(herein referred to as "our" or "us" or "we") was formed in April 2018 as a new, wholly owned subsidiary company of one of the largest NHS Foundation Trusts in the UK, East Kent Hospitals University NHS Foundation Trust (the "Trust"). We provide essential support services to the Trust from facilities and property management to catering, procurement and portering.
On behalf of the Trust, we are seeking to determine the level of potential interest from, and capability of, suitably experienced providers who will both fund and construct a patient and visitors only multi-storey car park at the William Harvey Hospital, Ashford, Kent.
It has been recognised by the Trust that there is insufficient parking for patients and visitors at William Harvey Hospital and a potential multi-storey car park is a potential solution. The Trust however does not have the benefit of any capital funding for the construction of a multi-storey car park and therefore any proposed solution will need to be fully funded by, or through, the prospective bidder / relevant partner. In addition, the proposed solution must ensure that there is no IFRS 16 impact on the Trust's balance sheet.
We are anticipating a 10 to 11 month construction programme to commence at the earliest opportunity in 2025.
We therefore wish to engage with prospective suitably experienced, and capable, providers to identify appropriate innovative turnkey schemes that can generate annual revenue for the Trust (whilst also financing the capital funding requirement) and inform the most appropriate design, procurement and contracting approach to maximise market interest in this project, including:
i) every aspect of the patient and visitors only multi-storey car park development process, from design and planning and project management through to construction, legal related matters and contracts; and
ii) a compliant IFRS 16 solution that remains off balance sheet.

The Virtual wards solutions will be a fully technology-enabled (the management of patients via a digital platform) to optimise care of patients, support communication and enable the effective management of a patient’s condition:
Patients are required to wear a device that continuously monitors and reports vital signs. The devices issued will depend on patient need.
Clinical teams can see individual measurements for the patients they are responsible for via a dashboard.
The platforms ensure that the team is alerted when any patient moves outside agreed parameters, allowing them to take appropriate action. The RFI seeks to obtain further detail as to what system solutions are available, and as a minimum understand integrations, compatibility with monitoring devices and compliance to IT standards.

This notice is to alert the market to the progress of the procurement for the new hospital extension at the Kent and Canterbury site (the Project), as communicated in Contracts Finder notice reference tender_295774/1031518.
This notice is not being used to commence any public procurement process, of any kind. The Trust is seeking to alert the market to the impending issue of the Contract Notice (anticipated launch date 19th August 2022).

Interested organisations should note that public consultation has not yet been carried out. Interested organisations will be required to respond to the Selection Questionnaire (SQ) and, if successful at that stage, invited to participate in dialogue on Outline Solutions in order to allow the Trust to understand the viability and deliverability of the Project. The procurement process will be paused following receipt of Outline Solutions to enable the Trust to carry out public consultation.
The procurement process will only restart if the Trust is satisfied that the Project is viable and deliverable and is the preferred option following public consultation.
In order to ensure the deliverability of the Project if awarded, as part of the SQ, the Trust will require interested organisations to demonstrate appropriate financial standing. Further details will be included in the SQ (which will be available once the Contract Notice has been published), but the Trust is keen to highlight certain requirements to enable interested parties additional time to consider their approach:
1. The Trust will require bidders to meet a turnover threshold of £350m
Interested organisations can meet this from their own resources, through forming a consortium or by relying on key subcontractors. Whilst, in accordance with good practice, the Trust will have some discretion to take account of mitigating factors where a bidder does not meet the threshold, the Trust's concern will be to ensure that any appointed organisation is able to deliver and stand behind the Hospital Shell and Core Works, which have an estimated value in excess of £200m. Therefore, interested organisations are advised to ensure that they can meet the turnover threshold, either alone or with other, named organisations (such as the construction contractor or any housing providers or house builders).
2. Identification of the intended construction contractor for the Hospital Shell and Core Works.
Regardless of whether an interested organisation intends to rely on the capacity of the construction contractor to meet the turnover threshold, the Trust will require interested organisations to confirm the identity of the intended construction contractor and to provide financial information for that organisation (or to confirm that they will be carrying out the construction works, as the case may be). This financial information will be assessed as part of the Trust's holistic review of the financial risk associated with a bidder's proposed bid/contract structure. Further details will be set out in the SQ.
Interested organisations should note that when naming other organisations as consortium members or subcontractors, they will be required to provide evidence that the named organisation has agreed to be put forward for the project in that capacity. Further details will be included in the SQ.
