East Midlands Ambulance Service are seeking suppliers to provide patient journeys as part of the Non-Emergency Patient Transport Services (NEPTS) Taxi Support Service for the PTS Lincolnshire Region including along borders of neighbouring counties and to other locations as required. This is a Tender Notice for the Provision of Traffic Film Remover and Exterior Vehicle Cleaning Consumables. Although UK3 has been published, this included provision of pressure washers. This is no longer in scope and has been removed from the tender going forward. This tender is being done under 2 lots: 1) Traffic Film Remover - non caustic, ideally non-corrosive in various unit of measures packs. This is applied and used through a Trust own pressure washer for the external cleaning of ambulances. 2) Exterior Ambulance Cleaning Consumables. This lot includes screen wash/de-icer, degreasers and other cleaning products, including various consumable items including such as syphons, pumps and adaptors. The anticipated contract period will be based on an initial 3 year contract with an option to extend for further 2 x 12 month periods. This will be undertaken under the Procurement Act 2023 regulations - Open Procedure.

East Midlands Ambulance Service NHS Trust (EMAS) intends to establish a Dynamic Market for the provision of Taxi Support Services to East Midlands Ambulance Service NHS Trust. Whilst EMAS undertakes the vast majority of journeys via in-house team, there is a need for extra demand in the system to cover NEPTS journeys for the Trust. The intention is to setup a Dynamic Market with separate lots, for taxi providers providing necessary service within that area. This will include transporting of patients to and from hospital for routine appointments, short term adhoc journeys, and other journeys may be required. The Dynamic Market is anticipated to begin from 01 April 2026 and run for 4 years until 31 March 2030, with suppliers being awarded into the following Lot Structure - Lot 1 covers NEPTS LINCOLNSHIRE Region (area to which East Midlands Ambulance Service currently provides this services). - Lot 2 covering NEPTS NORTHAMPTIONSHIRE region - Lot 3 covering NEPTS DERBYSHIRE region The establishment of the Dynamic Market is Stage 1 of the process, which will create the supplier list within each lot. Stage 2 will see the Trust carry out a tender via the Competitive Flexible Procedure, against the suppliers in that lot at the time. This tender will be evaluated based on quality/technical, commercials and Social Value. Conditions of Participation: - This Dynamic market is for Taxis only that can serve the above regions, without any out of region charges. - Out of Scope are taxi booking platforms, offering multitude of taxi companies due to the way that journeys are planned by NEPTS Teams.
