The property is occupied by East Cambs Trading Company Ltd and East Cambs Street Scene the Councils Parks and Maintenance service and Waste Management Company. The Council are seeking a Lead Design & Build Contractor for the supply and installation of a new sewage treatment plant to compliment the modification of the existing buried septic tank. The occupied site is in use and required to remain operational throughout the duration of the works. The Contractor should ensure works can be undertaken in a safe and appropriate manner with no impact to the site's operation. Returns should include a methodology of proposed timings and separation of workspace to facilitate the installation works. The new plant should be designed to be suitable for use of up to 100 persons occupation and be installed above-ground due to the site being on a waste transfer site by Summer 2023. Consideration to be given to the fact that the rainwater from the roof of the building at present also flows into the existing septic tank. Where a below-ground installation is proposed it is the duty of the Contractor to satisfy themselves any associated excavated material disposal and contamination prevention measures are quantified and included within the bid. The installation and discharge arrangements must comply with the Environmental Agency's General Binding Rules for small sewage discharge or obtain a bespoke Environmental Permit for discharge. It is the responsibility of the Contractor to ensure all compliance obligations are being met with appropriate certification obtained. The sewage treatment plant should comply with all relevant applicable regulations and be BS EN 12566 compliant with the installation in accordance with the manufacturer's recommendations. The Contractor must satisfy themselves of the suitability for conversion of the existing septic tank for re-use with pumps installed. It is the responsibility of the Contractor to undertake and provide electrical connections as necessary to the works.

The Covid-19 pandemic accelerated our reliance on connectivity and exposed the digital divide in the UK. This is being exacerbated by the current cost of living crisis with many people struggling to afford broadband and mobile connectivity, and the upcoming switch-off of the copper, analogue telephone network which will affect the most vulnerable. Funded by the UK Shared Prosperity Fund, East Cambridgeshire District Council is looking to commission an experienced delivery partner to implement a digital inclusion project for residents living within East Cambridgeshire who are facing barriers to gaining digital skills and/or access to digital services. The project should provide digital inclusion initiatives to help improve people's digital skills so that they can use online services. The Cambridgeshire Waste Collection Authorities ("the Authorities") collect dry mixed recycling from domestic and commercial premises across Cambridgeshire. This tender is for the transportation/receipt, sorting and onward sale/re-processing of commingled dry recyclable materials. The RECAP Councils have worked collaboratively for many years in the delivery of DMR across Cambridgeshire. That collaboration continues for this procurement. The procurement itself is being conducted as a single procurement, but with the award of contract being in the form of separate Lots, as described in more detail in the ITT. The Lots are presented as alternative Lots (by reference to size), to enable the Councils to seek the broadest possible market response. ?This means that an award will not be made for every Lot. This is described in more detail in 'Lotting Guidance' of the ITT. The RECAP Councils will make the decision collectively as to which Lots to award and to which bidders. Following award, the ensuing contracts will either be concluded with an individual Council or a number of them, depending upon which Lots have been chosen as the best value for money. The number and size of the Lots has been determined to enable the Authorities to receive the maximum number of responses from the market taking account of the size of the different Lots and the needs of the different Authorities. Contractors should note that the Lots are presented in varied Lot Sizes which are to ensure processing capacity is secured for all RECAP Partners. The dry mixed recyclables will come from any one of the district and unitary authorities within the Cambridgeshire and Peterborough area. This may mean that certain Lots will not have an award of contract made in respect of them, because better value alternatives exist in the award of alternative Lots. As a result, we would request that contractors bid for as many lots as they are interested in whilst also sharing the maximum capacity available at your MRF. The current lift is an electric hydraulic passenger lift (max. 8 persons/630kg) 3 floors indirect acting. The Hive Leisure Centre located in Ely (CB6 2FE) is a district leisure centre in East Cambridgeshire owned by East Cambridgeshire District Council and run by GLL / Better. The facility has an 8-lane swimming pool, a teaching pool, gym, sports hall, fitness studies and 3G artificial football pitch with floodlights. The District Council is seeking to install solar PV panels on the roof of the building. The building height is 10m and can be access from within the building, but panels would need to be lifted from the outside. It is a flat roof with a single ply membrane and has a man safe system. The project has an indicative budget of £100k for the PV panels work with the potential of additional funding for Battery storage. Battery storage is a separate part of the project and not part of the initial funding gained to deliver the PV panels but an option that we would like to explore. The Hive Leisure Centre plans to remain fully operational during the works and therefore any necessary requirements would need to be requested with the management team. The project is to be completed by 31st March 2025.
