulance Procurement Board on this procurement with an aim of providing a procurement compliant route to market for UK Ambulance Services wishing to procure Electronic Patient Record System. The Framework awarded will have an initial framework duration of 2 with the option to extend framework duration by 2 x 1 year periods. Call-Off Order Contracts awarded under the Framework can be valid for a period more than the Framework Agreement duration. Durations of Call-Off Order Contracts awarded under the Framework, will be at the discretion of the Beneficiary using the Framework, who will take into consideration the type and complexity of project, and or the relationship the Beneficiary calling off from the Framework is looking to set up with its chosen Supplier and Partner. Any Framework extensions will only be extended and awarded following a full specification review that will take into account the changing digital landscape for the NHS. The services being procured under the Framework are for Health services and are subject to the requirements of the Public Contract Regulations 2015 (PCR 2015) Chapter 3, Particular Procurement, Regimes, Section 7 Social and Other Specific Services. Bidders will also have the opportunity to apply to join the Framework Agreement on an annual basis. Bidders who are already on the Framework Agreement have the opportunity to apply for further lots if they so wish on an annual basis. Bidders who are unsuccessful are not precluded from re-applying during subsequent rounds. This is the second reopening of the Framework.
