The Authority has a specialist Driver Training Unit that provides ambulance driver training to primarily new starters and graduate paramedics requiring emergency blue light driver training and also non-emergency driver training to Patient Transport Services (PTS) staff. Driver Training includes the use of ambulances, patient transport vehicles and rapid response vehicles. Students needs depend on whether the students are, Emergency Care Assistants (ECA), Emergency Medical Technicians (EMT) or Paramedics operating on A&E response vehicles or patient transport services or other clinical groups. This is a procurement to establish a Framework Agreement of multiple suppliers who can support the Authority when workloads fluctuate, and our own in-house Driver Training Unit does not have capacity to undertake all course requirements. Volumes of personnel requiring driver training fluctuate with changes to workforce requirements and additional newly recruited employees. Likely in scope will be building cleaning, window cleaning, periodic cleans and potentially feminine hygiene and consumables supply. The Authority is looking for suppliers to support its existing fleet workshops in maintaining vehicles so that they are available for use by clinical staff and to minimise instances of vehicle downtime.<br/>The Authority has a major issue with Vehicles Off Road, with approximately 30% of our fleet unavailable due to mechanical or repair related problems. The initial aim is to reduce this position to no more than 10% in Year 1 with the longer-term plan to reduce to 5%.<br/>The framework agreements will be non-exclusive, and the Authority cannot give any commitment to volume of vehicle servicing or maintenance repair or guarantee of spend during the contract period. The Trust intends to enter into development agreements for lease with the SEP in respect of the Trust's site in Ipswich and a site to be identified by the SEP in Cambridge, under which the SEP would construct the required facilities before granting leases to the Trust on practical completion.
