This contract is for the provision of works of resurfacing 2No. car parks as below: Foxholes Car Park is located in Exmouth (SY01234 79976) with entrance and exit access via Queen’s Drive. The tarmac surfaced car park has a linear raised kerbed walkway running north to south with a vehicle ramp to access the east portion of the car park. A newly installed public toilet resides on the western face of the car park. Two pedestrian ramps provide access from the north west corner of the car park to elevated chalets buildings. The car park’s surfacing has multiple potholes and large areas of scouring which requires full resurfacing, last undertaken in 2004. There have also been utility trench excavations with subsequent resurfacing leading to separation and further deterioration. The existing levels fall from north to south, feeding to 2No. drainage gullies on the eastern portion, 1No. by the pedestrian walkway and the entrance bellmouth in the western portion of the car park. Land of Canaan (Canaan Way) Car Park is located in Ottery St Mary (SY09520 95571) with entrance and exit access via Fairmile Lane. The car park is bisected by a brick paving road providing access to both southern and northern portions. There is dense vegetation and mature trees surrounding the car park as well as 3No. vegetation islands with shrubbery and tress varying in size. The car park has prevailing fall from south to north towards two sets of linear slot drains that are heavily silted with limited function. At the northwest portion there are 4No. drainage gullies that discharge surface run off to the nearby watercourse. The surfacing has degraded throughout the years with large potholes with existing stone coming away from the surface. With an increase in standard parking bays the existing kerbing will need to be adjusted to accommodate alongside the introduction of 3No. coach bays on the southern portion of the site.

Beer Shelf is located on Beer Beach in Beer (SY230891) with vehicle access off The fisherman’s area at the base of Sea Hill. The shelf is a steel frame, with timber deck and handrails. The deck is to allow up to 12 beach huts to sit with an elevated view of the sea. The current decking is at the end of its life, with the timber subframe beyond its life, with signs of rot, causing the decking boards above to lose their purchase. Therefore both the subframe, which sits upon the steel frame, and the decking need to be replaced. Note the steel frame is in good condition, however following removal of the deck, we may use the opportunity to apply a paint system should it be needed. The current handrails are also towards the end of their life so need to be replaced. There are up to 12 beach huts sited on the shelf, and they are owned by individuals. It is assumed they will need to be moved locally to enable the deck replacement. However flat packing them is discouraged due their age, and requirement to re roof.

East Devon District Council (EDDC) is commissioning a provider to deliver a programme of decarbonisation training and support for businesses and community organisations until March 2025. Support will be delivered which includes on-site carbon surveys, tailor-made carbon action plans, one-to-one support coordination, in-person and online workshops for businesses and community organisations in East Devon. An indicative sum of £207,000 has been allocated to this provision which includes support development costs and those associated with marketing to ensure sufficient support take up. £107,000 has been allocated for businesses and £100,000 has been allocated for community organisations. This programme is funded until March 2025 and so it is important that the Supplier appointed to this programme is able to mobilise quickly to ensure that support commences soon so there is as much time as possible to achieve the necessary outputs.

The Campus includes a circa 3750m² net internal area Leisure Centre, incorporating Library, Youth and Family Services Hub and a 2,250m² Neighbourhood Health Centre together with an additional small site for Commercial Development. Pedestrian access can be found via 2No. footbridges across Withycombe Brook to the north and footpath access from the southeast corner. The park includes an inner and outer circular footpath providing access to a playpark, skate park and Exmouth College to the north east. The footpath’s condition varies with severe rutting and scouring at the eastern portion, shallow scouring in the north and cracking due to tree root growth on the southern section. Therefore, requiring overlay and regulating surface course. ‘The Green’ Car Park is located immediately next to Victory Hall in Broadclyst (SX98330 97187) with entrance and exit access via Hellings Gardens leading to B3181. The tarmac surfaced car park is linear with bay parking lining along each border. Pedestrian access is available from the northwest and southwest corners of the site. The car park’s surfacing has areas of shallow scouring to the surface course and localised potholes towards the entrance of the site. Therefore, requiring overlay and regulating surface course.

East Devon District Council are issuing this brief in order to seek submission of tenders to support the development of the Local Plan in terms of incorporating new community proposals. The work of the Council’s Planning Policy Team and the HELAA panel will consider the traditional planning issues associated with the 3 new communities that have been put forward such as their landscape impact, loss of agricultural land, impact on heritage assets, ecology etc. The Council is looking to commission a multi-disciplinary team to help set an ambitious vision for such proposals and to ingrain high quality place making outcomes from the outset of the process. This includes focusing on the delivery issues and infrastructure requirements associated with each proposal which, due to the scale and extent of the proposals, is considered to require more detailed assessment. Subject to the progression of the Local Plan review it is expected that this will ultimately culminate in a business plan for the establishment of a delivery vehicle (up to and including the formation of a Development Corporation) to support such development.
